In this context, the IMIS software package has been developed, combining, in a modular programming strategy, an easily upgradable graphical user interface, using the Tcl/Tk toolkit, with high performance image processing techniques, such as 3D lossless multiresolution image compression for telediagnosis on narrow-band ISDN networks. Two criteria were employed, just noticeable difference and largest tolerable distortion. Compression tolerances differed among pathologists, but conformed to well defined upper and lower limits. The level of tolerable compression was significantly larger for the second criterion. Wavelet decomposition is performed such that the low frequency band is of CIF order, which forms a low-resolution core of the full sized video, and is coded by MPEG. The high frequency wavelet coefficients are coded by the proposed virtual zerotree which encodes the wavelets more efficiently than the simple zerotree. Embedded in the scheme is also the hierarchical motion compensation that gives high performance with a large capable compensation range, requires minimum computation, and reduces overhead motion information. CBR transmission has many advantages from the networking standpoint: multiplexing, bandwidth allocation, user/network contractual agreement, and network-usage tariff are all simpler under the CBR transmission framework. This paper considers how to deliver video over a CBR channel. It introduces a new concept called lossless aggregation for the transmission of a bundle of stored videos over a common channel. No data is dropped during the adaptation process and hence it does not cause any image degradation. However, the character structure must be preserved. A preprocessing algorithm is presented and applied to a writer-dependent hand-written character recognition system. The pre-processing stage provides a medial axis polygonal representation of each character which preserves the character structure, and efficient data reduction, without introducing artifacts such as false limbs, \"necking\" and spurs. This clean character representation allows dynamic information to be recovered. A dynamic feature extractor and a statistical classifier based on dynamic component warping is described. While using the fractal model, the most important procedure is measuring the fractal parameter H (the Hurst coefficient), which is directly related to the fractal dimension. The Wigner-Ville distribution (WVD) is a time-frequency representation with excellent time and frequency resolutions. We propose a one dimensional WVD method to measure the fractal parameter H. Furthermore TCQ can be incorporated into a transform coding structure (such as the discrete cosine transform) for encoding monochrome and color images with fixed rate or entropy-constrained schemes. In all these cases an expanded codebook is partitioned into subsets used to label the branches of an appropriate graph (trellis). For a given data sequence, the Viterbi algorithm is then used to find the minimum mean square error path through the trellis. We present a generic architecture scheme that can be easily adapted to the different TCQ image compression methods. Height estimates based on theoretical considerations have been compared to empirical height estimates and although the estimates are often consistent, it happens on occasion that they differ by a wide margin. The reasons for this discrepancy are often either temporal decorrelation or spatial decorrelation. Spatial decorrelation occurs when the two SAR collects are not properly aligned in space to ensure that the Nyquist criterion is satisfied. That is, the baseline between the two collects is too large. If the baseline is indeed too long, then standard SAR interferometry will not be useful in generation of a digital elevation map. The second major source of elevation error is temporal decorrelation. This occurs when the terrain being imaged has changed between the collection of the first SAR image and the collection of the second SAR image. Temporal decorrelation can happen if, for instance, snow falls on the day of the second collection. Clearly in this case all phase information is destroyed. In shape-from-shading (SFS) the goal is to reconstruct height information from its two-dimensional intensity image. This paper presents a method for computing a digital elevation map by combining the principles of interferometric processing with the procedure of SFS. A novel improvement to the SFS algorithm is presented, and it is shown that SFS provides a valid estimate for the phase gradient in those areas of the image where the phase has been destroyed by temporal decorrelation.
