These changes are driven and enabled by digital technologies, but who wins and who loses, and how do we ensure that development takes place in an equitable manner, and we move towards the kind of societies in Africa that citizens themselves would like to see ? This paper draws on the data from a horizon scanning study led by IDS, which used foresight methodologies and tools to explore future scenarios for knowledge sharing in Africa over the period to 2030 which corresponds with the timeframe for the Sustainable Development Goals. Due to this introduction there was a need to carry out research that highlights the potential benefits and drawbacks in the use of tablets for learning in an Institution of Higher Learning. The objective of this research was to investigate the learners' perceived benefits and challenges on the introduction of tablets in blended learning in Higher Education. Purposive sampling was used to select learners who had received their learning materials through these tablets. The findings revealed that the tablets were highly accepted as a learning device due to their convenience and it was noted that there were some learner factors such as work schedules influenced their use. It was noted that learners experienced hardware, software and instructional design challenges in their use of these tablets. As a result, there is need to evaluate e-government services objectively to identify areas of concerns. Recently, researchers have shown interest in IS evaluation and the public value perspective segment taking the lead. Arguably, the prime objective of e-government is to produce public value through effective use of ICT. Moreover, research in the field of public administration are advocating use of paradigm in two-fold; first, it will direct the effort of scholars away from the resolution of pressing administrative problems to the studies of arcane theoretical puzzles. Second, the paradigm dictates the connective taxonomies of the principal subjects of inquiry and forces the scholars, to work and think within the ambits of paradigm. While this is commendable, there is an urgent need to move from data collection towards data use for evidence based decision making. Data quality has been identified as a major impediment towards data use. We carried out a data quality intervention study in Kenya using action research approach. The objective of the study was to implement mutually agreed activities that would eventually be institutionalized in the country based on the actor network theory analytical lens. This paper gives the initial results of the first part of action research, where the stakeholders identified data quality audits, monthly data review meetings and training in data management as the main activities for implementation. Long tedious queues, ballot stuffing allegations, voting multiple times, high operational expense, depict the voting process at CoCIS. The study therefore aimed at developing an electronic voting environment to address these challenges. We reviewed literature and studied the current voting process to attain the user and system requirements. The key design tools were Entity Relationship Diagrams (ERDs), Context Diagrams and use case diagrams. Through extensive user involvement and research, we developed and implemented using Hypertext Preprocessor (PHP) and Structured Query Language (MySQL), tested and validated a fully functioning system to solve the challenges. In 2013 the author taught an Internet based semester module on Information Technology. The participants in that module were in full-time employment and often also had family commitments. During that semester nearly 80% of the homework was returned late. In 2014 the author taught the same semester module to a similar group of participants; however, the author included eight different game mechanics in the module. These eight mechanics were over-arching story, short term goals, points, leaderboards, badges, levelling, onboarding and engagement loops. E-learning materials can be especially useful for the practice of early literacy skills. Introducing mobile devices to schools can be challenging as teachers are required to make changes to their daily routines and the use of technology can be problematic in overcrowded classrooms. This study aimed to find out the most optimal way of providing GraphoGame literacy intervention via tablets for grade one learners in an urban school environment. The study tested whether GraphoGame mounted on tablets increases initial literacy skills among grade one learners. Three different conditions for providing literacy intervention with tablets in the primary school environment were compared. The problem is that most of the cases are diagnosed in their late stages thus the mortality rate being high. In recent years data driven analytic studies have become a common complement with novel research where different tools and algorithms are taking a centre stage in cancer research. In this research, the main objective was to use data mining to derive patterns which were used in building a prognostic tool that helps in identification of the Gleason score once screened and deciding the treatment technique. In this research, we used two popular data mining tools (R Environment and WEKA) which exhibited almost same results. The dataset contained around 485 records and 7 variables. In WEKA, a 10-fold cross-validation was used in model building and comparison between ANN and J48. The results showed that ANN is the most accurate predictor compared to J48 in all the instances displaying varying levels in the different zones created. This study contributes to society, academics and cancer research which ultimately assist in reduction of mortality rates by use of pattern recognitions which leads to better decision making. The introduction of open, distance and e-learning (ODEL) mode of study has made it necessary for academic libraries to incorporate computer-based information systems (CBIS) in order to facilitate easier access to information for learning, teaching and research to all library users. To meet this objective, HEIs need to put in place measures of securing these systems. This study investigated the security measures employed by selected academic libraries in Kenya. The specific objective of this paper is to address the physical measures used by academic libraries to secure their CBIS. Data was collected through observation and interviews and was analyzed, interpreted and presented using qualitative methods. Results revealed the libraries studied had taken several physical measures to protect their CBIS. The system comprises two components called the Dashboard and the Health Messenger, which are web-based, Java applications that run in a peer-to-peer fashion. The Dashboard is used to create, manage, and publish awareness campaigns. The HealthMessenger facilitates end-users' access to the relevant awareness campaigns. A targeted communication strategy which splits the target population into subgroups based on their demographic characteristics and geographic locations is used to determine relevant campaigns for a user. The HealthMessenger is hosted on an application service integration platform called TeleWeaver, while the Dashboard is hosted independently of TeleWeaver. Message queuing is used to ensure reliable communication between the Dashboard and the HealthMessenger. The implementation of HealthAware contributes knowledge on developing a system that ensures that users access only the information that is relevant to them.
