This organization presents the characteristics of significant guiding role of national volition, prominent synergy and standardization of multiple agents, and the emphasis on the technology-focused value orientations towards diversity and equity, which has achieved good results. China might learn from the strategy and value development model of the United States' STEM teachers' education to enhance the guiding role of national volition and improve the institutional system of STEM teacher education; To construct a synergistic mechanism of STEM teachers' education for fully stimulating the initiatives of interested parties; To create a professional learning community for STEM teachers and promote their professionalism developments; To maintain the value orientation towards educational equity and realize the inclusivity of educating STEM learners. In the past, smart education frameworks were mostly qualitative studies, describing the conceptual framework (and its connotations) of smart educational systems. Although these conceptually structured smart education systems can promote student learning, peer and teacher interaction, and teaching practice, which assist in understanding students’ status and needs in multiple ways and providing students with real-time synchronous/asynchronous guidance and help, unfortunately, many qualitative studies in the past still lack quantitative data to verify the priority of E-Education planning. The experts surveyed by AHP in this article are selected from E-learning and information technology, with a total of 14 people. The results from the software, Expert Choice, found that in the planning of the smart education system, the importance order of the main criteria, from the most important to the least were smart classroom function, technology-based learning system (IoT, Metaverse), teaching monitoring system, conceptual elements of smart learning, respectively. The sub-criteria weight values showed the key factors of E-Learning Education Planning, which in order were educational resources optimization, teaching is differentiated from person to person, students’ cooperation learning, course completion rate, reliable wireless connection (Wi-Fi, IoT apps, Wearable technology). Finally, the least important were smart pedagogies based on learning theory, learning attention detection, and system data backup. The spread of COVID-19 compelled instructors and students to immediately transition all educational activities to take place online rather than undergoing the more gradual shift that was originally planned. To deal with the bad situation caused by the Covid-19, hybrid learning was employed. This paper explores students’ perceptions towards hybrid learning implementation in a practical college in Vietnam. The research used a qualitative method. The samples were 250 students who were taking hybrid courses at the institution during the pandemic. Content analysis was used to process the qualitative data. The results reveal they were well-prepared with technology and stationery for the hybrid class. Flexibility, effectiveness, student engagement, convenience, and personalization are perceived benefits. Technical issues and distant student interaction must be addressed.
