{"title":"Turnaround Strategy Implementation for Services Efficacy and Citizenry Satisfaction in Government Organizations","authors":"","doi":"10.4018/ijpmpa.297085","DOIUrl":"https://doi.org/10.4018/ijpmpa.297085","url":null,"abstract":"The Government Enterprise (GE) implemented a turnaround strategy to enhance service efficacy and citizenry satisfaction in 2014. However, this GE takes too long like three months to issue any key documents such as birth, death, marriage certificates, passports, and work permits today. This reflects that the efficacy of services and the satisfaction of citizens is questionable. Hence, the main objective of the research was to investigate the turnaround strategy implementation in GE. Adopting the qualitative descriptive research design, questionnaires administered to the management and staff members, and interviews conducted with clients, thematic analysis has been undertaken. Findings reveal that the turnaround strategy did improve service efficacy and citizenry satisfaction for some time but there was a relapse. {"title":"Measuring Efficiency of Bangladeshi Leasing Firms and Exploring Its Relationship With Profitability","authors":"","doi":"10.4018/ijpmpa.301238","DOIUrl":"https://doi.org/10.4018/ijpmpa.301238","url":null,"abstract":"The objective of the study was to measure the efficiency of Bangladeshi leasing firms through DEA and relate efficiency with profitability. Twenty-two leasing companies were selected according to simple random sampling method. Average aggregate productivity of firms over the period was only 24.17%. Average input and output technical efficiencies were 81.2% and 91.1% respectively. By changing the scale of operation, firms can increase their efficiency level by 20.43% to reach maximum productive scale size. The problem of firms lie in scale and mix efficiencies which implies that firms are yet to achieve economies of scale and scope. The firms are not producing or generating their outputs at appropriate proportions and are weak in innovation & proliferation of new services. Return on asset is significantly associated with scale efficiency EPS is significantly related to most efficiency measures. Different literature support efficient performance of road infrastructure projects is essential for economic growth and development of the country, and data indicate that there is a high range of new construction of road coverage in Addis Ababa. Despite the growth of new road construction there is decline of road maintenance projects and there are different reasons mentioned as factors that affect road maintenance project management performance. Thus, the aim of this study was to assess approaches to improve road maintenance projects management practice by tackling the challenges for future practices. {"title":"Estimation of Construction Activity Duration Under Uncertainty Using Discrete Fuzzy Weighted Average Algorithm","authors":"","doi":"10.4018/ijpmpa.301598","DOIUrl":"https://doi.org/10.4018/ijpmpa.301598","url":null,"abstract":"This paper presents a qualitative risk assessment tool based on fuzzy set theory to estimate the amount of activity duration overrun under the combinatory effect of multiple risk factors. Applying proposed methodology, a set of duration modifiers to calculate the optimistic, most-likely and pessimistic duration values under uncertainty are calculated. To elaborate the methodology, a simulated bridge project with ten risk factors affecting activities duration is presented. Proposed model contributes to knowledge that could help minimize the schedule overrun and improve risk mitigation strategies through providing risk-based duration estimates instead of discrete values. In Chile, there are integrated operations centers at the project level. The implementation of state-of-the-art technology has encountered problems such as the lack of a business perspective co-constructed in a political-technical system that breaks with the rigidity of the usual criteria and practices. The resistance to the redistribution of power so as not to perceive these centers as an operational anomaly to overcome the preference to operate manually is generating doubt of their real contribution of value. A transformation cannot be imposed but must be co-created. The knowledge of the trade union networks opens to the company culture possibilities of action that, in the face of a paradigmatic change, emerge to constitute value. This paper takes the contrasting position that the project organization is developed by individuals with a specter of competences, strong and weak sides and relations to other people and organizations. The storyline presents a case study from a real-life project developing a new culture institution in Norway over a period of 10 years. Data was gathered ex-post by two researchers through interviews and document studies. The paper first defines key concepts and then presents an analytical framework for the purpose of analyzing the roles in this case story. It gives new insight to the roles as project manager and project executive. The story illustrates the importance of continuity and persistence in the role as project executive.
