The aim is to present a situation in Serbia concerning education and reforms as well as to highlight a new strategy in the process of education. The hypothesis is that entropy could be replaced by synergy and academic honesty could be integrated in the legal system in the domain of education in Serbia. The focus is on several topics: Good practices of scholars from the USA in the field of shared responsibility for student learning as a creative approach to reforms in education are presented. A few examples of negative appearances in the structure and organization in educational institutions in Serbia are analysed too. Some perspectives are described. The first one is related to unity, responsibility, and trust between all parties responsible for the successful education: teachers, students, and parents, local and state representatives. The second one is that without democratic media and objective and true information about the real situation in the domain of education, all efforts toward achieving progress will remain locked in the paper work and empty promises of a bureaucratic way of thinking in the field of education. Кеywords: education, entropy, synergy, academic honesty, knowledge society, media.","PeriodicalId":215869,"journal":{"name":"Rhetoric and Communications","volume":"107 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-04-29","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114631913","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

With its innovative research achievements, the country ranks among the top in the European Union. The country's higher education institutions offer a wide range of courses for young researchers, some of which can be studied in a foreign language. The main questions concern the regulations on doctoral studies in Germany at the level of the federal state and the constituent states on the basis of decentralised self-government, the procedure for admission to and completion of doctoral studies at the Free University of Berlin, and the principle of internationalisation at the same university, which are also the subject of the article. А study of the legal framework, strategic documents on doctoral degree and education is made in the article. The methods used are content analysis and secondary data analysis. Conclusions and generalizations are made and presented in summary form in tables. Virtual communication has many manifestations and some of them are posters, memes, parodies and paraphrases; others are copies of slogans and posters from rallies and demonstrations, which are perceived as part of the manifestations of different opinions in civil society in Bulgaria. The article investigates these particular manifestations through a rhetorical analysis that is an adapted version of established methods. The corpus was collected over a one-year period from March 2022 to March 2023 and is heterogeneous in nature precisely because of the specificity of the objects: verbal messages, visual images, election posters, political platforms, media statements, etc. The assumption is that there is no unanimous opinion in Bulgarian society about Euro-Atlanticism, the assumption being that there is skepticism about Bulgaria's EU and NATO memberships in some groups in society. The rhetorical analysis, focused on the derivation of the messages at the verbal and visual level, their effects in a specific political context and in a pre-electoral campaign and situation, provides opportunities to identify some manifestations of Euroscepticism in a virtual environment. The analysis does not claim to be exhaustive, but to present results based on a study in a virtual environment in Bulgaria of the differences on Euroscepticism in different political parties in Bulgaria. The focus is on the theoretical reflection on three important topics – media credibility and PR communication; European cohesion policy and the manifestations of media deficits in a virtual environment; the role of media in the educational process and trends in doctoral education. Included in the issue are the results of research on the rhetoric of trust as a stimulus for regional news media in the Netherlands; the features of discourse on PR strategy and principles of behaviour as a condition for building and maintaining relationships between organisations and society. Conclusions are drawn from an analysis of discussions of Euro-Atlanticism in virtual environments and of the communication of European cohesion policy. To researchers of the educational process, we offer articles on strategy and reform in Serbia, and on doctoral education in Germany and Bulgaria. A.W.M. (Willem) Koetsenruijter and J.C. (Jaap) de Jong from Leiden University in the Netherlands thematise proximity as a unique advantage for regional media, which differentiates them from national news organisations and is an incentive to avoid the rhetoric of exclusion, regionalism and xenophobia. This article provides a theoretical context for the rhetoric of trust in regional news media and proximity as a quintessential news quality. In the study, the researchers thematise the notion of proximity as a rhetorical device and analyse 52 interviews with journalists from regional Dutch news media to explore how they argue for trust in their media. Dimitrina Stefanova explores trust as the component structure of PR strategy and as a condition for successfully building and maintaining relationships between organisations and society at large. The basis for the analysis is expert research and special reports from the past four years of the Edelman Trust Barometer and Edelman Data & Intelligence. The findings are related to the specifics of the discourse on PR strategy and principles of conduct. Some of these are persistently recurrent, others are rare but characteristic. The word enables us to “see,” and the speech acts, with their illocutionary power, make this “seeing” more clearly focused. The more we understand the worlds of the word, the closer we come to the essence of the iconographic decisions. But behind both is an immutable world: the inner world of the Mother of God, with the characteristic of each context livedness and with the equally characteristic, in theological terms, dialogical relationship with Christ, beyond which interpretation is unthinkable. There are different ways of approaching and describing this inner world. One is to see the ways in which the states of the inner world relate to the outer world; to trace and make sense of their directionality. I intend to draw a line to Searle and his view of those states he identifies as intentional. I will try to show that we can think of images in terms of the nature of the intentional states implicit in them and that the latter can be a reliable guide to the typology of images.
