Metode yang digunakan dalam penelitian ini adalah penelitian hukum normatif. Dari hasil penelitian dijelaskan bahwa Otoritas Jasa Keuangan adalah lembaga yang independen dan bebas dari campur tangan pihak lain, yang mempunyai fungsi, tugas, dan wewenang pengaturan, pengawasan, pemeriksaan, dan penyidikan terhadap lembaga jasa keuangan seperti perbankan. Dasar hukum dibentuknya Otoritas Jasa Keuangan adalah Undang-Undang Nomor 21 Tahun 2011. Secara kelembagaan, Otoritas Jasa Keuangan berada di luar pemerintah, yang dimaknai bahwa Otoritas Jasa Keuangan tidak menjadi bagian dari kekuasaan pemerintah. Otoritas Jasa Keuangan dibentuk dengan tujuan agar keseluruhan kegiatan di dalam sektor jasa keuangan terselenggara secara teratur, adil, transparan, dan akuntabel; mampu mewujudkan sistem keuangan yang tumbuh secara berkelanjutan dan stabil; serta mampu melindungi kepentingan konsumen dan masyarakat. Otoritas Jasa Keuangan bertugas tidak hanya mengatur dan mengawasi perbankan saja, tetapi juga mencakup pasar modal, perasuransian, dana pensiun, lembaga pembiayaan, serta lembaga jasa keuangan lainnya. \u0000  \u0000 THE ROLE OF FINANCIAL SERVICES AUTHORITY ON SUPERVISION OF FINANCIAL INSTITUTIONS IN INDONESIA \u0000This research aims to explain the role of the Financial Services Authority as an independent institution in supervising financial service institutions in Indonesia as well as the authority of the Financial Services Authority as regulated in Law Number 21 of 2011 concerning the Financial Services Authority. The method used in this research is normative legal research. From the research results, it is explained that the Financial Services Authority is an independent institution and free from interference from other parties, which has the function, task and authority to regulate, supervise, examine and investigate financial service institutions such as banks. The legal basis for the establishment of the Financial Services Authority is Law Number 21 of 2011. Institutionally, the Financial Services Authority is outside the government, which means that the Financial Services Authority is not part of the government's power. The Financial Services Authority was formed with the aim that all activities in the financial services sector are carried out in an orderly, fair, transparent and accountable manner; able to realize a financial system that grows in a sustainable and stable manner; and able to protect the interests of consumers and society. Berbeda halnya dengan Qanun, Peraturan Daerah Khusus hanya terdapat pada tingkatan Provinsi dan kedudukannya setingkat dengan Peraturan Daerah Provinsi. Penelitian ini merupakan penelitan hukum normatif. Dalam Undang-Undang Nomor 10 Tahun 2004 menyatakan bahwa jenis dan hierarki peraturan perundang- undangan sebagai berikut: Undang-Undang Dasar Negara Republik Indonesia Tahun 1945, Undang-Undang/Peraturan Pemerintah Pengganti Undang-Undang, Peraturan Pemerintah, Peraturan Presiden dan Peraturan Daerah. Dalam Penjelasan Pasal 7 menegaskan bahwa termasuk dalam jenis peraturan daerah provinsi adalah Qanun yang berlaku di Daerah Provinsi Nanggroe Aceh Darussalam dan Peraturan Daerah Khusus  serta Peraturan Daerah Provinsi yang berlaku di Provinsi Papua. \u0000  \u0000THE EXISTENCE OF SPECIAL REGIONAL REGULATIONS AND QANUN IN THE IMPLEMENTATION OF COMMUNITY LIFE \u0000 Special Regional Regulations and Qanun are statutory regulations similar to Regional Regulations, so the position of Special Regional Regulations and Qanun is at the same level as Regional Regulations. Unlike the case with Qanun, Special Regional Regulations only exist at the provincial level and their position is at the same level as the Provincial Regulations. This research is a normative legal research. Law Number 10 of 2004 states that the types and hierarchies of statutory regulations are as follows: the 1945 Constitution of the Republic of Indonesia, Laws/Government Regulations in Lieu of Laws, Government Regulations, Presidential Regulations and Regional Regulations. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat. \u0000  \u0000IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE \u0000Abstract \u0000In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. Tujuan penelitian adalah untuk menganalisis praktik rahn, hambatan, dan pemanfaatan objek rahn. Metode penelitian dengan menggunakan metode hukum sosiologis yang menganalisis berlakunya hukum dalam raktik di masyarakat.  Hasil penelitian menunjukkan bahwa Pelaksanaan akad rahn Pegadaian Syariah cabang Pekanbaru dimulai  saat nasabah datang langsung ke Pegadaian Syariah dengan membawa marhun. Berdasarkan taksiran yang dibuat murtahin, maka ditetapkan besarnya biaya jasa yang harus dibayarkan oleh rahin. Nasabah membayar biaya administrasi. Petugas menyimpan barang dengan baik, dan menyerahkan surat bukti penyimpanan barang kepada nasabah. Sejumlah hambatan yang ditemukan dalam akad rahn adalah a) Pembayaran Kurang Lancar dengan sebutan tunggakan hitam dan   tunggakan merah. b)    Pembiayaan Diragukan yaitu sisa pembiayaan atau pinjaman yang belum atau tidak dibayar setelah lebih dari tiga bulan sejak jatuh tempo lunas. Penguasaan objek rahn dalam transaksi rahn, barang gadai dikuasai oleh penerima gadai. Namun, dalam praktik terdapat juga barang gadai masih tetap dikuasai oleh pemberi gadai. Terkait dengan hal ini DSN telah menetapkan ketentuan akad gadai yang demikian dengan sebutan rahn tasjily, yakni jaminan dalam bentuk barang atas utang tetapi barang jaminan tersebut (marhun) tetap berada dalam penguasaan (pemanfaatan) rahin dan bukti kepemilikannya diserahkan kepada murtahin. \u0000Kata Kunci: Rahn, marhun, murtahin \u0000IMPLEMENTATION OF RAHN AKAD IN SHARIA PAWN SHOPS BASED ON SHARIA ECONOMIC LAW COMPILATION IN PEKANBARU \u0000  \u0000Abstract \u0000This article analyzes the rahn contract practiced in sharia pawnshops. The research objective was to analyze the practice of rahn, barriers, and the use of rahn objects. The research method uses sociological legal methods that analyze the application of law in practice in society. The results showed that the implementation of the Pekanbaru branch of the Rahn Pegadaian Syariah contract was started when the customer came directly to the Sharia Pegadaian with a marhun. Based on the estimation made by the murtahin, it is determined the amount of service fee that must be paid by Rahin. The customer pays an administration fee. The clerk keeps the goods properly, and submits proof of storage of goods to the customer. Penelitian ini bertujuan untuk menjelaskan pelaksanaan tertib berlalu lintas terhadap pemakaian helm bagi mahasiswa pengendara sepeda motor di dalam area kampus Universitas Lancang Kuning menurut Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan. Metode yang digunakan dalam penelitian ini adalah penelitian hukum sosiologis. Pelaksanaan tertib berlalu lintas terhadap pemakaian helm bagi mahasiswa pengendara sepeda motor di dalam area kampus Universitas Lancang Kuning belum terlaksana. Faktor yang menghambat adalah belum adanya peraturan internal di Universitas Lancang Kuning yang mewajibkan mahasiswa untuk memakai helm pada saat mengendarai sepeda motor di dalam area kampus. Meskipun dalam Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan telah diatur mengenai sanksi bagi pengendara sepeda motor yang tidak memakai helm, tetapi penegakan hukum pelanggaran tertib berlalu lintas terhadap pemakaian helm bagi mahasiswa pengendara sepeda motor di dalam area kampus Universitas Lancang Kuning belum pernah diterapkan. \u0000  \u0000 IMPLEMENTATION OF TRAFFIC CONDITIONS FOR THE WEARING OF HELMET FOR STUDENT RIDERS MOTORCYCLES IN CAMPUS AREA LANCANG KUNING UNIVERSITY ACCORDING TO LAW NUMBER 22 OF 2009 \u0000Based on Article 106 Paragraph (8) of Law Number 22 of 2009 concerning Traffic and Road Transportation, it is stated that every person driving a motorcycle and motorbike passengers are required to wear a helmet that meets the Indonesian National Standard. This research aims to explain the implementation of orderly traffic to the use of helmets for students who ride motorbikes in the campus area of Lancang Kuning University according to Law Number 22 of 2009 concerning Traffic and Road Transportation. The method used in this research is socio-legal research. The implementation of traffic order on the use of helmets for students riding motorbikes in the campus area of Lancang Kuning University hasn’t yet been implemented. The inhibiting factor is the absence of an internal regulation at Lancang Kuning University which requires students to wear a helmet when riding a motorcycle in the campus area. Untuk itu daerah otonom diberikan kewenangan untuk membentuk peraturan daerah. Serta konsep ideal peraturan daerah pada era otonomi daerah dikembalikan kepada asas formil dan materil pembentukan peraturan perundang-undangan sebagaimana termuat didalam Undang-Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-Undangan. \u0000URGENCE FOR ESTABLISHING REGIONAL REGULATIONS IN THE ERA REGIONAL AUTONOMY \u0000The implementation of decentralization in a unitary state means giving the right to regulate and manage the interests and aspirations of the local community, the formation of an autonomous region and the delegation of legal authority from the central government to the regional government to regulate, manage and/or part of certain government affairs. Judge considerations put forward justice on the basis of the principle of social function. This is because JES did so to bring material across the victim area by unlawful means (vandalism) in the area of ​​land owned by the victim's witness. The formulation of the problem of this study is, how the judge consideration ensnare the perpetrator of destruction by considering the principle of soial function. The research of this scientific paper, the type of normative legal research, the problem approach is the case approach, which studies the application of norms or rules of law conducted in legal practice. The data used are secondary data, and use grammatical interpretation. From the research it can be seen that the judge is very consider the principle of social function, so this decision not only gives a deterrent effect to JES but also gives affirmation of justice for humanity. Meskipun telah ada peraturan, namun masih ditemukan label yang tidak mencantumkan informasi lengkap di Kota Pekanbaru. Penelitian ini bersifat hukum sosiologis, yaitu memperoleh data langsung ke lapangan dengan melakukan observasi dan wawancara. Tujuan penelitian menganalisis pelaksanaan pelabelan dan menemukan solusi terhadap hambatan dalam pelaksanaan pelabelan. Hasil penelitian menunjukkan bahwa banyak ditemukan makanan hasil produk industri rumah tangga yang tidak mencantumkan komposisi bahan pada label kemasan. Hal ini tentu saja merugikan konsumen terhadap hak atas keamanan produk. Hambatan terjadi karena pelaku usaha tidak mengetahui peraturan tentang label dan tidak mendapat sosialisasi. Kasus kekerasan ini selalu meningkat setiap tahun dalam  berbagai bentuk, baik kuantitas maupun kualitas. Efek buruk tidak hanya menimpa para korban, namun juga kepada pihak lain dalam rumah tangga. Penelitian ini bertujuan untuk mengkaji bagaimana perlindungan hukum terhadap kekerasan rumah tangga khususnya terhadap perempuan. Penelitian ini menggunakan metode penelitian yuridis normatif. Berdasarkan falsafah Indonesia Pancasila dan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945, Indonesia mengeluarkan konvensi penghapusan segala bentuk diskriminasi melalui Undang-Undang Nomor 7 Tahun 1984. Kemudian dibentuk Komisi Anti Kekerasan Terhadap Perempuan melalui Keputusan Presiden Nomor 9 Tahun 1998. Pada tahun 2004, Indonesia mengeluarkan Undang-Undang Nomor 23 Tahun 2004 yang secara spesifik mengatur larangan melakukan kekerasan rumahtangga dalam bentuk apa pun.
