The main statistical indicators are given, namely: library stock, its structure; the number of serviced users, issued documents, receipts of publications for the year, held informational mass events; volume and content of the electronic catalog; electronic resources; information and bibliographic activity (preparation and publication of retrospective, industry, bio- and bibliographic indexes, bibliographic lists of literature), research and publishing activities, material and technical base, human resources. It was noted that agricultural libraries in 2020 satisfied the requests of 420 000 users. Readers were served by 509 specialists. The volume of the electronic catalog amounted to more than 3 million bibliographic records, the number of calls to the EC exceeded 2 500 000. Organized virtual exhibitions amounted to 1 064, literature views were 4 699, scientific works were prepared and published, mainly abstracts. Agrarian library specialists had 954 computers at their disposal. It was found that specialists with higher education prevailed in the structure of the library staff. Kopanieva","doi":"10.36273/2076-9555.2022.1(306).16-22","DOIUrl":"https://doi.org/10.36273/2076-9555.2022.1(306).16-22","url":null,"abstract":"The scientific and information resources of Ukraine are characterised by biblio-diversity and considerable amount. However, the functional interaction between them is at the insufficient level. As the exemption, we can say about the system of institutional repositories and the collection of scientific periodicals, maintained by the Publishing Service \"URAN\". It is stated that their interoperability is ensured by the OAI/PMH technology. It is noted that the state approach to the digital transformation of these resources and the organisation of their functional interaction need the adoption of an appropriate target program. The realistic and possible way of this process is the synergetic approach to the consolidation of the Ukrainian segment of scientific knowledge by all stakeholders' cooperative efforts. First of all, this approach requires the intensification of work on the preparation and adoption of regulations and standards that will contribute to the functional transformation of existing information systems into interoperable ones. The further development of works in this direction by creating a domestic analogue of \"Books in Print\" is determined. The latter one is a single way to access to information about publications of Ukrainian scientists in foreign magazines and the integrated information and search apparatus of the stakeholders. The necessity of the primary research data inclusion to the scientific knowledge environment is pointed out. These data involve the results of the results of experiments, hydro-meteorological observations, sociological surveys, etc. Their using is the prerequisite for the transformation of information institutions from the science and education infrastructural elements into their participants. It is found out that to reduce information entropy we should to involve cognitive-oriented resources, as well as Semantic Web technology. Emphasis is placed on understanding them as precedent texts of the epoch, which contain programmatic, semantic resources for the formation of civil society, the \"successful case\" of the creation of the state in conditions of absolute self-organization, and so on. The principles of application of  qualified  electronic  signature  in  electronic  document  management  systems  are  considered. The peculiarities of the use of qualified electronic signatures in the field of education on the example of higher education institutions are analyzed. The importance of QES in the electronic document management system is emphasized, as it is used by individuals and legal entities for identification. Emphasis i s placed on the advantages of using a qualified electronic signature during educational activities and as an indispensable component of the final stage of the passage of documents in electronic document management systems. \u0000The issue of using a qualified electronic signature from a legal point of view has been clarified. What is important is the identification and authenticity of a qualified electronic signature, because unlike paper documents, an electronic document can easily be subject to various changes. To do this, it is important to control the authenticity of QES with the help of various services to verify the authenticity of a qualified electronic signature. \u0000Examples of obtaining QES in modern conditions using both online and offline methods are given. To receive an offline signature, you must contact one of the service providers in person. It is much more convenient to get a signature online: it can be obtained by legal entities and individuals who are clients of PrivatBank. \u0000The focus is on the efficiency and convenience of using QES during the establishment of the work process in the field of education.
