{"title":"‘Care Income,’ the Post-Corona Era and the Possibility of New Civic Movement","authors":"Young-gyung Paik","doi":"10.35225/kdps.2022.17.2.191","DOIUrl":"https://doi.org/10.35225/kdps.2022.17.2.191","url":null,"abstract":"This paper aims to find a way to expand the care issue, which is emerging as an important social agenda in the post-covid 19 era, into a new area of civic movement seeking an alternative way of life. In Korea after Corona 19, the central and local governments have come up with various measures for the care. Yet they have not been able to promote caring as the central principle of social transformation. Accordingly, those who advocate a new social and ecological transformation after COVID-19 have underlined that care should be the central principle of social transformation, and emphasized the need for a new social movement and civic education that breaks away from growth in the era of climate crisis. However the policy measures to promote caring as the principle of social transformation are not clear at this point. Therefore, after tracing the trajectory by which care has emerged as an important social agenda at the global level after COVID-19, this paper investigates the concept of 'care income,' a proposed policy tool to promote care. Then, this paper will explore the condition for the new solidarity and possibilities based on care that can be created at the global level. {"title":"NGOs in the Era of COVID-19, What Are the Problems and How to Respond to?","authors":"J. Park","doi":"10.35225/kdps.2022.17.2.149","DOIUrl":"https://doi.org/10.35225/kdps.2022.17.2.149","url":null,"abstract":"The social structural changes caused by COVID-19 have multi-dimensional impacts on the environment in which NGOs are set to pursue humanitarian value being faced with such a magnificent disaster never heard before. Among them, it is most difficult for NGOs to respond when the demands for NGOs' activities soar up drastically while the financial supports for them shrink so suddenly. In response to these structural contradictions, NGOs will not only engage in self-innovation of personnel, organization, finance, risk, and goal priority management but will also strengthen cooperative governance with other NGOs, local communities, and governments and push ahead public forums, and further promote the transition to virtual movements. However, in the process, as the limitations of virtual society are revealed, it is inevitable to converge virtual and real societies. Being reminded of the contradictions between the government-sponsored activities of NGOs and constraints on the activities of NGOs by the governments, it is suggested to establish cooperative governance between state and civil society. And it is also suggested to search for cooperative relations between service providers and recipients to maintain the neutrality of humanitarian value pursued by NGOs.
