The economic basis for such a transformation is created by the corresponding restructuring of the fixed capital from the participating countries, which determines the outstripping growth of GDP, and at the same time of national wealth. Thanks to its outstripping growth, the BRICS Group has become the most sustainable source of global economic development on the planet. Over 15 years of stageby-stage integration in the BRICS countries, a fairly complete picture of workable mechanisms of multilateral investment cooperation at all levels has been formed. At the same time, joint and national development institutions have been created and are successfully functioning, which form the institutional infrastructure of multilateral cooperation. With a huge and far from investment saturation potential of international production and codevelopment, the BRICS countries are, to varying degrees, interested in attracting global technology-oriented FDI. However, starting from the initial focus on the development of real production, the BRICS countries inevitably find themselves involved in the existing world economic order with the dominance of monetarist methods of managing economic systems and processes. The author pays special attention to the obstacles that impede the interregional interaction in recent years. Some other difficulties and prospects in concluding new bi-regional agreements, including «EU-MERCOSUR» Treaty are analyzed. Also, the dynamics of economic cooperation during the first two decades of the 21 st century are traced. The article focuses on the specific characters of mutual foreign trade during the pandemic period. At the same time the author explores the promising forms of interregional «EU-LCA» interaction in the near future. The article shows that during the pandemic a wide range of interregional communication remained within the framework of common economic interests, among them the cooperation in the healthcare, in solving climate problems, investing in renewable energy sources, in protection of the multilateral trade system and searching synergies between the trade policy and the global Agenda 2030. The inclusion of challenges of sustainable development is the important task for partnership agreements with Mexico, Chile, and MERCOSUR - EU format. The European Union remains its status of a leading investor and the donor in the framework of official development assistance (ODA) programs for LCA countries. The author concludes that the post-pandemic period will be characterized by the certain adjustments in the global economic relations in a short-term perspective, especially in the recovery process from a sharp decline in the macroeconomic indicators on both sides of the Atlantic. Under the new conditions, the fragmentation of regional integration may intensify in the foreseeable future, and the role of the state in national economies may increase. Degterev, Omar Sidibe","doi":"10.31249/ape/2022.04.03","DOIUrl":"https://doi.org/10.31249/ape/2022.04.03","url":null,"abstract":"The French military presence in Mali is considered in the context of other instruments of the first-level structural power (according to Suzan Strange) - in the fields of economics and law (OHADA), finance (CFA zone), distribution of knowledge (France 24 and TV5 Monde). It is shown that the former metropolitan power itself acts as a sub-empire of the «collective West» led by the United States with its own zone of influence (French-speaking African countries), and its potential is complemented by Western structural power (NATO, OECD, Bretton Woods Institutions, etc.). However, it is the military factor, including regular operations in Africa, that acts as the most important tool of French influence on the continent. The article examines the system of bilateral agreements in the military sphere between France and Mali, but the focus is on the current stage of development of the situation in the Sahel: the events after the overthrow of M. Gaddafi, when jihadist activity intensified in the region, in response to which the French operations Serval and Barkhane were launched. The phenomenon of France's «situational multilateralism» in the field of security and peacekeeping is being investigated, when the UN forces (MINUSMA), the EU forces (EUTM Mali, EUCAP Sahel, Takuba) and local actors (G5 Sahel) become its partners in the implementation of operations depending on the situation. At the first stage of the intervention, France and its partners managed to somewhat stabilize the situation, but the further build-up of the military component did not lead to a clear improvement in the situation. In the current circumstances, the military leadership of Mali has bet on the withdrawal of France from the country and on the search for new security allies, primarily Russian assistance. On one hand, Hungary builds its relations with Poland, Slovakia and the Czech Republic in the context of the decisions taken within the framework of the Visegrád Group, on other hand, through bilateral cooperation. The author notes that Hungary is confident in its ability to defend its interests more effectively in the EU and beyond, using the format of the Visegrád Group. V. Orban’s government seeks to maximize the expansion of political and economic cooperation between the states of the Visegrád Group. Nevertheless, Hungary’s increased interest in developments related to the situation of the Hungarian minority in Slovakia complicates contacts between Budapest and Bratislava. The article emphasizes that the position of Hungary coincides with the positions of its partners in the Visegrád Group on most issues on the international agenda (migration crisis, EU development prospects, assessment of Ukrainian and Belarusian events, accession to the EU of the states of the Western Balkans and Turkey). At the same time, Hungary’s policy does not always find understanding among other members of the Visegrád Group due to Hungary’s close relations with Russia and a tough stance on Ukraine’s language policy. The interaction at the political and economic levels, the results of the meetings and negotiations are noted. A wide range of topics, interesting for the parties, is identified. Particular attention is paid to the migration crisis of 2021 on the border of Belarus and Lithuania, its causes and consequences. The chronological framework of the article can be divided into two parts. From 2014 to 2017, Belarus relations with Latvia and Lithuania can be characterized as quite productive in developing trade and economic cooperation. Period between 2018–2021 was more complicated in building bilateral relations. Despite the certain economic successes, the economic crisis was developing. Acute contradictions in relations became especially evident in 2020–2021: they include political, energy and migration crises. The conclusions are made about the current state and the future of bilateral relations between Belarus–Latvia and Belarus–Lithuania. Counterterrorism is carried out by US ministries and departments in close coordination and interaction with each other, with the wide involvement of the resources of various public associations and civil society structures. At the same time, the activity of US law enforcement agencies to counter terrorism at the federal level (in the US executive branch) is largely decentralized and is carried out mainly by the forces of five key ministries and departments: the Department of Defense, the Department of Homeland Security, the Department of Justice, the Department of the Treasury and the United States Postal Service; moreover, the US Department of Homeland Security plays the role of a system integrator – an «umbrella structure», which brought together under its leadership various departments and services involved in the fight against terrorism (except for the CIA and the FBI). The American strategy of combating terrorism is based on the principles of inevitability of punishment, «no negotiations and concessions», and pressure on countries that, to one degree or another, «support» terrorism. In general, the system of combating terrorism in the United States is modern and meets the latest realities, challenges and threats in this area. It is constantly being improved and reformed, increasing its effectiveness. Fourquet, is more often called the «archipelago». Social splits in it run along many lines: socio-economic inequality is growing, socio-territorial disproportions are growing, and the conflict of generations is becoming more and more visible. France is not the only country where social divisions are strong, but its feature is that 56% of GDP is redistributed by the state, according to this indicator, France is the leader of the EU. Generous social policies help to fight poverty, but they don't save the middle class. Its numbers are dwindling and fragmented. The «pauperization» of the middle class is one of the most serious social consequences of France's entry into the global information economy. Another consequence of this process is the division of workers into those who have joined the open knowledge economy and those who have been left behind. Contradictions between generations are growing, French youth are «plunging» into poverty. Socially homogeneous territories are formed within the country, which means that different social classes and groups no longer «meet», and each lives in his own space.
