In order to solve the problems existing in the traditional teaching quality evaluation in colleges and universities and improve the accuracy of college teaching quality evaluation, this paper applies the RBF (Radial Basis Function) neural network to the evaluation of college English teaching quality. This paper builds a RBF neural network model for college English teaching quality evaluation, and verifies the accuracy of the RBF neural network through experiment. The development of e-learning has become especially relevant due to the spread of COVID-19 and the periodic introduction of distance learning. The higher school has been practicing a blended form of education for a long time. In universities, e-learning is associated with the introduction of their own e-course systems and the use of mass open online courses in the educational process. But a significant drawback of mass open online courses (MOOCs) lies precisely in their mass character, aimed at the average consumer of educational services. The division into categories \"for beginners\" and \"for advanced\" is the maximum differentiation that mass open online courses can offer. As for traditional e-courses, in recent years there has been a tendency to develop adaptive educational systems, STACK-type tasks on the MOODLE platform, allowing to personalize the learning process, but this requires significant time and labor costs. We want to show on several examples of STACK-type tasks how it is possible using one STACK question, modifying it to get several tasks that differ in content. This transformation of tasks allows you to fill the task pool faster, which is an important aspect when filling it (using it). In terms of human reading experience, information explosion leads to the change of reading mode, which has brought negative effects and potential crises to human society. The automated essay scoring has great educational and commercial values, and provides a cost-effective and consistent alternative to human marking. The figurative rhetoric is important to the ideological content and artistic quality of the essay. Based on large-scale language text data, various natural language processing technologies have made great progress in the fields of text classification, speech recognition and so on. This paper proposed the experimental methods such as CNN, RNN, Transformer, Fast Text and Bert base to recognize the figurative rhetoric based on the oversea Chinese students' composition corpus. We find that the Bert model has achieved an accuracy of 80.93% in the identification of figurative rhetoric sentences in oversea Chinese student compositions. A recent study by Fawaz and Samaha (2021) shown that undergraduate students in Lebanon experienced depression and anxiety due to the workload experienced from moving to full online learning. With the difficulties faced by tertiary students, this study builds on the recent work of Ali and Ahmad (2011) that explores how student satisfaction in online learning courses can mitigate depression, anxiety, and stress. Students-Instructor Satisfaction, Instructor's Performance, Course Evaluation, Student Autonomy, Authentic Learning, and Personal Relevance were the constructs used in the study that have been previously investigated to aid student satisfaction in online learning. To determine Depression, Anxiety, and Stress (DAS), the DASS21 scale was used. Through convenience sampling, ninety (90) college students from various universities in the Philippines answered the survey through Google Forms. Descriptive statistics have revealed that the students suffered from moderate depression, anxiety and mild stress. For their online learning satisfaction, descriptive statistics show agreement in terms of satisfaction. This implies that while students experience some online learning satisfaction, students suffer from DAS. Looking at how satisfaction can affect DAS, regression shows that online learning satisfaction can help reduce stress. However, for anxiety, it failed to reach statistical significance. While the study does not necessarily imply that online learning satisfaction is the only factor for DAS, this simple revealed a possible relationship between online learning satisfaction and DAS. Possible implication includes managerial decision-making that would help students who suffer or have difficulty with online learning. Only by addressing online learning issues can help improve students' online learning satisfaction. In this article, we review the major elements of LA applications, including typical workflows, data types, and approaches to analytics. In addition to the basic reporting tools available in Learning Management Systems (LMSs), the article provides insights into how Machine Learning (ML) can detect the students at risk of failing.
