The bandwidth of video transmission systems is different, and the terminal units of video communication are diverse, so the SVC will be more popular because of its scalability in coding different picture size, frame rate and bit rate. However, the flexibility of SVC can't solve the conflict between the bit rate and the video quality, especially in the very low bit rate condition. In this paper, we describe a new approach to deal with this problem. We downsample the layer with high resolution, and then code the different layers with SVC. Finally, we upsample the high layer data in the decoder. So full search motion estimation algorithm (FS) has to consume massive computation, to calculate every search point in the search window for every block type with multiple reference frame. Some mathematical analyses on edge block are presented in this paper. Moreover in most cases, search range for FS is fixed and large, which is not necessary for most cases. An adaptive search range scheme is provided in this paper. In summary, two fast VBSME algorithms are proposed in this paper: 1) subsampling method based on the block edge information is applied 2) adaptive search range based on motion vector information is utilized. Additionally, an improved version of SQMC algorithm by taking advantage of current received signal is proposed. In this paper, a novel spatial error concealment algorithm based on fuzzy clustering for Intra-frame in H.264 is proposed. This proposed algorithm gives a new selection of eigenvectors and similarity measurement for fuzzy clustering. The direction-of- arrival (DOA) of the desired signal, however, as a priori information, is required. Due to very lower signal-to-noise ratio for GPS signal, the DOA estimation is a challenge problem. In this paper, a preprocess is presented which Toeplitz approximates the cross-correlation (CC) matrix. It avoids the spectral discontinuities between adjacent frames and the spectral averaging. The greedy tracking overcomes the disadvantage of CAMShift, which tends to lose target or reiterate tracking for overlapped targets. The match pursuing identifies the tracked targets by using additional information. In addition, a whole frame PDI is introduced to monitor the change of object number in the scene and re-initialize the tracked objects if the change happened. The input data is divided into a sequence of blocks and each block is split into four parts which are mathematically formed as quaternion's parameters. A series of data and quaternion multiplication's processing are implemented to compose a hash function kernel. Each step of data-quaternion processing is carefully scrutinized data's block to maneuver a succession of zeros which might case a possible attack. Computer based simulation is conducted to compute hash values from input quaternion data. Quaternion has non-commutative feature among its multiplication's parameters, therefore, QHF is capable to resist hash collision. All the inductors in the circuit are bonding-wire inductors and the capacitors are MIM capacitors. A novel adaptive biasing is used at the output stage, which dramatically increases the linear output power range as well as decreases the power dissipation at lower output power level. Grounding strategy is also considered to make the PA stable in all process corners. The PA is a two-stage configuration and is implemented in 0.35 mum 3.3 V CMOS process. Firstly, we investigate the two designs of entropy coding, termed CA VLC and CABAC. And then according to the DCT transform, we deduce that it is possible to adopt more scanning patterns in entropy coding in H.264 to reduce the coding gain at the cost of bit rate. So this paper deduces some different features of an original or residual block, and proposes eight scanning patterns for entropy coding and the corresponding pattern decision method. In the pattern decision method, we make a full search according to the bit rate cost to select the best pattern out of all scanning patterns.
