The key goals and objectives facing the insurance market of Ukraine and the regulator in order to achieve this goal are considered. Approximate deadlines for the necessary measures to prepare for the introduction of cyber insurance in the Ukrainian economy are outlined. The key features of regulations in the field of cyber security in the EU and Australia are highlighted and ways to adapt them in Ukraine are proposed. Promising means to increase the security of individuals and legal entities in the digital space on the example of the mechanism of interaction between insurers and expert organizations in Australia. The main vectors of cooperation between insurance companies and expert organizations in the field of cyber security in the Ukrainian and global insurance markets are listed. A system of interaction between the subjects of cyber-insurance relations with the positioning of the insured in the center of relations as a key participant in insurance has been developed, which proves the high customer orientation of this area of insurance business. The current problems of the Ukrainian insurance market are substantiated and the ways of their solution through the mechanism of cyber insurance implementation are offered: modeling of the mechanism of estimation of losses from cyber attacks, monitoring of the current state of insurers, development of ways to minimize cyber incidents. The dynamics of cyber incidents in 2020 is analyzed and the correlation between the occurrence of global lockdowns caused by COVID-19 and the growth in the number of cyber attacks is revealed. On the one hand, it is the specific features of agricultural land, which is an indispensable strategic resource for food producers, is limited in space, irreproducible and cannot be a product in its classical meaning. On the other hand, land is the basis of agricultural production. However,\u0000agriculture performs not only an economic function, but also a social (national food independence, rural employment, population of rural settlements, and arrangement of rural areas) and environmental functions (protecting soils from pollution and degradation, supporting local agrolandscapes, etc.). In this context, the need for specific approaches to the market distribution of agricultural land is justified.\u0000Author analyzes foreign practice of the legislative regulation of agricultural land turnover with due regard to their economic and socio-ecological orientation. Fixed assets play a huge role in the labor process, as they together form the production–technical base and determine the production capacity of the enterprise. Their condition directly affects the activities of the enterprise, namely its continuous operation. Over a long period of use, fixed assets enter the enterprise and are put into operation; wear out as a result of the operation; are repaired, by means of which their physical qualities are restored; leave the enterprise due to obsolescence or inexpediency of further use. Fixed assets used in enterprises in modern economic conditions are one of the most important economic resources. Fixed assets, formed at the initial stage of the organization, require constant management. In the process of accounting at enterprises, there are a number of problems of methodological and practical nature in the organization of accounting, valuation, and depreciation of fixed assets. In the course of writing the article, the economic characteristics and concepts of fixed assets, theoretical aspects of fixed assets accounting, and normative documents related to the researched problem were investigated. The analysis of fixed assets can be carried out in several areas, the development of which in the complex allows assessing of the structure, dynamics, and efficiency of fixed assets and long-term investments. Options for solving problems in accordance with modern economic conditions are revealed. The correct organization of accounting of fixed assets ensures the efficiency of their use, the timeliness of determining and reflecting transactions with changes that occur with them, and the completeness of the reflection of these changes in value terms in accounting. Thus, the fixed asset accounting system needs to be improved. The key problems of the global energy market are identified, in particular, persistent dependence on fossil fuels, lack of diversification of energy supply sources in most European countries, which endangers national and energy security. The structure of the energy sector of Ukraine is analyzed, its main formation elements, the prospects for development and involvement in the use of the country's energy resources on the European market are determined. The main components of energy security, approaches to their assessment and research are defined. It is noted that the main way to overcome existing threats in the energy market is to reduce dependence on external factors and identify internal reserves. The potential of the Ukrainian energy system is analyzed from the point of view of identifying the potential and integration into the world and European systems, providing the economy with energy resources. The current state of affairs regarding the formation of stocks for the winter period in Ukraine and the ability to supply the domestic market have been studied. The structure of the energy sector of the world's largest countries, including European ones, is defined. The main steps taken by the government to reform the Ukrainian energy market, including increasing the share of renewable energy sources, infrastructure development through integration and digital transformation (political, infrastructural and technological solutions) are indicated. The basic provisions of the European Green Course have been analyzed. Since Ukraine became a candidate country for joining the European Union on June 23, 2022, a detailed study of the prospects for currency integration has become an extremely urgent issue. This study reveals the main theoretical approaches to the interpretation of the concept of \"currency union\"; examines the elements on which the European Monetary Union is built; factors affecting integration; and identifies the main problems that block the currency integration of Ukraine, namely the incomplete legal framework and currency exchange rate policy. In the light of these problems, we analyzed the changes that took place in the currency market of Ukraine from the beginning of independence to the beginning of a full-scale war. It is worth noting that every year Ukraine took a number of steps that clearly brought us closer to European standards, but with the beginning of Russia's invasion of the territory of Ukraine, the situation changed significantly: the currency policy changed from liberalization to strict restrictions and control. Such changes were provoked by the beginning of the war and are of a forced nature, because without their introduction it would not be possible to maintain the functioning of the Ukrainian economy at an acceptable level sufficient to ensure the activities of individuals and legal entities, as well as the state's performance of its direct functions, especially the defense function. At the same time, Ukraine continues to strive for integration with the EU, although this is not an easy task in the conditions of martial law. However, it is worth noting that the currency integration of Ukraine with the European Monetary Union is quite promising, at the same time very long-term since this kind of integration takes place only at the highest level of harmonization of currency policies. At the same time, the positive effect for Ukraine consists in ensuring the achievement of both economic and social growth. Also, rapprochement with the EU will help Ukraine to pass the period of post-war reconstruction of the Ukrainian economy and the state more easily in general. Hypothesis. We assumed that with the start of the war, in the short term, the chances of Ukraine joining the European Monetary System would decrease, but in the long term, on the contrary, they would increase. Research methodology. The basis of this scientific research is the work of domestic and foreign scientists who studied the European currency system. At the same time, we used three main methods: analysis, synthesis and systematization. The analysis and systematization made it possible to single out the factors that will contribute to Ukraine's successful accession to the European Monetary Union. This will allow improving the placement of productive forces, resettlement schemes, highlighting the areas of the most important natural objects, taking into account economic specialization, the level of development, the nature of the use of natural resources and economic potentials, etc. An integrated approach to spatial planning is proposed, which provides for identifying the features of the supporting frame, zoning the territory taking into account social, economic and environmental characteristics, and optimizing the territorial structure. This will create conditions for overcoming structural changes in the spatial development of the region related to the need to regulate land use processes, the integration of various regions (industries, companies), the development of single-industry towns and rural areas, the optimization of transport corridors, and the stabilization of the environmental background. Attention is paid to the harmonious mutual development of ecological and economic systems, which is provided by the design of the architecture of the supporting and ecological frames. At the same time, the results of studies on the level of anthropogenic and technogenic load, maximum permissible standards for the use of natural resources (water bodies, land resources, air, etc.), as well as, the presence of pathogenic zones, should be taken into account. The implementation of the proposed approach requires the consolidation of the efforts of territorial communities at different levels, based on the principles of cooperation, integration and unification, which will consider the general development trends and specific characteristics of the territories. Yet it was difficult to imagine all the services offered today when the first tools necessary for its democratization were introduced thirty years ago. The blockchain, since the publication of the white paper of bitcoin as the first digital asset, has considerably broadened the range of its fields of application and its potential use cases in ten years; it could play, in different forms, a role comparable to that of the Internet in an area that the latter does not cover: trusted IT and legal transactions. Indeed, while the Internet is the privileged vehicle for the exchange of all digitized forms of information, it is not the guarantor, as a network infrastructure, of its uniqueness or its functioning. Blockchain technology has evolved from a niche subject to the hottest tech disruption buzzword, but there is still a lot of confusion about the subject. Without a clear understanding about what Blockchains are, their potential public sector potential impact is sometimes misunderstood or, more often, ignored. Questions related to their technical complexity, risk, security, and appropriateness often serve as obstacles to government officials’ ability to truly engage with this emerging technology. In this article, we consider the key features and types of blockchain technology and describe the potential use of blockchain technology in the public sector. In general, the blockchain can be used in the public sector to address the following tasks: authentication, traceability and uniqueness. The interrelation and interdependence between such economic categories as competition and competitive advantage are justified. The basic approaches to the formation of a competitive advantage strategy have been systematized. The basic competitive strategies of M. Porter, F. Kotler, and A. Little are analysed. These strategies relate to different approaches to the development of a company related to the change of one or more elements: product, market, industry, technology.\u0000\u0000In order to develop and implement an effective competitive strategy, it is necessary to carry out a detailed analysis of opportunities, resources, market, competitors, to determine the right mechanism by which competitive advantage can generate profit in the long run. With global competition intensifying, competitive advantage is achieved through different methods based on different competitive strategies. Three main approaches to development are identified through: study and distinguish system properties; formation of interpretations of this category; comparison of the concept of development with similar categories in terms of scientific knowledge of system behavior. An analysis of the theory of enterprise's development are carried out based on the research of domestic and foreign scientists. As a result of this analysis, specific manifestations of development were identified, and its modern features are studied. The main characteristics of the “development” category are highlighted. The classification features of development in the organization are considered. The main theoretical provisions that form the basis of the development of any organization are presented: the theory of targeted development, the theory of cyclical development, the concept of the life cycle of the organization. It is determined that development in the organization is based on the laws of ontogenesis, composition and proportionality, self-preservation, competition, scale effect, the transition to new scientific approaches and principles, synergy, orderliness, economic laws, the law of development. The factors that determine it are given. It is substantiated that the development of the enterprise is closely connected with its resource potential: the volume of resources possessed by the enterprise has great importance for the growth of the organization, but their presence does not indicate the development. It is noted that the solution to the problems of enterprise's development depends on the management, because economic results are determined by the level of reasonableness of management decisions on taking into account the conditions of production and products' sale, forecasts about their changes in the future. Sheminov","doi":"10.17721/tppe.2022.45.18","DOIUrl":"https://doi.org/10.17721/tppe.2022.45.18","url":null,"abstract":"Based on the results of the research, an analysis of modern approaches to defining the essence of the category \"digitalization\" was carried out according to the views of domestic and foreign scientists, as well as authoritative institutions and organizations, as a result of which it was established that there is no single approach to the concept of digitalization in scientific literature yet; It was determined that the Networked Readiness Index can be used to characterize the degree of digital development of the socio-economic sphere, which is a generally recognized international indicator and is considered an indicator of the innovative and technological potential of countries and their development opportunities in the field of high technologies and the digital economy; analyzed index of network readiness for Ukraine in comparison with countries-leaders of development in the digital sphere; It was established that the following features are characteristic of the modern digitized labor market: an increase in the volume of work performed due to the use of digital technologies; increasing the number of electronic labor exchanges (intermediaries between employees and employers); growth of the total number of independent self-employed freelance professionals; spread of new forms of work based on the conclusion of contracts for temporary employment, zero employment contracts; the spread of crowdsourcing.
