A prominent approach has been to encourage the development of revenue-generating services by exposing network resources to developers through an application programming interface (API). The objective is to use common Internet Protocol (IP) technologies such as web services that appeal to a wider developer audience. This movement is particularly important for developing countries due to the rapid proliferation of mobile broadband networks and the emerging entrepreneurial opportunities that exist within the mobile development space. Notably, what has been missing in this sector is a simple toolkit that developers can utilise to create prototypes. In this study, Massive Open Online Courses (MOOCs) were used in the preparation of pre-service teachers as a possible way to increase their knowledge about Learning Design. The purpose of this study was to investigate, using a case study, how pre-service teachers' reflections informed their understanding of Learning Design after having participated in self-selected MOOCs as part of a 3rd year module in the undergraduate teacher education programme. These pre-service teachers were continuously guided to reflect on their experiences related to Learning Design. These reflections were informed by elements of Authentic Learning and Learning Educators Advanced Pedagogy for the 21st Century (LEAP 21). Reflections were analysed using process coding to code for observable activity and conceptual action. Magnitude coding was used as a post-coding technique to assign values to instances where good understanding and weak understanding of Learning Design existed. It is therefore important for these services to continuously be available. An effective Service Continuity Management System enables these services to continue during IT disasters by combining good Contingency - and Disaster Recovery - Plans. The problem is that municipalities lack proper Service Continuity Management. This lack is emphasized by the Auditor General's findings in South Africa. In respect of rural areas, wireless is the only viable alternative for providing affordable telecommunications services. One limiting factor to the growth of wireless broadband penetration is the lack of available spectrum. White Spaces refer to regions of radio spectrum that are not used all the time in a specific geographical location. An assessment study on TV White Spaces availability in Malawi using affordable tools has been described and it was concluded that it is possible to assess the spectrum usage using low cost equipment. Mobile health is a service or application that involves voice or data communication for health purposes between a central point and remote locations, it includes the use of mobile phones and other devices as platforms for health related purposes as long as there is some use of a network. Although its endorsement is escalating rapidly, there are concerns that must be considered. This paper establishes the most relevant concerns related to the strengths, weaknesses, opportunities and threats regarding adoption of mHealth. The aim is to explore the potential of mHealth adoption in disseminating information to livestock farmers in Karura village in Kenya. Despite the promise and enthusiasm surrounding such efforts, challenges remain regarding how to enhance prospects for long-term maintenance. Observed challenges arise from lack of technical, financial, and human resources. Due to the inadequacy of aforementioned resources, most resource-constrained countries are overly reliant on loosely coordinated and discretely arranged short-term project-based support arrangements. Project-based interventions largely ignore long-term change processes and development of local capacity for implementation and maintenance of digital health infrastructure. This study aims to determine the extent to which trust, expectancy, social influence, and incentives will influence mobile interaction with the government. A survey approach was used to sample Capetonians about mobile participation with their local government. Results indicate that respondents were not willing to participate in their local government because they did not trust the government to protect their privacy. However, respondents were willing to use their mobile phones to report damaged infrastructure or service delivery issues. From the various incentives that were suggested, benefit to the community was a popular choice. In this article, we explore questions on how that should be done and propose a first collection of the contents and the functionalities of an open browser-based ICT4D knowledge repository (ICT4DKR). To evaluate and extend this collection, a survey on the usefulness and functionality of a South African ICT4D knowledge repository (SA-ICT4DKR) was performed and will be reported in this article. Due to the value, and often confidential nature, of this information, the protection of the information and the related technologies are a key concern for municipalities, especially in South Africa. For this very reason, several official government documents require South African municipalities to implement effective information security management systems. However, according to the Auditor General of South Africa, municipalities are struggling in this regard. This study uses a literature review, document analysis, and argumentation to identify the crucial components of an information security management system. These components are then logically presented in a hierarchical structure to possibly assist municipalities to improve their individual information security management processes. The framework was developed over a period of three years through five phases. Each phase represented a specific point in time and the objective was to create a platform to enable widespread participation and collaboration between multiple stakeholders in a rural school district that has the buy-in of key stakeholders and has demonstrable impact on education and quality of life in the region. After every phase the framework was adapted to accommodate the lessons learnt.
