According to the economic theory and historical experiences of today developed countries, the appropriate economic policy for transitional countries should be Keynesianism, where the fiscal policy, i.e. public expenditure policy has the key role. The public expenditure efficiency, as the instrument of economic policy is determined by two effects: crowding out and crowding in effects. If the public expenditure has the positive influence on private expenditure (personal expenditure and private investments), it is the case of crowding in effect. But, if the public expenditure has negative influence on private expenditure, it is the case of crowding out effect. The subject of this paper is the analysis of the determinants of public expenditure effects in the case of transitional countries. The paper gives the theoretical analysis of crowding out and crowding in effects which depend of public expenditure structure, sources of financing and existing economic situation. Ayako, Thomas Githui, George Kungu","doi":"10.15208/PIEB.2015.08","DOIUrl":"https://doi.org/10.15208/PIEB.2015.08","url":null,"abstract":"This study analyzed the factors affecting the performance of 41 non-financial companies listed on the Nairobi Securities Exchange (NSE) using panel data over the period 2003 to 2013. A Hausman test results suggested the application of a random effects model for ROA and a fixed effects model for ROE. The empirical results of the estimation of both ROA and ROE show that corporate governance was statistically significant in determining the performance of firms and it had the expected sign (Positive). The leverage of the firm also had the expected negative sign and was statistically significant in explaining the performance of companies. Firm size and liquidity were however found to be statistically insignificant in determining the performance of these firms. Consistent with previous studies, the study concluded that board size, board independence and liquidity are key determinants of a firm’s financial performance. Consequently, the study recommends that a firm should ensure optimal board size, board independence (i.e increase the number of non-executive directors and sound liquidity management.The study recommends comparative studies to be undertaken on the factors influencing the financial performance of the financial and non-financial companies listed at the Nairobi securities exchange as well as those not listed. This dispersion of these resources, is totally at odds with the needs of the Algerian economy which that must be built in a sustainable way, based on the diversification of its wealth, integrating knowledge and research as a development capital. In the agricultural sector, which is our study, Algeria must mobilize its research and training system to the service of its food sovereignty. In this perspective, an agro-biological network of many establishments of research and teaching think about a platform for management, sharing and enhancement of skills and research programs. This is answers the need of teachers, researchers and policy makers, who express by a national survey, their needs of enhancement of their production, in logic to make synergies with the economic sector.
