Tkachuk","doi":"10.17721/2521-1706.2022.13.6","DOIUrl":"https://doi.org/10.17721/2521-1706.2022.13.6","url":null,"abstract":"The article examines the relationship between two leading countries – Great Britain and the United States, which had a significant impact on international political situation in the world in 1930s and still have nowadays. As a vector of research, the author takes the factor of the Japanese militaristic regime because of the rather similar current geopolitical situation due to the aggressive actions of Russian Federation. According to this, the author aimed to conduct a comprehensive analysis and his own assessment of the impact of Japan’s behavior in the international arena on the development of British-American relations in various fields. The chronological boundaries of the study are the period from the Mukden incident ‒ the beginning of Japanese invasion in the north-eastern part of China (September, 1931) to the conclusion of Berlin (Tripartite) Pact between Japan, Italy and Germany (September, 1940). Methodology: the article uses a comparative-historical method to compare and analyze the influence of Japan and Germany on the foreign policy of London and Washington, as well as descriptive method ‒ to identify the essence and features of British-American relations during 1931–1940. The use primarily of a wide base of diplomatic documents, archival sources from the F. D. Roosevelt Digital Library, cabinet papers of the British government allowed the author to apply the systematic approach and the principle of objectivity working with only verified facts and their comprehensive assessment. Scientific novelty: for the first time in Ukrainian historiography the author analyzed and rethought the process of how did Japan’s aggressive actions influence on US-British relations on the eve and beginning of World War II regarding the current geopolitical situation. The author concludes that the leadership of the United States and Great Britain did not realize the threat from Japan in time, that their inconsistent actions only contributed to the rapprochement of Tokyo with Nazi Germany and Fascist Italy, culminating in the formation of a tripartite military alliance («axis»). According to the author, the ambiguity of the position of London and Washington caused primarily by the struggle for spheres of influence in the Pacific area and trade conflicts between them in general. {"title":"To study the US history in the 21st century: challenges, research optics, opportunities. Interview with professor Jennifer Klein","authors":"O. In the election campaign, his team saw it necessary to emphasize the idea of national unity around American democratic institutions and values. These values are interpreted quite traditionally for the U.S. — from the national exceptionalism ideology prism. History plays a significant role here: it increasingly fills ideological vacuums and becomes a tool for legitimizing political or economic action. Such political rhetoric today is only one of the symptoms of a general turn. A new revisionist wave in academic history is currently underway in the U.S. It reflects not only the topical debatable issues of American national history but also the ideological and constitutional crisis in the country. The content of discussions surrounding history teaching in educational institutions demonstrates the continuity and durability of this problem, which has been ongoing for more than 70 years. The transnational turn in American Studies increased attention to scientists’ research outside the U.S. and initiated the distancing of academic research from the dominant national mythos. However, in Ukraine, most research remains in the outdated Myth and Symbol School paradigm. Jennifer Klein, Professor of History in the field of 20th Century U.S. history at Yale University, specializes in social history and considers its approaches and methodology the most promising in understanding the origins of modern socio-economic and political trends. This article presents the interview with Professor Klein conducted in July 2022. {"title":"Peace Corps in the context of new horizons of the policy of John Fitzgerald Kennedy","authors":"S. F. Kennedy after the Second World War. The activity of the Peace Corps, founded by the 35th president of the USA, is analyzed. The purpose of the article is to analyze the main aspects of the Peace Corps activity as a component of the US President J. F. Kennedy’s «New Horizons» policy in the context of the possibility of development and use of volunteer activities in the implementation of the country’s foreign policy. The work uses general scientific methods of knowledge: historical (reveals the factors of the formation and development of the Peace Corps in historical retrospect), systemic (makes it possible to draw a complete picture of J. F. Kennedy’s foreign policy related to the struggle between democracy and totalitarianism), axiological (determines the value the essence of the institutionalization of volunteerism, its content as a type of social activity that has a humanistic potential for strengthening peace and friendship between people of different nationalities and cultures). The scientific novelty of the obtained results consists in obtaining a holistic systemic view of the peculiarities of the implementation of US state policy in the field of regulation of volunteer activities for solving foreign policy tasks. Conclusions. Summing up, the author confirms the importance of the Peace Corps as the most important element of the strategy of the US President J. F. Kennedy, which consisted in the need to reorient the US foreign policy in the Third World countries from the ideology of mutual security to the global rails of development after the Second World War. It is noted that J. F. Kennedy’s «New Horizons» policy found its embodiment in the creation of the Peace Corps, which has successfully survived decades and is still functioning, serving as an example of the activation of volunteerism in Ukraine at the beginning of the XXI century. It is emphasized that before the start of the Russian-Ukrainian war on February 24, 2022, more than 300 American volunteers of the Peace Corps worked in Ukraine, which made Ukraine the largest representation of this organization in the world. {"title":"THANSFORMATIONS OF THE U.S.-THAI ALLIANCE IN THE POST COLD WAR ERA","authors":"N. The author seeks to reveal milestones in the U.S.-Thai political relations, and the most important factors that affected their defense and security cooperation. Methodology. These transformations are studied at the background of shifts in the international environment and the U. S. foreign policy, Thai domestic developments, and regional processes in Asia Pacific. In this empirical qualitative research, the methods of critical analysis of primary and secondary sources, chronological and comparative approaches are applied. Conclusions. The research has revealed that in the new international environment of 1990s, the tasks of the U.S.-Thai treaty alliance were changed. It was reoriented towards transnational security threats, mostly drugs traffic and terrorism, humanitarian assistance in the case of natural disasters, preparations for peacekeeping operations, et cetera. 2001–2004, when Thai government supported the U.S.-led war on terror, was the most fruitful period of the U.S.-Thai cooperation during the post-Cold war period. Simultaneously, from the very end of Indochina wars Thailand attempted to evade overdependence on the United States in the security area, and sought to balance American influence. Development of close Thailand-China ties served the purpose. The special relations, established between Thailand and China, hindered the achievement of the full potential of the U.S.-Thai alliance. Besides, the U.S. and Thai governments had different perceptions on some important political issues such as human rights, the role of military in society and the governance, policy towards Myanmar, and the security issues in the South China Sea. Since 2006, the U.S.–Thai defense and security cooperation was negatively affected by political instability in Thailand and military coup of 2006. As a result, during the rebalance to East Asia since 2011, the U.S. could not rely on effective cooperation with Thailand, its treaty ally. The military coup of 2014 caused the worst crisis in the U.S.-Thai relations. Though during D. It was proved that Latin American countries will increasingly be involved in the search for a new model of interaction between the world community in the context of changes in the international order. This is especially true for resource potential and deeper cooperation with EU countries. The agreement on a common trade area only strengthened these processes and enabled the leading countries of Latin America to enter new international markets. The aim of the article is to consider the evolution of relations between the EU and the leading states of the Latin America region. Research methods. Using the case study method helped to focus on the shared main and problematic areas of cooperation between the EU, Brazil, Argentina and Mexico. This method is used to study individual countries, political systems, and specific political phenomena. Such methods as analysis and synthesis and the comparative approach made it possible to draw parallels between the countries and the scope of cooperation between relationship participants. The scientific novelty consists in the systematization and consideration of new research areas in the bilateral relations of the European Union countries and the leading countries of Latin America. The international actors’ cooperation in the economic and political sphere of the EU countries with Brazil, Argentina and Mexico was analyzed through the prism of transatlantic relations. In the conclusions of the work, the positive dynamics of cooperation between the EU and the leading countries of the Latin American region are indicated. It is emphasized that active collaboration and the development of economic and political directions of cooperation may lead to the creation of the world’s largest trade zone between the EU and MERCOSUR in the future. It is noted that the countries of the Eastern European region are one of the main players, whose internal situation influences the balance of power and the general position of Europe, as well as the foreign policy of the United States. It is worth noting that US foreign policy and its practical implementation in the international arena, including in historical retrospect, is of great interest to American scientists. In the wake of the Russian-Ukrainian war, the study of US foreign policy strategy for Eastern Europe becomes even more relevant and is determined by the fact that after D. Trump came to power, the foreign policy vector was changed. The aim of the article is a comprehensive study of US foreign policy in Eastern Europe under President D. Trump. The article provides a content analysis of the main strategies of the United States during the presidency of D. Trump, which examines the importance of the Eastern European vector in US foreign policy. Research methods are based on the principles of historicism and objectivity. In the process of analysis, the author applied general scientific principles of analysis and synthesis and the method of critical analysis of sources, which includes content analysis. The scientific novelty of the obtained results lies in the substantive and structural analysis of the US foreign policy in Eastern Europe during the presidency of D. Trump. The conclusions emphasize the importance of the Eastern European vector in US foreign policy strategy at the present stage. It is noted that after the Russian aggression in eastern Ukraine in 2014 and the annexation of Crimea, a new wave of US interest in the Eastern European region began. The author considers the peculiarities of bilateral cooperation between the United States and Eastern Europe. The basic principles of D. {"title":"Relations between the European Union and the United States under the conditions of Russian aggression against Ukraine (2022 – beginning OF 2023.)","authors":"A. The research is focused on the analysis of the peculiarities of the process of evolution of relations between the European Union and the United States regarding the development trends of the European and world security systems. The attempts of the Russian Federation and China to destroy the Euro-Atlantic unity of democratic states in order to create the prerequisites for the emergence of a «multipolar» system of international relations are shown. The methodological basis of the article rests on the principles of systematic research of the modern history of international relations. Historical-genetic, comparative, descriptive methods are used. The theoretical foundations of the article are the conceptual approaches of the theory of democratic peace (idealistic intentions to create a world safe for democracy) in discourse with the theory of neorealism in international relations. The scientific novelty of the study consists in monitoring the development trends of relations between the European Union and the United States under the crisis conditions of the formation of a «multipolar» system of international relations. Conclusions. Russian revanchism, aimed at revising the parameters of the world order after the Cold War, focused on the split between the EU and the USA. This was a prerequisite for achieving the desired result for the Kremlin. The closest the Russian Federation came to solving this problem was during the presidency of D. Trump. The pandemic gave the Kremlin reason to hope that Ukraine would not receive direct large-scale Western aid in the event of the escalation of aggression. This challenge has become essential for Euro-Atlantic liberal democracies. Faced with this trend, the Russian Federation chose the tactics of a war of attrition. {"title":"Theodore Roosevelt’s visit of 1910 to the UK in Punch magazine cartoons","authors":"Liliia Pytlovana","doi":"10.17721/2521-1706.2023.15.3","DOIUrl":"https://doi.org/10.17721/2521-1706.2023.15.3","url":null,"abstract":"This article aims to trace Roosevelt’s visit to the UK in 1910 and its representation in Punch magazine; to analyze the features of Roosevelt’s iconology in cartoons and the reception of his figure through the prism of visual satire. The research methodology. The analysis of cartoons as specific visual texts was based on E. Panofsky’s iconological scheme. The interpretation involved reading out their plot, composition, stylistic, and symbolic content, as well as their creation’s political and cultural context. The scientific novelty. The study elucidates the peculiarities of the representation of the former president’s activities in the media and the possibilities of satirical publications to shape the historical narrative of T. Roosevelt. Considering the genre specificity, the analysis of the Punch’s materials allowed us to track the British public’s perception of Roosevelt, which was unrestricted by the formalities and rules inherent in the official press and serious analytical editions. Conclusion. Punch magazine closely followed Roosevelt’s visit to Great Britain. Good interstate relations with the United States and attention to Roosevelt’s opinion as to British rule in Africa encouraged its interest. The Punch cartoonists adopted stereotypical American models of Roosevelt’s representation formed in the 19th century (courage, determination, masculinity, «rough rider» other). The image of Roosevelt as a fearless African hunter has been added to this collection. The positive image of T. Roosevelt in Punch cartoons indicates a high appreciation of him as a statesman and a person. The evaluative effect was achieved by comparing Roosevelt to President Taft; assessments did not favour the last. All of the magazine’s ironic attacks on Roosevelt were benevolent. Even in cartoons dedicated to T. The current study considers the grounds and escalation of the current Russian aggression against Ukraine; the impact of the undeclared war against Ukraine on the United States and the European community; American and European support to Ukraine, including military assistance; reasons and steps to renew the transatlantic alliance; the struggle of Ukraine for its independence and sovereignty as well as the protection of Europe and its democratic values. The methodological basis of the study is a set of general and special research methods. The system method made it possible to consider the renewal of the transatlantic alliance and the strengthening of coordination between the United States and European countries as a systemic process. In particular, the strengthening of American-European cooperation is considered as a response to the Russian-Ukrainian policy since 2014 and the escalation of armed aggression against Ukraine that is a unique state of the European geopolitical space and a powerful champion of European and universal values. Also, improving coordination between transatlantic partners is studied through the prism of comprehensive assistance to Ukraine in its struggle for sovereignty. Moreover, the prospects of strengthening mutual coordination in the transatlantic space are considered in the institutional and legal planes. The comparative method helped to analyze the volume and effectiveness of aid to Ukraine from the United States and European countries and to consider the dynamics of the renewal of the transatlantic partnership. The objective research was based on statistical methods and event data analysis, which made it possible to consider how current events in Ukraine affected the international political situation. Finally, the historical method was applied to investigate the cause-and-effect relationships of events, as well as to determine the role of Ukraine in European civilizational processes. With the help of the historical method, it has been proved that during centuries Ukraine was, is, and remains the most important structural link of European civilization. The scientific novelty consists in an attempt to comprehensively study the ongoing cooperation between the United States and European countries under the influence of the escalation of Russia’s armed aggression against Ukraine. This issue is considered through the prospect of Ukraine’s unique historical role in the defense of European civilization and general democratic values. {"title":"UKRAINIAN STUDIES AT HARVARD – HIGHLIGHTS FROM A 1998 VOA REPORTING ASSIGNMENT","authors":"Adrian Karmazyn","doi":"10.17721/2521-1706.2022.13.1","DOIUrl":"https://doi.org/10.17721/2521-1706.2022.13.1","url":null,"abstract":"Marking the 50th anniversary of the establishment of the Ukrainian Research Institute at Harvard University in Cambridge, Massachusetts, next year, we publish the article of Adrian Karmazyn, a member of the Ukrainian Association of American Studies, a historian and journalist, expert in American media and strategic communications, who worked for the Voice of America for more than 25 years and served as the Chief of the VOA Ukrainian Service (2005 – 2015). This is the third in a series of articles illustrating the type of reporting Adrian Karmazyn was engaged in as a radio journalist with the Voice of America’s (VOA) Ukrainian Service in the 1990s. Previously, he have written about his 1993 reporting assignment in then-newly independent Ukraine [2] and his 1996 reporting assignment at the Democratic National Convention in Chicago [4]. A collection of VOA Ukrainian Service recordings is preserved at the Ukrainian Museum-Archives in Cleveland [5]. Adrian Karmazyn’s memoir about his career at VOA is included in a collection of articles, published in conjunction with the 70th anniversary of VOA’s Ukrainian Service [3]. The Ukrainian Research Institute at Harvard University (HURI) is one of the most powerful and oldest centers of Ukrainian studies in America. It serves as a focal point for graduate and undergraduate students, fellows, and associates pursuing research in Ukrainian language, literature, and history as well as in anthropology, archaeology, art history, economics, political science, sociology, theology, and other disciplines. Most of the interviews for this story about HURI were conducted in English and then translated into Ukrainian for broadcast to Ukraine.
