This means that the state in running its government follows the law (rule of law) and is not based solely on power without rules (authoritarian state). General elections are one of the main pillars of a healthy democratic system. This research is normative juridical legal research carried out by identifying and conceptualizing law as a real and functional social institution in real life. The approach used emphasizes empirical research by going directly into the field. The nature of this research is descriptive using a statutory approach and an analytical approach. As the holder of judicial power, the special judiciary must ensure the application of law and justice. The Special Election Court needs to have express authority to hear cases in its jurisdiction. It is necessary to consider whether a single body is in the capital city or per province. In the context of dispute resolution, there are also regulations regarding dispute resolution authority. This authority is not only limited to the jurisdiction of the judiciary, but is also given to parties who are mandated by statutory regulations to resolve disputes, both formally and informally. This research applies descriptive type qualitative research methods, using a literature study approach. The research results show that the transformation of Pancasila and Citizenship Education has undergone changes, namely in 1962, 1968, 1975, 1994, 2004, 2006, 2013, the Merdeka Curriculum. Curriculum development has become an important means in efforts to improve the quality of education, where curriculum development policies reflect the level of the quality of a country's education. Future education must be planned to address the expectations and challenges arising from change, with a sustainable education system, from preschool to higher education. Therefore, the government enacted Regional Regulation No. 2 of 2009 concerning traffic and public transportation. However, the reality on the ground shows that many pedestrians still do not feel comfortable using pedestrian facilities, enforcement of sanctions for pedestrian facility misuse is lacking, and many damaged pedestrian facilities are found such as potholed sidewalks, faded zebra crossings, and poorly maintained pedestrian bridges, which can disrupt pedestrian activities and also endanger passing motorists.In this study, the author employs the implementation theory by David C Korten (Haedar Akib, 2010), namely the theory of implementation suitability models which are reviewed from 3 indicators, including suitability between programs and beneficiaries, program suitability with organizations, and suitability of beneficiary groups (pedestrian communities) with organizations. This research uses qualitative research methods that are descriptive analysis, with data collection techniques from interviews, observations, and documentation. The results show that the implementation of the Pedestrian Facility Maintenance Policy in Pekanbaru City is still not in line with expectations and its implementation is not yet optimal. In Indonesia alone, elections have been held 13 (thirteen) times, but in its application there are often problems. Often there are election disputes due to different views on a provision that occurs between leadership candidates and fellow leadership candidates, or because there are certain public reports of a law in elections. Election disputes are the subject matter that is always challenged to the Constitutional Court. Although Law Number 35 of 2009 concerning Narcotics provides a legal framework, an overly repressive approach to law enforcement often violates individual human rights, such as the right to fair treatment and adequate recovery. Even though the protection of human rights is regulated in the Indonesian constitution, the reality on the ground often does not match the legal promises. For example, there are cases of human rights violations against narcotics users, which show that the implementation of anti-narcotics policies has not yet achieved a balance between law enforcement and human rights protection. In order for a child to be adopted to be legally recorded, it must go through the role of the Social Service which is then referred to the District Court for a decision. This research is because there are still many people who do not understand the process of child adoption, causing child adoption to be invalid and deviating from the law. So the aim of this research is to discuss child adoption procedures which are related to the role of the Social Service in terms of the feasibility of adopting a child based on Government Regulation Number 54 of 2007 and analyze the factors that hinder child adoption. The research method used is empirical juridical, where researchers examine data obtained directly from interviews with Judges at the Tanjung Karang Court and the Head of the Lampung Province Social Service as well as Academics for Empowerment and Protection of Women and Children by looking at the operation of the current laws. This research uses a qualitative approach to data analysis. Qualitative research always focuses on phenomena involving humans, carried out in a natural, comprehensive and interpretive manner. The results of this research show that what causes many child adoptions to be illegal is due to Indonesia's diverse legal order, namely Islamic law, customary law and positive law, resulting in the concept of child adoption being different in each region. Public street lighting (PJU) is a form of public service that the public has the right to enjoy as regulated in Minister of Transportation regulation number 27 of 2018 concerning Street Lighting Equipment. The Karimun Regency Government, through the duties and functions of the public housing and residential areas service (PERKIM), Karimun Regency, is the agency that organizes public street lighting (PJU). This research was conducted using Merille S Grindle's theory (2011) which was influenced by two large variables, namely the content of policy and the implementation environment, using descriptive research methods and a qualitative approach. The aim of this research is to determine the Communication Strategy of the Tunggal Dara Program in Tlogosari Kulon Village, Semarang. This research uses the theory of communication strategy stages which consists of: analysis and planning, design and implementation of plans, implementation of strategies, follow-up and commitment, and tracking of results. This research uses a qualitative descriptive approach with data collection methods through in-depth interviews and observation. The research results show that the stages of the communication strategy in the Tunggal Dara program are as follows: 1) Cadres carry out analysis by directly monitoring hygiene activities in the community and planning for the success of the Tunggal Dara program is carried out in collaboration between government sectors to tackle dengue fever; 2) Design socialization to support the Tunggal Dara program through pamphlets, applications and websites as well as various posts on social media, as well as communication between cadres and community leaders for the smooth running of the Tunggal Dara program in the community; 3) Implementation of strategies using persuasive communication techniques with outreach regarding the Tunggal Dara Program to break the chain of dengue fever. 4) The Tunggal Dara Program requires increased outreach and direct visits to the community as well as increased complaint services both offline and online, as well as additional administration of pesticides to reduce the growth of larvae. mosquito; 5) Tracking of results is obtained through recapitulation of PJN reports which are routinely reported by the public every week. The success of the Tunggal Dara program can be seen from the decrease in the number of dengue fever sufferers who can be accessed through the Tunggal Dara Program application or website.
