This goal applies, of course, to all euro zone nations. The impact of a common currency on income convergence is both theoretically and empirically ambiguous, however. Previous studies on European convergence have suffered from methodological problems. In this study, we utilize the pair-wise approach of Pesaran. We use, among other tests, the Lee-Strazicich technique which allows for endogenous breaks. This will allow both for greater power, as well as shedding kight in economic changes-such as the advent of the euro, which may have promoted or hindered convergence. Results indicate little evidence of convergence within the euro zone. Combining economic and non-economic preoccupations, this Charter not only strengthens the Union as a community of law, but also contributes to its economic clout with its Article 16 interpreting the Freedom to conduct a business as a Fundamental Right. Thus, while the Court of Justice of the European Union began to give priority to non-economic concerns over economic interests in the early 2000s, it is interesting to observe how the Court now understands the Four Freedoms in the light of the Freedom to conduct a business. By elevating “Freedom to conduct a business” to the status of Fundamental Rights, this Article seems to further complicate the relationship between economic and non-economic concerns. This finding shows that the three Brexit scenarios would generate negative effects on the UK economics, including its GDP, welfare, investment, consumption, export/import and labor market. The industries that have high tariff barriers would have more serious impact. This paper identifies the three major smoothing channels by using a structural model and analyzing micro and macro data. I show that, while capital market frictions are important in explaining the difference between the US and the EU, labor markets still play a non-negligible role in the within-US smoothing. Moreover, if inter-regional migration were halved, consumption smoothing would drop by 8 pp., of which a third would relate to capital mobility. In a monetary union, high-debt members represent a permanent threat to financial stability, as they are subject – even if fundamentally solvent – to significant rollover risk. Given the tight financial and economic links between member states, a liquidity crisis in one of them would trigger area-wide turmoil. While prudent fiscal policies are essential to address the legacy debt problem, it takes time for them to bring the debt back to (at least) pre-crisis levels. Against this background, the paper explores the feasibility and desirability of transferring a share of national public debts to a European Redemption Fund. In exchange, each country would transfer a yearly flow of resources to the Fund. We show that it is possible to design such a scheme so that it does not entail any ex-ante cross-country redistribution, while the euro area as a whole would benefit as the lowering of member states’ annual refinancing needs would improve financial stability. The fraction of mutualized debt would be fully redeemed over a reasonable number of years. We find that internationalization has a moderating effect on Brexit exposure which goes beyond the pure currency translation effect and is consistent with international activities acting as a diversification mechanism for domestic risks. We also provide some indicative evidence that high-growth firms are more affected by Brexit. At the industry level, we show that Financials and firms in the consumer-facing sectors have the highest exposure to Brexit-related uncertainty. Thym","doi":"10.2139/ssrn.3235289","DOIUrl":"https://doi.org/10.2139/ssrn.3235289","url":null,"abstract":"Debates about differentiated integration are full of rhetoric extremes: while proponents often present it as a magic potion allowing the EU to thrive, critics portray the (non)participation of some Member States in selected policy projects as a deadly poison that lays the axe unto the roots of the unitary vision of legal supranationalism. This contribution contends that both positions exaggerate the significance of differentiation due to a widespread misunderstanding among legal academics and political actors about the significance of the law for the success or failure of the integration process. Against this background, a dual argument will be put forward. To begin with, differentiation can be accommodated with the essential features of supranational integration through law – notwithstanding repeated claims to the contrary. As a pragmatic tool, it allows the EU institutions to overcome a stalemate of decision-making, thereby deepening integration in diverse policy fields such as justice and home affairs, monetary union or defence.
