As a result of the analysis the following hypothesis is confirmed: farms from the Wielkopolska and Śląsk regions, which so not realize the criteria of environmental sustainability of agricultural production reached, in 2004-2010, higher economic results than farms, which realize all of the criteria of environmental sustainability of agricultural production. In each of the years of the study period in the group of farms which not realize the criteria of environmental sustainability of agricultural production reached higher values of total income from agricultural production, as well as higher indicators of the effectiveness of land and labour inputs. With the exception of 2007 and 2010 higher absolute values of agricultural profits were reached in these farms too. The framework of Axis 1 shows the operation 125, in particular, Scheme II - management of agricultural water resources, while Axis 3 discusses the basic services for the economy and rural population and village renewal and development, also shown is the status of implementation of the various measures implemented in Axis 1 and Axis 3, based on data from 2013. For the implementation of the RDP 2007-2013, the European Union provided in the budget for Poland amount of over 17 billion euros, and national co-financing amounts to about 4 billion euros. The main tasks of the Programme is to support the modernization and improvement of the competitiveness of the agri-food sector and rural development. As part of the RDP 2007-2013 activities 125 will be implemented, in the majority relating to the construction or renovation of basic water management facilities. As part of operation 321 mainly activities of production and distribution of energy from renewable sources will be implemented. Firlej, Chrystian Firlej","doi":"10.14595/PIES/01/023","DOIUrl":"https://doi.org/10.14595/PIES/01/023","url":null,"abstract":"In this paper an attempt has been made to characterize theoretical and empirical determinants of property taxation systems in the European Union with particular emphasis on the fiscal functions of property tax. The study was conducted based on the method for the analysis and critique of literature. Within the theoretical framework, this study touches upon such issues as: theoretical considerations of property taxation and the classification of property taxation systems within the European Union with a distinction between value systems and surface systems. At the practical level characteristics have been established of valuable property taxation systems in the European Union considering the range of subjective and objective methods for determining and updating the tax base as well as the amount of tax burden. Subsequently an analysis has been done of fiscal functions of property tax within the European Union. It has been noted that the role of the \u0000property tax in individual Member States of the European Union is different. Results \u0000indicate that the key cause of a significant variation in effects of a fiscal nature is the \u0000adopted method of determining the so-called tax value of the property (market value or rental value of the property, as determined for the purposes of establishing the tax base) as well as accepted rates. It was found that tax revenues in countries where cadastral systems exist are much greater than in the case of surface systems.
