According to the analysis of literary sources, some distinguished researchers positively assess the role of the hierarchical coordination method in ensuring high performance in activities related to modern scientific research and technological development. The authors of the article suggest the idea that the digital transformation in the scientific and technological field does not invalidate the theoretical and practical value of the key concepts of the theory of hierarchical systems for scientific organizations, but changes the approach to their application to some extent. The authors favor the position of scientists developing mathematical model approaches to building organizational hierarchies, which are based on the concept of an optimal span of control, and also adapt it to research and development organizations. The article includes a sample calculation of the quantitative parameters of a hierarchical structure for a scientific organization, performed according to the algorithm developed by the authors of the article. The calculation shows the nature of the relationship between the span of control value, the number of management levels, the number of managers and the scientific organization's maximum number of personnel. The authors suggest an idea to clarify the theory of hierarchical control systems, which consists of the fact that the basic concept of the theory must be extended by taking into account the entire complex of communications serving organizational flow. The purpose of this study was to justify the selection and systematization of analytical procedures for assessing the risk of material misstatement in the audited entity's accounting information. For this purpose, the authors analyzed quantitative methods currently used in practice to assess the risk of material misstatement in the financial statements due to their dishonest preparation. The ratios controlled by the known methods generally include only financial performance indicators of organizations. However, in the case of intentional misrepresentation in the financial statements, the financial indicators may also be intentionally misstated so that the control ratios used to check the integrity of the statements remain within acceptable limits. The identified problems make it necessary to find the most effective ways to assess the risk of deliberate misstatement in financial statements. The development of this process is also facilitated by the well-known fact that audit standards contain only framework requirements for the assessment of material misstatement risk in respect of the audited financial statements, so that the development of the corresponding methodology is left to the discretion of each audit company. In this regard, the authors recommend that analytical risk assessment procedures should involve non-financial indicators as well as the financial ones, since non-financial indicators are difficult to manipulate. The study substantiates the choice of non-financial indicators used in analytical procedures for assessing the risk of fraudulent misstatement in financial statements. There are two reasons for this need. First, the dynamic nature of market relations. Only in the course of market actions of economic agents in the long term can the lack of coordination between them be revealed, leading to a decrease in the efficiency of the entire economic system. The information openness of society is not only a source of entrepreneurial profit, but also a driver of economic growth. Secondly, the need for information is justified by the competitive nature of market relations. Since business profits are possible if there is a certain degree of inefficiency in the economy, some economic agents are interested in preserving it and maintaining the status quo. The competition, generated by the availability of information on the possibility of profit. Thus, one of the main activities of the state in the field of investment incentives should be the creation of information platforms that contribute to obtaining the information necessary for doing business. The study analyzed two approaches to investment, industry and regional, and concluded that it was necessary to integrate them when considering information and investment platforms (cluster approach). At the same time, the emphasis is placed on the importance of the regional banking system (RBS) for the investment process in the regions. Despite the efforts of the regional authorities to attract investment in public-private partnership projects, there is still the insufficient attention is paid to the provision of information in which investors are really interested. The authors analyzed the variations of a state-business partnership. Special attention was paid to problems of implicit partnerships and forming various types of partnerships. An implicit partnership is organized when no specific selection of business partners or organization of events having an indirect impact on the support of the business partner exists. The authors look at the particular features of interaction between the state and businesses within a public-private partnership. A concept for state-business cooperation when developing economic systems was developed based on public-private partnerships. This concept takes into account the economic interests of the state and business, their functions, as well as the goals of the cooperation and what form it takes. It should be noted that an important task of the state-business cooperation is for the economic systems to function efficiently. It is shown that in order to increase the efficiency of the economy, it is advisable to consider a PPP as a special legal and institutional entity. At the same time, different economic agents can be considered for the economic systems: enterprises, scientific organizations, integrated structures, industrial clusters, sectoral and regional structures. One of the examples of economic systems is the industrial economic sector. In the industrial sector, the transition to a model of a public-private partnership makes it possible to improve the economic situation of an industrial enterprise by attracting additional sources of income, optimizing expenses and creating conditions for scientific and technological development in the sector. The authors reviewed the literature, which made it possible to identify two classification directions: 1) some authors note multiplicity of the technopark structures evolutionary forms and highlight business incubator, technopark, technopolis and science and technology region; 2) other researchers also denote the variety of technopark structures, but they are of the opinion that there are only three types, namely business incubator, technopark and technopolis. We will adhere to the opinion that technopark organizational and economic structures, in terms of increasing complexity, include: • business incubators; • technology parks; • technopolises; • science and technology regions. The analysis of the definitions of technopark activity allowed us to identify main structural and functional elements, modifications, similarities and differences of technopark structures. The authors revealed that the following common features are characteristic of technopark structures. They: are objects of innovation infrastructure; are created to support innovative organizations by providing them with material, technical, informational, financial and social base; increase client companies' resilience under market conditions; are market structures, the end result of their activities is obtaining a commercial product by introducing technologies and creating new types of production; create positive externalities for the region (city, country) help in new jobs creation, increase investment attractiveness of the territory. Technopark structures specificities may be considered in terms of the legal entity status, spatial and territorial boundaries, stage of the 'research-production' cycle, presence of innovative activities and residents life cycle. However, this development needs huge investment to construct both its physical and social infrastructure components. Therefore, the participation of the private sector in the financing aspect is encouraged to improve the project viability and enhance the performance of the capital budget. This research aims to develop an alternative public-private partnership (PPP) model that can attract the interest of both institutional and individual private investors, by proposing financing model that incorporate the crowdfunding method. To achieve its objective, this research adopts both qualitative and quantitative methods conducted in three stages, by firstly carrying out desk study and benchmarking to develop the crowdfunding-based PPP financing scheme, and followed by life-cycle cost (LCC) analysis in the next stage, to examine the financial feasibility of the proposed scheme by taking into account the initial cost, operation & maintenance, and revenue. Lastly, along with an institutional scheme considering the sharing of investment and responsibilities between private companies and individual crowdfunders, this research also formulates the workflow of the transactions conducted in the crowdfunding framework built in the Blockchain platform. Modern scientists are considering issues affecting further development of this matter, including its possible results and the expected effectiveness of its implementation. In the study process, in addition to the positive effect of the development of digital technologies, scientists constantly encounter serious risks that have a negative impact on the development of the economy of the regions. Due to the fact that existing analyses are not systemic, it is difficult to develop adequate public policies based on them. The newly arising risks are extremely uncertain, with the practice of introducing digital technologies into the regional economy showing that such processes can impact a region both positively and negatively, and the nature of the impact is usually determined not so much by the basic characteristics of the region itself as by the quality of the regional digitalization policy and the timeliness of its digital infrastructure. The goal of this research is to reveal the most optimum approaches to evaluation of risks of digital transformation of economics of Russia and its regions. The authors found that at present, within the framework of federal statistical observation, only disparate information about the costs of developing the digital economy of the regions is collected. Assessing the regional digital infrastructure requires an understanding of how well the region is prepared for the sustainable development of the digital economy and whether destabilizing factors in the form of threats and risks can harm the region's current economic condition. Building up production and scientific potential, changing the structure of the industry and the policy of pharmaceutical companies means expanding the range of competencies of specialists in pharmacy. Graduates of pharmaceutical faculties of universities today are provided with ample opportunities for choosing a field of professional activity. The main purpose of this study is to analyze regional specifics of affordability of higher pharmaceutical education in the Russian Federation. We have made a comparative analysis of affordability of educational services of regional higher education institutions, as well as investigated the values of regulatory costs for the provision of public services for implementing higher pharmaceutical education programs in the Russian Federation. We have grouped regional higher education institutions by the pricing of educational services offered and revealed ratios of higher education institutions in different price segments. We demonstrate that the specifics of pricing at higher education institutions on the regional level are determined by the level of solvency of the population of regions of the Russian Federation. Finally, we have identified the regions of the Russian Federation with high and low levels of affordability of educational services for pharmacists training. As a result of our study of the regional specifics of affordability of higher pharmaceutical education in the Russian Federation, we have drawn conclusions about the existing price segments at the current market, the correlation of prices for educational services with the average income of the population in the region as well as the average cost of education.
