Tolstova","doi":"10.47026/2712-9454-2022-3-2-37-47","DOIUrl":"https://doi.org/10.47026/2712-9454-2022-3-2-37-47","url":null,"abstract":"Under the difficult conditions of the initial stage of the Great Patriotic War, when thousands of issues related to the country’s defense had to be resolved as soon as possible, the Soviet leadership was able to find opportunities to organize the evacuation of children from front-line areas to the rear of the country. The Chuvash Autonomous Soviet Socialist Republic became one of the regions that accepted a large number of evacuated children. Although there are special studies on assistance to children evacuated to the territory of the republic, this problem is still poorly studied. On the basis of the archival documents from the funds of the State Archive of Modern History of the Chuvash Republic and the State Historical Archive of the Chuvash Republic, the article systematizes information on children’s institutions that were fully evacuated to the territory of the Chuvash Autonomous Soviet Socialist Republic during the Great Patriotic War. The paper describes the main difficulties encountered by evacuated children’s institutions during their stay in the republic. Using the concrete examples from history, the author shows the degree of severity of problems such as providing kindergartens, orphanages and boarding schools with suitable premises, furniture, food, clothes and shoes, household equipment, toys, educational materials, office supplies. The author of the article proves that in different parts of Chuvashia there were different living conditions for children, a lot depended on the leadership of children’s institutions. It is concluded that numerous shortcomings and difficulties in organizing the activities of children’s institutions were not a specific phenomenon which affected only the Chuvash Autonomous Soviet Socialist Republic. Vladislav Petrovich Buzeskul (1858-1931), an expert in the political history of ancient Athens, was one of the most outstanding researchers of the history of the formation of German antiquity at that time. The main research field for the scholar was the problems of the history of the ancient world. Much less is known about the historiographic component of his work, which manifested itself in his early works, published in the late 1880s. Vladislav Buzeskul reached the pinnacle of his career when he published his work “Introduction to Greek History”, which has been reprinted many times, including in the XXI century. The first edition was published in 1903. The main distinguishing feature of the work is a deep source analysis, which is combined with an excellent knowledge of historiographical material. But “Introduction to Greek History” sums up the previous historiographical practice of the scholar. The article strives to show the “movement” of Buzeskul from one study to another, which eventually brought brilliant results in 1903. Obviously, the paper volume allows us to highlight only the main points of that “movement”. Therefore, we are focusing only on what the historiographer himself considers to be the most characteristic in his works on the history of German antiquity. Buzeskul describes the close connection between the academic search of European historians and their social and political views and practices as a “determining” value in the development of German antiquity studies. In this regard, his most relevant article is the one, where he compares the works of the German antiquity researcher E. Curtius and his British colleague J. Groth. The comparison of “Greek History” by Curtius and “History of Greece” by Groth leads Buzescul to the conclusion that the Briton’s views on the history of antiquity were predetermined by their political activities in the parliament. Bichurin (1777–1853) in the study and popularization of the ethnoculture of the Mongols in the XIX century. Mongol studies date back to the XIII century, the time of Genghis Khan, who created a vast and powerful Mongol Empire. It was a memoir of ambassadors and travelers, Western European Christian missionaries. In the XIX century, the center of world Mongolian studies was concentrated in Russia, where A.L. Leontiev, I.K. Rossokhin, Ya.I. Schmidt, O.A. Kovalevsky, A.V. Popov, I.P. Voytsekhovsky, P.Ya. Petrov and other orientalists were focusing on its problems. They studied languages, history, ethnography, geography of the peoples of China, Mongolia, Tibet, India, Kalmykia, etc. A significant trace in the study of the Mongolian language and ethnoculture was left by Professor of Kazan University O.M. Kovalevsky, a participant of expeditions to Transbaikalia and Mongolia (1828–1833), the author of grammar, anthology, and dictionaries of the Mongolian language. The Kazan school of orientalists included N.Ya. Bichurin (monk Hyacinth), the head of the IX Russian Theological mission in China (1807–1821), and a participant of ethnographic expeditions (1830–1831, 1835–1837). During 1828–1853 he published a number of fundamental works on Oriental studies, including on the ethnoculture of the Mongols and their neighbors: a translation of the “History of the Mongols”, the works “Notes on Mongolia”, “The History of the Four Khans from the Family of Genghis Khan”, “Historical Review of the Oirats or Kalmyks from the XV century to the present time”. He published more than a dozen articles in well-known Russian popular journals. Not all the judgments and conclusions of N.Ya. Bichurin on the ethnogenesis of some Eastern peoples are shared by modern scientists. Nevertheless, his works on China, Mongolia, Tibet, Kalmykia, the Uyghur territories to a certain extent helped the Russian state to learn about the internal and external problems of the Eastern countries and peoples, their original ethnic culture. The learned monk was sympathetic to the peoples of the East and predicted our rapprochement in the historical future. Laureate of four Demidov Prizes, Corresponding Member of the Russian Academy of Sciences N.Ya. Bichurin received well-deserved recognition during his lifetime. Our contemporaries, residents of Chuvashia, with respect and pride treat the heritage of the outstanding countryman N.Ya. Bichurin. As a rule, they contain contradictory consequences of understanding the number of anthroponyms and ethnonyms. The aim of the article is to introduce new data into scientific circulation and clarify the interpretations available in Russian history and ethnology. The unmentioned lexicographic and bibliographic data are used and subjected to a comparative historical review. Having found themselves in emigration, young people were forced to adapt to new conditions, while not losing their life orientations. Youth movements and associations played a special role in socialization of the younger generation and preserving its connection with the lost homeland. The most active Sokol movement in emigration developed in Czechoslovakia and the Kingdom of Yugoslavia. Basing on the analysis of archival and published sources and using general scientific methods, the article analyzes the activities carried out by the “Russian Sokol” in Czechoslovakia, the “Russian Sokol” in the Kingdom of the Serbs, the Croats and the Slovenes, and shows the reasons for creating the “Union of the Russian Sokolstvo”. \u0000 \u0000The study emphasizes that participation of the Russian emigrants’ oncoming generation in the activities of Sokol associations contributed to preserving their national and cultural identity, the sense of belonging to the Russian history and the Russian people. It is noted that the “Union of the Russian Sokolstvo” held such events for the local population as exhibitions, where it was possible to get acquainted with the history of the organization, to learn about Russian traditions and to establish relationships between the emigrant youth and local residents. The analysis of sources demonstrated a unified structure of Sokol associations, strict admission rules. The analyzed practices of working with the oncoming generation in Sokol associations combined physical development and raising the young people in love to the motherland, contributed to the formation of national and cultural identity. The survey was conducted in 15 regions of the country using the tools developed at the Institute of Ethnology and Anthropology under the Russian Academy of Sciences. In autumn 2020, 30 experts expressed their opinion, they represented equally the sphere of state and municipal administration, science, higher education, the media, as well as national cultural associations and other public organizations. Much attention of the experts was directed to the ways and methods of implementing the amendments to the Constitution of Russia in Chuvashia adopted in 2020, including by expanding the opportunities of regional legislation in the field of ethno-cultural development. Different points of view are expressed on such subjects as the legislative strengthening of the Chuvash language in the public space, the decision to switch to voluntary study of native languages in educational institutions, the possibility of state and public support for native languages of various peoples, etc. The attitude to such innovations was determined during the All-Russian Population Census as the ability of citizens to name themselves as representatives of more than one nationality and to name not one native language but more, to determine the extent of using other languages in everyday life other than Russian. The opinion of experts on the place and role of national cultural associations in the work on the ethno-cultural direction was studied. On a number of issues, experts expressed an integrated opinion, including supporting the cultural needs of the old-time and newly arriving population, on the need to consider native languages as belonging to traditional family values, on the possibility of identifying the level of language use in everyday life during the population census, etc. At the same time, quite opposite opinions were expressed on a number of issues. The article distinguishes several stages. Relying on historiography and sources, the author tries to analyze and summarize the historical experience in reorganization of the RSFSR administrative-territorial system from the “spontaneous” emergence of new administrative-territorial units against the background of the existing old-regime administrative-territorial units to the first consolidation reform, when governorates, volosts, uyezds were finally liquidated, as well as the second reform of the Soviet government, the essence of which was fragmentation. The study shows that all the transformations of the young Soviet republic in the studied area took place in connection with changes in the form of power organization, as well as with a change in the principles of regional policy and the direction of economic development of the country’s territories. At the present stage, opinions on the return to the governorate administration began to appear more and more often in the research literature, which became the subject of a detailed analysis by the author of this work. The article suggests and substantiates possible directions for improving the administrative-territorial division of the RSFSR after the reform in the 1920s–1930s in order to implement the policy of the Bolsheviks and further territorial development of the country. The main approaches to the formation of the RSFSR administrative-territorial division, identification of local socio-economic systems, determination of the optimal size of administrative-territorial entities are highlighted. It has been collecting its unique fund, including a number of rare and valuable collections, since the XVIII century. The author’s research attention is focused on the facts of the Middle Volga period in A.S. Polyakov’s biography – the legend of one of the country’s oldest libraries. After the Bolsheviks came to power in Russia in 1918–1923, Alexander Sergeevich Polyakov, working as the head of this book depository, largely determined its modern multifunctional appearance. During this difficult period in the life of the state and the society, with great enthusiasm the talented writer edited several different print media, the most famous of which was one of the first theatrical magazines of the Soviet Russia, “The Biryuch of Petrograd State Theaters”. Alexander Polyakov was not a native of St. Petersburg. His small homeland is the Middle Volga region. The author explores the childhood and youth years of the future bibliophile and writer, which he spent in Simbirsk and Kazan governorates. The researcher tells that Alexander was not only born and brought up in the Volga region, but also studied at Simbirsk Classical Gymnasium and the Imperial Kazan University. The article gives some facts about an active participation of this native of Simbirsk in the socio-political life of the Middle Volga region which deserve special attention. For example, in 1901–1904 A.S. Polyakov played a major role in the creation of Kazan and Simbirsk organizations of the Party of Socialist Revolutionaries (SRs). In 1905, he was one of the most famous participants of the First Russian Revolution in the region. So, being under the tacit supervision of the police, Polyakov at that time constantly spoke at meetings and rallies in the town of Simbirsk and some uyezds of Simbirsk province, actively participated in agitation events of social revolutionaries of various kinds. In 1906, a young native of the Volga region moved to an illegal position, and then secretly left the Volga region. In 1907, the future outstanding bibliographer was detained by the police in St. Petersburg and sent into administrative exile. The article also provides previously little-known facts of his personal life. At this, the author tells about Polyakov’s parents and other family members. The specialist paid special attention to his wife, Elizaveta Polyakova (Dubova), a native of the Middle Volga region, who was a St. Petersburg student and a member of the Socialist Revolutionary Party. Despite a relatively short period of time separating modernity from the Soviet past, this topic remains as relevant as ever. Of particular interest are the Secretariat of the Central Committee of the AUCP(b) and other state bodies in preparing the army for war conditions, discussed in this article. The study highlights the role of the Secretariat of the Central Committee of the RCP(b) – the AUCP(b), and other state party bodies in preparing mobilization reserves for the army during the Civil and the Great Patriotic Wars. The article shows the participation of V.I. Lenin, L.D. Trotsky, N.I. Podvoysky, Y.M. Sverdlov, I.V. Stalin in the Red Army formation. It is proved that at the stage of the struggle against the Nazi invaders, the main economic and administrative body was the State Defense Committee of the USSR, its operational management was carried out by I.V. Stalin, who was in charge of all military and economic issues in the country. The purpose of the article is to study the specifics of government authorities in preparing the army for combat operations. The scientific novelty lies in the fact that the study, based on a wide range of diverse sources, carried out a comprehensive analysis of the organization and activities performed by the authorities in preparing mobilization reserves for the army. The highlighted scientific problem is developed for the first time in the proposed formulation and in the specified chronological framework. Conceptual approaches proposed by the Russian historians, as well as a set of principles and methods of historical research were used in the preparation of the article. The theoretical part is based on the principles of historicism and scientific objectivity. The materials and conclusions of the article can be applied in research activities, when creating generalizing and special works on the history of Russia of the XX century. The main results of the study can be used in educational and pedagogical work, in the preparation of teaching aids and lecture courses. The practical significance of the article and the prospects of the study lie in the fact that the materials may be of some interest to modern public officers, as well as when reforming the system of executive authorities. These games continue to be favorite and diverse in the children’s environment. They not only contributed to the physical strengthening of children, but also trained endurance, developed eye sight measurement, broadened horizons, taught to interact in a team and to treat various situations with humor. Action-oriented games were strikingly conservative and passed down from generation to generation almost unchanged. However, the changes taking place in the world around children also affect the children’s gaming culture, which leads, on the one hand, to the emergence of new modifications of the characterized games, on the other hand, the native language is used less in children’s games and game folklore.
