{"title":"RUSSIA'S INTERACTION WITH LATIN AMERICAN COUNTRIES IN THE CONTEXT OF A GEOPOLITICAL FRACTURE","authors":"P. Yakovlev","doi":"10.31249/ape/2022.03.10","DOIUrl":"https://doi.org/10.31249/ape/2022.03.10","url":null,"abstract":"For a number of solid reasons, Latin America has an independent geopolitical and geo-economic significance for the Russian Federation, that was clearly manifested in connection with the crisis events in Ukraine in 2022. The article shows that over the past two decades, on the track of Russian-Latin American relations, there has been an accumulation of experience of mutually beneficial cooperation in the political, diplomatic, trade and economic fields, which persisted despite sharp changes in the global economic situation, deep crisis shocks, as well as unfavorable internal circumstances. The maximum expression of the Russian-Latin American rapprochement was the establishment of a strategic partnership with a group of states of this region. Interest in interaction with Latin American countries has grown especially during periods of sharpening of Moscow's contradictions with the collective West. This was the case in 2014 after the reunification of Crimea with Russia and was repeated in connection with the financial and economic war of the United States and the European Union against the Russian Federation, which became a reaction to the special operation of the Russian armed forces in Ukraine in 2022. In the current radically changing international conditions, the intensification and filling with new content of interaction with Latin America, especially in the trade and economic sphere, can and should become part of Russia's long-term strategy aimed at the priority development of relations with non-Western states. {"title":"Emmanuel Macron's neoliberal revenge","authors":"G. Semeko","doi":"10.31249/ape/2021.03.03","DOIUrl":"https://doi.org/10.31249/ape/2021.03.03","url":null,"abstract":"France is currently going through a rather difficult period of reforms carried out by President Emmanuel Macron in order to bring the economy out of prolonged stagnation and restore the country's «greatness» in the world. Macron's reform initiatives, based on monetarist recipes and the concept of supply-side economics, are considered in the context of the global trend towards economic liberalization that began in the 1970 s and included most developed and developing countries. Until now, changes in France have been slow, with a great lag from other European countries and accompanied by mass protests of the population, because they run counter to the principles of the post-war dirigiste socio-economic model. France went through a long period of liberalization and retreat of the state, and the French model of the market economy has acquired a kind of hybrid character: it is no longer a dirigiste, but also neither a liberal model of the classical (Anglo-Saxon) type. The President set a task to bring the neoliberal transformation of the French socio-economic model to its logical end by reforming institutions that do not meet modern challenges. The article analyzes the most important reforms that were carried out by French presidents before E. Macron, in order to reduce the public sector, change labor law and collective bargaining procedures, reduce social expenditures of the state, etc. The role of E. Macron in neoliberal reforms during the presidency of F. Hollandeis shown. Particular attention is paid to the tasks and content of E. Macron's landmark reforms, including the reform of labor legislation, tax reform, the reform of the state monopoly in the field of railway transport, and the incomplete pension reform. The President has surpassed his predecessors in terms of the scale and significance of neoliberal reforms. {"title":"Germany’s security and defense policy : transformation in the context of the COVID-19 pandemic","authors":"P. Trunov","doi":"10.31249/ape/2022.01.10","DOIUrl":"https://doi.org/10.31249/ape/2022.01.10","url":null,"abstract":"The COVID-19 pandemic has created significant obstacles to the implementation of national foreign policies, including the reduction of the resource base. This article analyzes the schemes and forms of government activities that can reduce the negative impact of the pandemic factor. The object of the study is the Federal Republic of Germany, which is currently at a turning point in its development: the end of A. Merkel’s «era» (autumn 2021) is accompanied by a large number of unresolved foreign policy tasks that prevent Germany from establishing itself as a world power. The article provides a detailed overview of these tasks and the ongoing efforts to solve them, presented on a problem-geographic principle. Issues related to the restart of relations between Germany and the United States under the Biden administration, the FRG’s involvement in building up the political and military potential of the EU, as well as the dynamics and nature of the FRG’s dialogue with the leading European NATO member states – Great Britain, Italy and especially France – are analyzed in the context of the ongoing pandemic crisis. Particular attention is paid to the problems associated with deepening cooperation within the framework of the German-French tandem. The paper also explores the difficulties that have appeared during the pandemic and new opportunities for expanding the political and military presence of Germany in Libya, «G5 Sahel» countries, Syria and Iraq. The consequences that a decision of the United States to carry out the «deal» with the Afghan Taliban may have for Germany are analyzed. The FRG’s attempts to strengthen its positions in the post-Soviet space and the Far East are presented in the context of deteriorating relations with the Russian Federation and China.
