The analysis is made on the comparative advantage and competitive advantage by means of local quotient index. The study shows that the overall growing trend of green food industry in Heilongjiang province is likely to increase fluctuate, which belongs to the advantageous region of green food industry in China, the competitive advantage is more obvious after 2001. Principles to determine the index system is presented by analyzing a variety of technical factors and uncertainties. According to the principle of “task center and systemic argumentation”, the index system of operational capability evaluation of Engineering Regiment is established which consists of more than 20 categories of indexes. A matter element model of the level evaluation to assess the operational capability of Engineering Regiment is built up by combining quantitative analysis with qualitative analysis. The multi-ingredient fighting efficiency assessment is transformed into the single-object decision and the evaluation values can directly show the integrative level of the operational capability of Engineering Regiment. In order to find the different effects on industrial economy, stimulating effects of these factors in east, central and western regions were estimated by using Cobb-Douglas production function. There are regional differences in the effects of the factors mentioned above. The main driving forces of China's industrial growth are still capital investment and labor input. The capital investment plays a larger role in the eastern and western regions, compared with the central region. The effect of public financial policy is not significant in the western region. The technological progress has not become the main driving force of China's industrial growth. The method provides analysis of the relationship between control parameters, and the framework and strategy of solving the optimal design and control, and the systematic method of optimal design. Therefore, Windmill-like crystal cell group (WLCCG) is designed and have the abilities of moving, self-reconfiguring, changing azimuth of the other modules and carrying other modules. The motion is similar to the molecular motion. Thus the reconfiguration processes from initial configuration which are constructed by 24 modules to “H” configuration can be realized. In the process of planning the sequence of module connecting, disconnecting and rotating, the paper found that the robot configuration made of four WLCCGs can realize reconfigurable moving function. The algorithm based on the gradient of the potential field is used in planning the moving path of robot composed of WLCCGs.
