The Rules Related to Cyber Security in the Islamic Sharia 伊斯兰教法中有关网络安全的规定

The researchers used the descriptive approach. The tool was represented in books, articles, research and scientific periodicals that dealt with the subject under study. The study consisted of an introduction and three sections, each with several demands; The first topic included three demands, the first: the concept of cyber security and it's related terms to the term, the second: the status of security in general in the Qur’an and the Sunnah, and the third: jurisprudence provisions for cyber security from the Qur’an and Sunnah and its relationship to the five faculties, and the second topic dealt with contemporary applications of cyber security in the light of Sharia provisions. It contains three demands; The first: the dangers of cyber- attacks, and the second: the prove evidences of the Cyber-crimes, and the third: the practical aspects of confronting cybercrimes in Islam, then the conclusion included the most important results of the research, including that the cybercrimes are a high- risk threat to the social and economic security of society, and that the Arab countries are the least responsive to cyber-crimes and suffer from the fragility of the procedural prosecution system for perpetrators of cyber-crimes, and some of them, such as Yemen, have not made any significant effort in the field of confronting for cyber-crimes, while Islamic Sharia is flexible and keeps up with every time and place and is able to realize the latest updates of cyber-crimes, confronting them and limiting their spread and it does not need to update it's rules because it has jurisprudence rules able to judge the deterrent punishment for the perpetrators of the cybercrimes bettere than the other rules, and under the light of that results the researchers gave groups of recommendation for the end of the cybercrimes in addition to suggestions in the study of the article. الملخص بالعربية: هدفت الدراسة إلى التعرف على الأحكام المتعلقة بالأمن السيبراني في الشريعة الإسلامية وتطبيقاته المعاصرة، واستخدم الباحثان المنهج الوصفي. وتمثلت الأداة في الكتب والمقالات والأبحاث والدوريات العلمية التي تناولت الموضوع قيد الدراسة. وتكونت الدراسة من مقدمة وثلاثة مباحث تحت كل منها عدة مطالب؛ تضمن المبحث الأول منها ثلاثة مطالب الأول: مفهوم الأمن السيبراني والألفاظ ذات الصلة بالمصطلح، والثاني: مكانة الأمن بصفة عامة في القرآن والسنة، والثالث: الأحكام الفقهية للأمن السيبراني من القرآن والسنة وعلاقته بالكليات الخمس، وتناول المبحث الثاني التطبيقات المعاصرة للأمن السيبراني في ضوء أحكام الشريعة، وفيه ثلاثة مطالب؛ الأول: مخاطر الهجمات السيبرانية، والثاني: أدلة إثبات الجرائم السيبرانية، والثالث: الجوانب التطبيقية لمواجهة الجرائم السيبرانية في الشريعة الإسلامية، ثم الخاتمة وتضمنت أهم نتائج البحث ومنها: أن الجرائم السيبرانية تهديد عالي الخطورة للأمن الاجتماعي والاقتصادي للمجتمع، وأن الدول العربية هي الأقل تصديا للجرائم السيبرانية وتعاني من هشاشة نظام الملاحقة الإجرائية","PeriodicalId":240179,"journal":{"name":"Journal of the Arabian Peninsula Center for Educational and Humanity Researches","volume":"25 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-06-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116954097","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It benefited from the experiences of world’s leading countries in the field of technical education and vocational training such as Germany, Austria, Switzerland and Finland. The researched used the comparative analytical descriptive methods. The results showed that there are failure areas of failure and obstacles facing the technical education and vocational training in Yemen. The most important of these issues are: duality and plurality source of legislation, weak funding almost depending on government, and weak infrastructure, classic curricula and teaching methods, several recommendations emerged as result of this study. First, researchers suggest unifying the legislations and policies in one ministry of education or even into two entities. Second, giving administrative and decision-making power with full control to the technical collages and vocational institutions. Third, supporting the technical education and vocational system with adequate funding and resources to enable it to improve its infrastructure and start new programs and specializations. The researcher used the descriptive, analytical, and documentary method; Drawing on what was written in Islamic culture research and topics, the study consisted of an introduction, two chapters and a conclusion; Under each of them are four demands; The first topic included defining the concepts of Islamic culture and its characteristics, and the concepts of history and civilization. The second topic included - the relationship of Islamic culture with history and civilization; In terms of knowledge sources, comprehensive approach, conceptual foundations, and the subject of science, the conclusion included the most important findings and recommendations; Where the research concluded that Islamic culture is a scientific discipline independent of the discipline of history and civilization, and it has a close relationship with them. Their specialized partial existence does not dispense with it, nor does it dispense with it in its precise disciplines. It is distinguished from them by its scientific and objective approach, and based on the results; The researcher recommended paying attention to the specialization of Islamic culture, making it an independent scientific specialization, and presenting its fields and topics to researchers in postgraduate studies, to filter this specialization, build and develop it, collect dispersed efforts, and analyze them for the advancement of this specialization, and settling it with specific controls and rules. Amran branch as sources of information to describe the reality of the educational system and educational supervision and its problems. The research consisted of an introduction, three chapters and a conclusion. The first topic dealt with the theoretical framework, the second topic, the reality of the educational system in the Directorate of Dhibin, and the third topic, the reality of educational supervision in the directorate. He did his job to the fullest, including: interruption of salaries, lack of training and qualification, and the geographical distance of schools, the lack of supervisors, the disproportion of the number of supervisors with the number of teachers, as well as the existing deficit in some disciplines, and based on the results, the researcher presented a number of recommendations and proposals for the development of educational supervision in the directorate and the general governorate of Amran. The nature of the study required that it consist of an introduction, three chapters, and a conclusion, the first topic: Defining the guardians and people with special needs, mentioning their types and the causes of disability.2- The second included: caring for people with special needs and their status. And the third included: the responsibility placed on guardians towards people with special needs. The results of the study showed that the concept of people with special needs is called people who have had a physical or mental disability as a result of acquired genetic or environmental factors. {"title":"Evaluating the performance of the Education Office in Amran Governorate according to Malcolm Baldrige standards for quality and institutional excellence from the point of view of the office leaders","authors":"Fahd Saleh Qasim Maghrabah, Mohammad Qasim Ali Qahwan, Abdul Karim Muhammad Al-Raidi","doi":"10.56793/pcra2213126","DOIUrl":"https://doi.org/10.56793/pcra2213126","url":null,"abstract":"Abstract: The study aimed to evaluate the performance of the Education Office in Amran Governorate according to Malcolm Baldrige’s standards of quality and institutional excellence from the point of view of working leaders and the impact of variables (gender, workplace, educational qualification, job grade, years of experience) on the sample answers; The researchers used the descriptive analytical survey method, and a questionnaire of (69) phrases divided into seven areas; It was distributed to a stratified sample of (39) respondents from the office leaders, and using the (SPSS) program, the results of the study showed that the overall performance got an overall average (3.13 out of 5) with a grade (sometimes), and at the level of fields; Strategic planning got the highest average (3.31), then leadership and responsibility with an average of (3.28), and thirdly: focus on beneficiaries with an average of (3.27) and fourthly, human resources care with an average of (3.25), then operations management with an average of (3.09). Sixth: Information systems management with an average of (2.94) and finally: focus on results and quality of outputs with an average of (2.76), all of which are verbally evaluated (sometimes) as the results showed; There were no statistically significant differences at (α≤0.05) according to the five study variables, and based on the results, the researchers recommended spreading a culture of quality and excellence in the Amran Education Office and its affiliated departments, providing salaries to employees, activating the information systems in monitoring, follow-up and evaluation, Taking care of human resources training, and focusing on the beneficiaries; By activating communication between the office, society and employers in the labor market, and finally involving the departments in the directorates in important decisions, in addition to proposals for complementary studies on the subject. It also attempted to clarify the impediments that affect fairness. The researcher used an inductive and analytical approach. The study followed an explanatory trend in terms of collecting the Verses concerned and explaining its meaning depending on the sayings of the respected interpreters to show its impact and effects. This study was divided into an introduction, three sections and a conclusion. The introduction included the importance of the research, the reasons for choosing it and the statement of its objectives. The first section dealt with the definition of fairness and its impact on societies. The second section dealt with the impediments of fairness, which included two demands: the first is the subjective psychological barriers and the second is the obstacles that are affected by the external environment. The third section presented the models and the images of justice of the People of the Book under three demands. The first is the testimony for the People of the Book with knowledge. The second is the testimony for the People of the Book with faith, and the third is the testimony for the People of the Book with virtuous morals. The conclusion of this study, which contains the most important results of the research, shows the correct approach of fairness that can be implemented through: rejecting the religious and ethnic intolerance and conflicting with the self- desires and the worldly interests when issuing judgments and sayings on an individual or group. Adding, Islam is the religion of justice and fairness, so there is no courtesy in it for those who violate the truth whether they are Muslims or enemies of Islam. Moreover, Islam praises the people of the truth and charity even if they are from the People of the Book. Based on the results of this research, the researcher recommended the scholars to do further studies highlighting the values of fairness and justice that Islam brought, and urging legislative institutions to set rules that criminalize religious, sectarian and ethnic fanaticism. Exposing the possible relationships between the violence practiced against them and some elements of the culture that characterize the rural community. The researcher used the descriptive analytical correlational method, and the tool was a questionnaire that was applied to a sample of (222), of whom 112 were male (50.45%) and 110 were female (49.55%). The data was analyzed using the program (SPSS). Age the more they retreat from violence, as the percentage ranges from about 8.1 compared to men at a rate of 2.6, and males and females who belong to the married category are more violent at a rate of 72.1%, compared to the category of bachelors at a rate of about 27%. The results revealed that there are types of mutual violence between spouses, including hurtful verbal violence, and it seems that women are more inclined to use hurtful verbal violence than men (74.4% vs. 65%). It tends to decrease regularly among females as their academic level rises, then we find unexhausted physical violence against their husbands by 40.58%, The percentage of women who stated that they practiced unrequited physical violence on their husbands was 37.15%, and this percentage increased among men to reach 44.12%. With regard to severe physical violence, the percentage of those who use it to impose their will on their husbands reached 56%. This percentage was 59% for males, compared to 52.56% for females. Then there is mild sexual coercion by women (61.4% vs. 48.7%), with 83% of men compared to women. With regard to violent sexual coercion, the probability of resorting to this type of sexual violence decreases by 46% when the individual’s academic level rises. Based on the results, the researcher presented a number of recommendations, the most important of which are: developing a policy aimed at spreading awareness about women's rights and the culture of gender equality, institutionalizing cells concerned with cases of violence within courts, judicial police, and investigation units, and completing many field research in order to identify the real reasons behind This violence. The data was analyzed using the program (spss). The study found the following: The degree of innovative leadership practice for the leaders of the College of Education Sabr at the University of Lahij obtained a total average (1.80 out of 3), i.e. with a (medium) degree. The administration with the employees averaged (1.68), all of them at the level of practice (medium), and the job engagement of the teaching staff got an average of (2.43 out of 3) with a degree (high), and there were statistically significant differences according to the qualification variable in the fields of (innovative behavior, work environment, and innovative leadership). As a whole) in favor of the bachelor, and in the field of job involvement in favor of the master, and according to the variable of scientific title in all fields in favor of teaching assistants, and there are no differences according to the variables (sex – experience), It was also found that there was a positive direct correlation between the practice of innovative leadership and job involvement, which amounted to (0.57) and indicates a (medium) relationship. Based on the results, the researchers recommended raising the degree of awareness and spreading the culture of innovative leadership among the college leadership and faculty members, in addition to proposals for complementary studies on the subject. Professors of the University of the holy Qur’an and Tseel of Science as a model. The training needs helps those in charge of training to design a training program according to a vision stemming from the convictions of the target group. The researcher adopted the descriptive analytical method. The questionnaire was also used as a tool for collecting data. The questionnaire was distributed to a sample of (144) professors, including 111 males and 33 females working in three colleges within the city of Wad Madani (Faculty of education, Sharia and Faculty of education Basic). The results of the study showed that the degree of need of faculty members at the University of the Holy Qur’an and Taseel of Science in the field of planing was great, as each of them obtained an average of (3.71), followed by the evaluation with an average of (3.71).) As for community service, it scored (3.70), followed by scientific research with an average of (3.64), and finally, Taseel (3.62). All of this confirms that training has a role in raising the professional competencies of university professors. There were no statistically significant differences in the study sample regarding the training needs to develop their professional competencies due to the gender variable (male/ female).
