The intensification of military-political tension led to the formation of new centers of power and gravity, which in turn led to the concentration of weapons and general militarization. Changes in the world order as a result of military conflicts and an increase in hot spots in the world, an increase in threats and the formation of centers of military gravity, the inability of existing institutions to resolve the situation lead to the need to develop new security mechanisms. The main purpose of the article is to identify the key features of regional militarization in the modern world, to identify key centers for the formation of regional associations, and especially in Eastern Europe. The Methods/Approach of the article is a comparative analysis of regional characteristics and levels of militarization. Conclusions. Studies show that in recent years there has been an increase in the level of militarization of individual countries and the highest level is demonstrated by the countries of Eastern Europe (including the Baltics). This is primarily due to the increase in threats and the escalation of the conflict in Ukraine from Russia, as well as the increase in the intensity of previously unleashed conflicts. The increase in the degree of military-political tension leads to the need to form centers of power that could deter certain forces and threats in the regions. Previously, only weapons of mass destruction were defined as such forces, but in the modern world a new world order is being formed that could ensure the stabilization of the situation in Europe, given the presence of a fairly strong center of military power and the threat from Russia. Militarization trends indicate an increase in the quantity and quality of weapons in a region that could potentially be in the circle of Russia's geopolitical interests. Authors study ownership rights as well as reviews the models of the proprietary rights in the modern holding chains and models of the securities holding systems, such as direct, indirect and mixed. Then author reviews the multi-tiered system of intermediation holding and proprietary rights in it under the discourse of the Latvian law, which stays on the position of the individual ownership model. This model contemplates that the end-investor has complete ownership on the securities and argues that ownership rights on intermediated securities, which are confirmed by the intermediary to the end investor under Latvian approach is a current legal fiction. Objectives: The study aims at continuing development of the securities law theory, while its task is to characterise the ownership rights on intermediated securities from the point of view of Latvian law and practice. Methods/Approach Scientific research methods – both comparative and analytical – is used in the process of drawing up of this article. Results: Authors come to conclusion that the scope of the rights confirmed by intermediary is narrower than scope of the “classic” legal ownership rights.) as well as states that the type of account is the additional attribute which allows to determine the status of the proprietary rights on securities entered in. Torque equations are constructed in the presence of jumps in solutions. For a system of differential equations with random coefficients, the case when the heterogeneous part of the system contains random processes such as white noise is considered. The ideas of A.M. Kolmogorov and V.I. Zubov on the analytical definition of random processes have been developed. In particular, non-Markov processes are investigated, which are determined by systems of linear differential equations with a delay in the argument. With the help of stochastic operators, fundamentally new results were obtained for non-Markov random processes, from which the main known results for Markov processes emerge. Methods and algorithms of analytical determination of finite-valued and infinite-digit random processes are proposed. The methods of studying the behaviours of the matrix of the second moments of some important classes of stochastic systems of equations are given because many optimization problems are reduced to the minimization of such a matrix. The article is devoted to the tasks of development of unified automated intelligent analysis and control technologies indeterminate RTU processes in case of uncertainty. Methods / Approach: To achieve the goal a new model of the concept of formation of automated intellectual technologies of RTU is offered, implementation of which is based on a modular platform of unified analytical services designed for effective solution of certain typical tasks (diagnosis, classification, forecasting, management, etc.). The concept as a system includes stages of research of properties of processes, theoretical and methodological basis and methods of modeling and automated control, scenarios and intelligent acceptance procedures decisions in case of uncertainty. Results: As examples of application of the concept to the formation of unified technologies RTU presented intelligent services for diagnosing processes with several categories of uncertainty, as well as analysis and forecasting the parameters of anti-resistance processes. The analysis procedures developed in the article differ using the scheme of fuzzy control method Takagi-Sugeno adapted for diagnostic tasks with the uncertainty of different types (statistical, fuzzy, etc.), which is provided by the use integrated indicator – the reliability index, as well as the formal capabilities of the individual accounting for the importance of controlled variables of the process model together for all rules of diagnosis, and for each rule separately. By aggregating the levels of time series of non-deterministic RTU processes developed and researched correct mathematical models and algorithms designed for unified procedures classification and research of properties of anti-persistent processes of railway transport. Conclusions: In order to develop unified intelligent automated technologies RTU developed a concept analysis and management of non-deterministic RTU processes in case of uncertainty based on the platform analytical services. Particular attention is paid to the analysis of statistical data on employment and unemployment in the labor market of Dnipropetrovsk region, as well as a comparative analysis of the number of unemployed persons and the number of vacancies as the main indicators of supply and demand in the labor market of the region. Objectives: The purpose of this study is to analyze the current trends of supply and demand in the labor market of the Dnipropetrovsk region. Methods/Approach: The quantitative and qualitative methods were used to analyze statistical data posted on the website of the Office for National and Regional Statistics and Regional Employment Center. Results: The results of the investigation are presented in the form of diagrams, which clearly show the disproportion in the labor market of the region, and we can make a conclusion that the supply of labor far exceeds demand, almost twice. {"title":"To the question of the importance of combating the shadow economy in Russia","authors":"S. Pyankova, M. Thus, the UK faced this problem in the 1960s–1970s, the USA in 1970–1982, and in Russia this stage began in 2013 and continues to this day. The factor that makes it difficult to get out of it is the presence of underdeveloped regions within this country, i.e. the une-venness of its spatial development. This factor, in turn, may be due to some other negative circumstances. The present study is aimed at establishing the key of these circumstances and at developing possible ways to level it. Methods: study of the hypotheses presented in the scientific literature and their verification using regression analysis. Results: it has been established that a number of threats to the economic security of Russia, which includes the une-venness of its spatial development, is a connected chain, the initial link of which is a significant level of the shadow economy, amounting to more than 30% of GDP, due to the high scale of corruption. Conclusions: the main tool to combat the shadow economy in Russia, necessary to ensure its economic security, is the improvement of anti-corruption policy, the main goal of which should be to increase the CPI to 70-85 points. In these circumstances, it is particularly important to carry out qualitative systemic studies designed to analyze the current state, trends and structural changes of national economies under the influence of foreign trade. Such studies require objective statistics and methodological support. The purpose of the paper is to analyze the benefits of the trade cooperation between Ukraine and Middle East and North African (MENA) countries and to determine the possibilities of the use of results in a development of fundamentals of Ukrainian trade policy. The approaches of international organizations to the classification of MENA countries considering the characteristics of the region driven by historical, political and cultural factors are investigated. The comparison analysis of indicators reflecting the foreign trade policy and countries' attitudes towards improving export support in Ukraine and MENA countries is made. The study presents the original recommendation system, which delivers suggestions based on content and collaborative techniques and addresses the major issues in this field. The focus of the paper is hybrid recommendation systems in e-commerce on the market with a low level of implementing recommendation systems techniques. The market of recommendation systems in Ukraine, their main features are analysed. The methodology to developing hybrid recommendation systems that is relevant to the needs of Ukrainian e-commerce market is proposed. The hybrid recommendation system includes recommendation systems in four categories: Personalized recommendation, Best buy, News, Recommendation according to the survey. The alternative approach to product evaluation in proposed recommendation systems based on a combination of Wilson, Bayes, and Hacker methods is used. It is shown that this approach can be successful for recommendation systems in Ukraine.
