Although Data Envelopment Analysis is widely used to measure efficiency within the banking industry, it has surprisingly never been implemented in a central banking context. In our study, we employ a radial DEA model to measure Eurosystem central banking efficiency. The Eurosystem monetary scheme offers interesting properties that allow DEA to be implemented with minimum noise. Considering price stability as the core Eurosystem mission, our results point out that National Central Banks (NCBs) operate at an average Technical Efficiency of 58.37% which indicates a significant scope for improvement. In addition, we observe an important disparity between NCBs' efficiency scores. We find the efficient units to be the central banks of Spain, Finland, the Netherlands and Lithuania while the most inefficient units are the central banks of Malta and Greece with a technical efficiency of 19.76% and 14.20% respectively. Finally, analyzing the peer units' set, we've reached the conclusion that the central banks of Spain and Finland should be designated as the leading NCBs in the context of a central banking efficiency improvement's project.

Aggarwal, Prakhyat Jain
The role education plays in employment and social status’ has always garnered attention. The swelling unemployment of the educated has prevented Kerala from reaping the full social and economic benefits of its educational development. Unemployment is to be understood not merely as the denial of opportunities for the individual but amounts to a denial of the unemployed in contributing to economic development. More than one-fourth of the rural educated and one-fifth of the urban educated are unemployed in the State, and female unemployment rates are even higher. This implies that the State could not get the potential contribution of a sizeable segment of educated people, particularly of women, to its economic development. More than the lack of economic growth, and consequent disability to invest in education, it is the growing unemployment that has been setting the limit to further public investment in educational development today. The increasing unemployment of the educated has sapped the willingness of the State to fund education. It is argued that the State, instead of spending on education, should now invest more in productive activities which may result in employment creation. But, growth by itself does not generate employment, as may be seen from Kerala’s experience in the nineties. \u0000 \u0000This Project aims to determine the impact of education on the unemployment scenario in Kerala, and also aims to determine reasons that have caused this situation in the Model state of India in terms of Literacy.

More recently concern has grown regarding the relatively slow pace of 4G network deployment and fears that delays could be repeated with 5G. This paper analyses the role spectrum assignment policies have played in this mixed picture and concludes that the design of spectrum awards in a 5G context should evolve to place more emphasis on promoting infrastructure deployment. Examples of policy decisions impacting market outputs are used to support our argumentation with evidence drawn from recent in-depth studies and examples covering the main European markets. These suggest it is time to re-evaluate whether the amount of revenue raised should be the overriding measure of spectrum auction success, and whether auctions on fees are the most effective means of promoting competition and driving investment. We survey the analyses of causal relationship and trade-offs between various assignment methods and fee structures and conclude with considerations and guidelines for more effective and balanced spectrum assignment designs. As EU regulators consider reforms in this area the key challenge is how to align award processes with broader economic and societal objectives. We hope our paper can make a constructive contribution in this respect .

There are, however, rational reasons for why households may not purchase full insurance facing risks. We discuss optimal underinsurance when there are uninsurable losses in the public goods or personal assets. In a first-best allocation, households will fully restore the damaged public goods after a natural hazard and purchase full insurance. When public goods restoration is not available, the Samuelson condition holds in expected utility, and households purchase insurance less than their wealth loss. Also, when there are uninsurable losses in personal assets, that optimal insurance purchase is less than the wealth loss. We provide a model based on households' choices of coverage and deductibles in insurance purchases. This model can be used to estimate households' risk preferences towards natural hazards.

Elite Political Ignorance: Law, Data, and the Representation of (Mis)Perceived Electorates 精英政治无知:法律、数据和(错误)感知选民的代表
It is common to think of political elites—candidates, legislators, party officials, and campaign advisers—as specialists in learning the preferences of voters. But recent studies find that political elites believe public opinion within legislative districts to be more conservative than it actually is, and that extreme candidates are more electable than moderates (despite compelling evidence to the contrary). Campaign staffers overestimate their candidate’s electoral prospects. Moreover, natural and researcher-designed experiments show that informing legislators about constituency preferences changes roll-call votes, as legislators recalibrate to better represent public opinion in their districts. \u0000 \u0000This Article introduces the problem of elite political ignorance to the legal- academic literature. We review political science findings on elite (mis)perceptions of voter preferences, and we explore the likely benefits and costs of reducing elite political ignorance. The immediate impacts would probably include better alignment between the roll-call votes of representatives and the policy preferences of their constituents; reduced political polarization; less racial discrimination by campaigns and representatives; and lower-cost enforcement of the Voting Rights Act. However, over time, a reduction in elite ignorance could also engender more severe and enduring partisan gerrymanders; greater political and demographic skew in the population of regular voters; more inequity in the provision of constituent services; and microtargeted campaigns that slowly erode democracy-sustaining norms and belief structures in the public. \u0000 \u0000We argue that most of the benefits of reduced political ignorance could be realized without incurring such costs if elites acquired better information about the distribution of voter preferences within districts, without learning the preferences of identifiable individuals. To this end, we propose that states (1) reduce the amount of political information in the official voter file, (2) adopt rules that make it somewhat more cumbersome for social media companies to develop and market political profiles of their users, and (3) enact campaign-finance voucher programs subject to an unusual disclosure rule, under which the state would conceal voucher-donor identities from the recipient and the general public, while revealing geocoded voucher-contribution histories.
