{"title":"Determinants of sovereign rating in Sub-Saharan African countries: 2000-2018","authors":"T. These bonds are used for deficit financing, benchmarking and public debt management. The bonds are vital sources of finance, next to loans and donor financing. What determines the ability of SSA countries to issue sovereign bonds, and what explains the spreads of these bonds in the international capital market? The author attempts to answer these questions by reviewing econometric case studies on sovereign rating criteria, key checklist factors for sovereign rating by Fitch and Standard & Poor’s, current sovereign ratings of SSA countries by S&P’s, the African Developments Bank’s risk ratings of SSA countries, a list of SSA sovereign bond issues, and worldwide Africa Sovereign Eurobond yield in 2018, and by analyzing the advantages and disadvantages of sovereign bonds in SSA as compared with loans and donor financing. Using an analytical approach, the author comprehensively details the main determinants of the sovereign credit ratings of SSA countries from 2000 to 2018. The main factors for assessing SSA countries’ sovereign risks are political, legal and regulatory risks, the structure of the economy, the condition of public finances, the effectiveness of internal monetary policy, and external financial position. According to S&P’s 2017, out of 17 SSA sovereigns, 15 are of speculative grade and 2 are of investment grade. Irrespective of their low sovereign rating status, however, the value of SSA countries’ outstanding sovereign bonds grew from less than $1 billion in 2008 to over $18 billion by 2014. Further sales of African sovereign bonds amounted to $10.7 billion by March 2018. Africa offers the highest yield rates in the world for sovereign Eurobonds. This paper discuss the initiative as a good example of improvement in regional development and relations. The paper discusses the regional projects under the initiative from two different perspectives. Firstly, we discuss the regional projects that are or will be implemented in CEEC. The hypothesis is that with further strengthening of this initiative, regional development in CEEC will be improved. The methodology used in this part of the paper involves the use of available public data collected from reference papers and public sources. Secondly, we consider Serbia’s position in this initiative. The hypothesis here is that through this initiative and regional projects, Serbia will improve its regional economic position. For this purpose, data from the Statistical Office of the Republic of Serbia are used. The authors analyse exports and imports between Serbia and other CEEC countries, before and during the initiative. To this end, a survey was conducted in the Podkarpackie province in the second quarter of 2015. It involved 308 organic food consumers. It was found that consumers with university education more often paid attention to food safety and were more open to new products. However, consumers with secondary education had been purchasing organic food for the longest period of time. The highest percentage of respondents with vocational education bought this kind of food at least once week, spending more than PLN 201 a month on it. The opinion that it was necessary to introduce new products to the existing range of organic food prevailed in this group of respondents. The impact of catastrophic events on the environment is still very difficult to determine, and such losses are generally underestimated. Development is never neutral in relation to catastrophes: it creates, enhances or reduces the risk of their occurrence. Selection of appropriate methods and mathematical models for risk assessment in relation to the specific features and characteristics of the considered system and available information and resources, is a key parameter of reliability assessment. Numerous authors applied AHP methods with flood risk assessment, but very limited literature is avaliable on the use of fuzzy multiobjective analysis in flood studies. In the recent years, the fuzzy approach for flood risk assessments has gained greater importance. In this paper, we present the fuzzy analytic hierarchy process (FAHP) model for flood risk assessments. Two flood hazard indexes were defined, one based on natural factors and one based on anthropogenic factors. In urban regions, except for provincial capitals and district towns, there are insufficient incentives stimulating rural development. Due to unfavourable conditions for developing business, conducting investment projects and the dominance of agriculture in the overall economy, rural areas are not considered attractive for living and developing entrepreneurship. It can be therefore concluded that rural areas are characterized by a lack of harmony between economic, environmental and social dimensions of developmental processes. This publication shows that an appropriate use of environmental resources in rural areas may be beneficial for their economic development. A good example of this phenomenon is the Stare Miasto municipality in Poland, where the presence of two motorway nodes significantly affects the economy of this region. The main objective of this publication is to recognize the effects of the use of environmental resources available in rural areas on their economic development using the example of a particular rural municipality. The main hypothesis set forth in this publication is that the use of environmental resources has a positive effect on the economic development of rural areas in the Stare Miasto municipality.
