The analysis of the actual data on the results of the reform of control and supervisory activities in the Russian Federation, as well as the analysis of the results of the activities of control and supervisory authorities in the field of education. A special place in the article is given to the institutional foundations for improving control and supervisory activities in the Russian Federation and the types of state control (supervision) in the field of education. The authors have identified the main trends in changes in the regulatory legal framework for the implementation of control and supervisory activities of public authorities in the field of education and the basic principles of the formation of a new model of control and supervisory activities within the framework of the ‘regulatory guillotine’ mechanism — monitoring, prevention and risk-oriented approach. The basic principles of the introduction of a risk-based approach into the control and supervisory activities are analyzed, the system of attribution of objects of control in the field of education to a certain risk category is described. The directions of digitalization of supervision in the field of education are presented. The main tools of control and supervisory activities in the field of education are identified and characterized: licensing and accreditation of educational organizations. The results of the study revealed that university teachers have a positive attitude to the methods of stimulating research and teaching staff performance applied in higher education. At the same time, the degree of teachers’ satisfaction and evaluation of systems’ effectiveness directly depend on the specifics of their application in a particular higher education institution. The results of the study confirm the overall trend towards increasing importance of scientific components in the performance evaluation of research and teaching staff at universities. In recent years, many scientists and teachers have begun to pay special attention to the application of Neuro-Didactics principles in the process of conducting classes. Neuropedagogy is a relatively young science, which is an instrument of interaction between cognitive neurosciences and didactics. Its goal is to use the results of research on the characteristics of the human brain in relation to learning and memory for didactics and make them suitable for use in the educational process. Our study is intended to provide insight into the most important findings and thus suggest new ways to effectively teach students in continuing professional education (CVE). The paper presents a description of the brain system, in particular the frontal, parietal, occipital and temporal lobes. The limbic system of the brain is described and its most important functions related to learning are identified. Descriptions of the influence of age and gender factors on the learning process are presented. The main provisions of Neuro-Didactics are analyzed and author’s Neuro-Didactics principles are developed. The main provisions of Neuro-Didactics of European scientists and practitioners are given. {"title":"Dichotomy of “elite-masses” in the ideology of the systemic opposition of modern Russia","authors":"M. Kozyrev","doi":"10.20339/am.11-23.091","DOIUrl":"https://doi.org/10.20339/am.11-23.091","url":null,"abstract":"The purpose of the article is to identify the features of the social opposition between the population and the systemic opposition based on the analysis of the ideology of the latter. The methodological basis of the work is the concept that a certain social position corresponds to certain points of view and a type of thinking (total ideology). As a result of the study, it was concluded that despite the oppositional nature of thinking, the attitude towards the population and the habitus of the counter-elite correspond to high-status positions in the social hierarchy. Apparently, they have occupied the niche of professional opposition politicians, which makes it possible to extract all the benefits they need. The established social and political order suits them and they are not going to change it, and they do not intend to wage a life-and-death struggle for the positions currently occupied by the ruling elite. The circle of social contacts is unlikely to go beyond the elite and near-elite strata. Accordingly, they do not represent or protect the real interests of any other social groups, except for their own. For the parties of the systemic opposition, the population is exclusively an object of influence, it is denied subjectivity. The political struggle for the most part remains out of sight of the masses, which is carried out exclusively for the status positions of the ruling elite. The systemic opposition is deeply conservative despite its “left” or “right” slogans. The object of the study is Gymnasium No. 52 at the Don State Technical University (Rostov-on-Don), the subject of the study is the processes aimed at developing didactic approaches to digitalization in the educational activities of the gymnasium, with deep involvement in the professional, project, research work of gymnasium students for further study at the university. In the course of the theoretical analysis, the content characteristics of the didactic approach in the aspect of digitalization of education (methodology, competencies, tools, technologies) are clarified. Based on didactic principles, the attitude, involvement and perception of digitalization of education in the gymnasium and at the university were empirically determined. The theoretical object of the study is socially oriented startups as a social phenomenon, the empirical object of the study is students of one of the leading economic universities in Russia — the Financial University under the Government of the Russian Federation. The results of in-depth interviews and quantitative research were interpreted. The results of the study showed that students see the commonalities and differences between such key concepts as “entrepreneurship”, “socially oriented entrepreneurship” and “socially responsible business”. A socially-oriented startup, in the students’ opinion, is an enterprise that is created with the goal of solving social problems and improving the well-being of society. Students are interested in creating socially oriented startups, although most of them, by their own self-assessment, do not have a sufficient level of knowledge in the field of socially oriented entrepreneurship. Students are aware of the risks that may arise when creating socially oriented startups. At the same time, students do not have a clear understanding of what the sources of funding for such projects may be, the criteria for assessing their effectiveness, how they differ from socially oriented non-profit organizations (hereinafter referred to as SO NPOs), etc. Respondents are quite pragmatic in their assessment of the opportunities that open up for student startups in the process of interaction with SO NPOs.","PeriodicalId":179308,"journal":{"name":"Alma mater. The author sees the full development of comparative pedagogy as a valuable branch of knowledge through its expansion not only in breadth, but also in depth. The interest in comparative studies of preschool education is explained, according to the author, by the recognition of childhood as a valuable period in a person’s life — an idea coming from F. Fröbel. It is proved that F.
