In discussing these approaches, it considers exemplars of “problem-driven” research. With respect to research on deliberative democracy, problem-driven research may be characterized as research that is inspired by, and that seeks to contribute to the resolution of, substantive problems associated with the political project of deliberative democracy. The chapter illustrates what problem-driven research looks like by considering three qualitative exemplars of it: one involving speech analysis, another involving ethnography, and a third involving comparative case studies. Each exemplar is concerned with when and how citizens deliberate. Examples include the Oregon Citizens’ Initiative Review, Participatory Budgeting (multiple locations worldwide, including “100 Percent” of some municipality budgets in Australia), the Danish Board of Technology’s Consensus Conferences, Deliberative Polls (even in China), Citizens’ Juries (in numerous democratic states), and grassroots Constitutional Conventions in Ireland, Iceland, and Belgium. It is unclear, though, whether such efforts collectively amount to a social movement. Institutionalization has been difficult to achieve, chiefly because power is rarely given up or shared. Nor can we say whether deliberative democracy initiatives have reached a tipping point at which current political practices might begin to take on a more deliberative form. But how systems come to merit that adjective rather than any other is still an open question. This chapter addresses that by way of four subsidiary questions, which result in claims that deliberation is just one of several communicative modes in a democracy; that practices and systems need to be seen in light of power relations, especially agenda power; that systems are often better seen as processes, not venues, dynamic things occupied by purposive agents and not just formal, static relationships between institutions; and that the deliberative quality of a system might be best thought of in summative rather than additive terms. But this environmental promise comes with attendant perils with respect to democratic deliberation as both a form of politics generally and a strategy for environmental protection. Developing over more than a quarter-century, conceptual advancements in our understanding of deliberative democracy theory have enriched our understanding of potential contributions to environmental politics and governance, while our knowledge of what works, derived from careful empirical studies of innumerable natural experiments, has expanded as well. Despite the intense scholarly interest in mini-publics, to date their role has been fairly marginal in democratic polities. The chapter opens with an introduction to the variations in the design of mini-publics. We then review empirical evidence on the internal practice of mini-publics and argue that their capacity to support high quality deliberation explains the growing interest in these institutions. Finally, we analyze the possible roles of mini-publics within the political process. In both practical and normative terms, mini-publics tend to be perceived as consultative bodies. The paper first unpacks the historical roots of Indian deliberation, emphasizing the ways in which religious traditions fostered a culture of debate and dialogue. The paper then explores the interplay between Western liberal philosophers, most notably Henry Maine, and Indian political thinkers, including Gandhi and Ambedkar, on participatory democracy in India. The discussion then highlights the continued dialogue between Indian and Western ideas in the push for greater participatory development.
