In addition, it is to explore what factors can affect the revitalization of the original city center school. The opinions of school officials and experts were collected through a group interview format, and the results were examined based on the qualitative data analysis method. \u0000As a result of the study, the first problem facing the original downtown school in Happy City is that the phenomenon of ‘the poor and the poor’ is occurring by misclassifying the support area. The wrong regional classification also caused problems in granting additional points for promotion to teachers, making it difficult to secure excellent teachers in the original city center school. Second, another problem in the original downtown area of Happy City is that the educational environment is being damaged due to the revitalization of the tourism industry. In order to revitalize the original city school, the educational subjects in the school must first be able to voluntarily promote the project. In order to promote the school revitalization project, at least three teachers, including the principal, must be provided with conditions for continuous power. In addition, in the case of Happiness City, rural areas problem should be solved preferentially because these areas where promotion additional points are given are incorrectly selected. It is necessary to secure the conditions for devotional teachers to continue working in the original city school. Finally, in order for the original city school to be activated, it is necessary to be able to organize and implement effective programs suitable for the original city school. Mission and vision make obvious the social issues that NGOs seek to address. Using them wisely will help NGOs allocate their scarce resources better and improve communication with internal and external stakeholders. Despite the significance of mission and vision, more study focusing on NGOs is still needed. This study examines the mission and vision statements of NGOs working on international development in Korea. All KCOC (Korea NGO Council for Overseas Development Cooperation) member organisations’ missions and vision statements were reviewed for this. Based on the eight components of a mission statement identified by Pearce and David(1987), we examined the mission and vision statements of the international development NGOs in Korea. One of the key findings is that international NGOs and organisations with a lengthy history are more likely to have mission and vision statements. Secondly, the mission and vision statements comprise 4.1 components on average. The contents of the mission and vision statements of national NGOs and organisations founded in the 2000s or later are more diverse. Lastly, the organisation’s mission and vision statements most frequently refer to the organisation’s philosophy. A basically identical policy initiatives taken by two mostly similar port cities (Yeosu and Gunsan) in Cholla region, Korea are compared. Collaborations among local power elites, university hospital leaders and local civil society organizations are analyzed through both elite interviews and observations on the flow of events. Efforts by Gunsan was successful while that by Yeosu was not. Itemized analyses find that the policy process in both cities commonly show low-level collaborative governance, especially in the domains of accountability and responsiveness. That in Gunsan, nevertheless, shows a comparatively higher-level collaboration among the actors in the domains of participation, autonomy, network, openness, trust and institutionalization. The researchers interpret it as the key to the success. The climate crisis, the geo-political crisis, and the risk of the stagflation etc., which are universe not to be limited to the specific country but to impact to all the countries which exist in the global system. However, all the countries have the accumulated but not-solved problems in accordance with their social condition in them. Those can be appeared as the special crisis combined with the global polycrisis. In Korea, there are the most critical three problems. One is the inequality problem which makes the political, economical and social polarization more serious since the financial crisis in 1997. The other is the population extinction, which leads the province extinction and the hyper-aging society. Those problems combined with the global polycrisis, construct the Korean special crisis. But the populistic political trend, which is the last critical problem, makes the Korean special crisis more difficult to overcome. The populistic political trend only focuses on the political attack to the rival party for the political interest. And what is worse, they attack the rival party even with the fake news. Some of those crises result from the Neo-Liberalism paradigm. Or Neo-Liberal paradigm exacerbates some of those crises. Thus to overcome the crises, at first, we need the transition from the Neo-Liberal paradigm. And if we do not overcome through the effectiveness and the efficacy of democracy, the threat to the democracy itself like the emergence of populism will be strenthened. The direction to overcome the crises coincides with the accomplishment of SDGs (Sustainable Development Goals) which was resolved at UN General Assembly in 2015. Social civic power is a concept that has recently emerged and is used in civil society, lifelong education, and social welfare. However, since academic discussion and research on the concept have not progressed, there is inclined to define and approach it in various ways depending on the user. In order to achieve the purpose of this papaer, we conducted 1:1 interviews with a total of 15 experts and practitioners related to research, lectures, and activities on social civic power. For analysis, semantic network analysis and CONCOR (CONavergence of iteration CORealtion) analysis were applied among text mining, which is a big data analysis method. As a result, social civic power emphasizes participation in everyday activities in a village or region in various ways, and the participation is based on the purpose of realizing democratic values and community interests. And it focuses on individual or organized civic participation by securing personal capacity. The background of the emergence of social civic power shares the same feature as the new social movement, which focuses on civic activities that value daily closeness and activities rather than checking government power. Through the review of theoretical resources, it was discerned two key issues that are important to the typology of civil society from the perspective of public interest actions; ‘relationships’ between civil society and other realms, and ‘roles’ performed by civil society. While considering the main factors affecting the discourse and practice of public interest actions in civil society, a typological framework was constructed using two dimensions, the relationship and role of civil society, which contain different perspectives. Regarding relationships, the view that civil society should actively ‘involved’ in other areas such as government and market, versus the view that it should establish an ‘independent’ area from other areas; Regarding roles, the view of ‘conflictive’ that raise issues and pursue social changes, versus the view of ‘functional’ that complements roles are distinguished from roles of government and market. Then, by crossing two dimensions, set four type sub-sector of civil society: ‘opposition’ (involvement-conflict), ‘autonomy’ (independence-conflict), ‘charity’ (independence-function), and ‘resolution’ (involvement-function), and looked at researches and discourses on each sub-sectors. Finally, In order to verify whether the typological framework can adequately explain related phenomena, I applied this framework to the historical practice of civil society and public interest actions in Korea. In a global polycrisis, ESG is imperative for companies to adhere to carbon neutrality for future survival. I compare shareholder capitalism and stakeholder capitalism within the analytic framework of political representation system and interest intermediation system. Shareholder capitalism is grounded on free market economy where the state incorporates different group interests based on social pluralism. It is, by and large, characterized by local constituencies within the presidential system. In contrast, stakeholder capitalism runs on coordinated market economy where the relationship between the state and society can be seen as social corporatism. It is usually marked by proportional representation under the parliamentary system. This is one of the reasons why Anglo-Saxon shareholder capitalism needs ESG unlike the European stakeholder capitalism with ESG already embedded. There is a limit to ESG propelled by Korean companies. The most important reason is the fact that business enterprises are not ready to adopt stakeholder capitalism. Although Korean NGOs fall behind business enterprises in many capacities including resources and organization, the latters need to be monitored by the former that enlightens civil society for the understanding of the advantages of stakeholder capitalism. The contextual condition appeared “strengthening the authority of citizen and strengthening resident initiative”. The combination of causal and contextual conditions has emerged as a central phenomenon of \"resolution of regional problems and expectations for regional change\". The moderating condition, which is the condition that mitigates or changes the influence on the central phenomenon, was derived as \"confusion of identity about the role of the person\". As an action/interaction strategy for the mediating condition of “identity confusion about one’s role,” it was found that they responded through “self-esteem and a sense of achievement in public activities”. “Growth of participating citizens and strengthening local problem-solving capacity” was derived as a result of the public policy participation process. \u0000The policy implications through the analysis of the experience of participating citizens on the process of public policy participation are as follows.,First, it is necessary to diversify participation methods and opportunities such as expansion of open recruitment, and to strengthen the promotion of participation through various promotional media such as homepage, banner, poster, and text sending. Second, it is necessary to experience the results of participation and to establish a system in which the results of participation are reflected in policies and systems. Since the approach to the definition of transitional justice in Korea has been superficially made from the perspective of legal superiority, there has been a limit to academic and practical expansion. In addition, it will be to compare and verify the path dependence of the discourse on growth paradigm stipulated in each media company between the progressive and conservative governments. The results are as follows. First, JoongAng Ilbo's discourse on 'democracy and growth' during the progressive government is the epitome of neoliberalism, which puts the value of corporate activities first and ordered a small government that minimizes regulation and interference. Also, it was found that the Hankyoreh's discourse on 'democracy and growth' during this period mainly criticized polarization and neoliberalism. Second, it was confirmed that the JoongAng Ilbo’s discourse on ‘democracy and growth’ during the Lee Myung-bak and Park Geun-hye regime implemented a perpetuation strategy that glorified and rationalized the dictatorship. In contrast, the Hankyoreh newspaper's discourse on 'democracy and growth' during this period directly contradicted the logic of Park Chung-hee's re-evaluation, which had appeared in the conservative media and civil society since the previous period.
