The research reveals China’s main goals in South America, such as promoting a «one China» policy, access to raw materials, and building strong political contacts to increase its global influence. It also highlights the benefits that South American countries have sought to gain from cooperating with China. Particular attention is on China’s political cooperation with Brazil, Venezuela and Argentina under the administrations of left-wing ideologies (L. I. Lula da Silva, W. Chavez and N. Kirchner) and their key features. It was found that the presence of left-wing political forces in power in these countries contributed to the establishment of closer contacts with China. The main marker of intensifying political dialogue was the signing of a strategic partnership with Venezuela (2001), Argentina (2004) and Brazil (1993). The aim of the article is to analyze the political cooperation between China and South American countries with a focus on Brazil, Venezuela and Argentina in the 1990’s – early 21st century (before the adoption of the «One Belt – One Road» strategy in March 2013). The research methodology involves the application of a critical method to consider China’s political cooperation with South America. The historical-genetic method is used to consider the political cooperation (its origins and intensification) for its most perfect reproduction. The synthesis method was used to form a holistic picture of China’s political cooperation with the countries of the region. The comparative method is also used to compare the main features of China’s political cooperation with Brazil, Venezuela and Argentina. The scientific novelty of the study is to consider the political aspect of China’s cooperation with South America, with a focus on Brazil, Venezuela and Argentina as key partners in the region, which helps to reveal previously unexplained aspects of this topic. The study found that the intensification of China’s political cooperation with South America was facilitated on the one hand by the success of Beijing’s economic reforms, which prompted the Chinese government to increase its interest in the South American region, which is rich in raw materials; on the other – the liberalization of the economies of South America and their dynamic development. During the study period, China’s political cooperation was concentrated with Venezuela, Brazil and Argentina. The mentioned directions define the activities of the educational program «American and European Studies (with the advanced program of foreign languages)» of the Department of Modern and Contemporary History of Foreign Countries at the Faculty of History of the Taras Shevchenko National University of Kyiv. In January 2023, the Department held the second All-Ukrainian scientific conference «USA: Politics, Society, Culture,» dedicated to various aspects of the social, political, and cultural development of the United States of America. The conference took place online on the «Zoom» platform. It was primarily aimed at the participation of young researchers – students and graduate students who study the history, politics, society, and culture of the United States. At the same time, more experienced Americanists also participated, presenting their latest research developments. The main keynote speech at the plenary session was delivered by Valeriy Prystaiko, The main keynote speech at the plenary session was delivered by Valeriy Prystaiko, the Chief Consultant of the Military Policy Division at the Center for Security Studies of the National Institute for Strategic Studies (NISS), Candidate of Sciences in public administration. His report was focused on specific aspects of cooperation between Ukraine and the United States in the context of the full-scale war. The main work of the conference was organized into four sections: U.S. Foreign Policy and Relations with World States in the 21st Century; U.S. Foreign Policy and Relations with World States in the 20th Century; U.S. Foreign Policy Strategy; American Society and Culture. The conference materials have been published on the website of the Department of Modern and Contemporary History of Foreign Countries of the Taras Shevchenko National University of Kyiv. Video recordings of the most interesting reports are also available on the Department’s YouTube channel «American, European, and Oriental Studies». The experience gained from the conference «USA: Politics, Society, Culture» convincingly demonstrates the importance of such scientific forums for the development of Ukrainian American studies, the engagement and professional growth of young Americanist researchers, and the expert discussion and exchange of experience between younger and older generations of Ukrainian Americanists. In our opinion, scientific and cultural diplomacy plays a crucial role in deepening mutual understanding and cooperation between the Ukrainian and American peoples, particularly in countering Russian aggression in Ukraine and rebuilding our state. {"title":"The British-French struggle for Canada (the end of the 1680s – the beginning of the 1760s)","authors":"O. Sukhobokova","doi":"10.17721/2521-1706.2023.15.8","DOIUrl":"https://doi.org/10.17721/2521-1706.2023.15.8","url":null,"abstract":"The article is devoted to the four wars between Great Britain and France in the late 1680s and early 1760s, as a result of which it was determined who would own the territory of modern Canada: King William’s War or War of the League of Augsburg, Queen Anne’s War (or War of the Spanish Succession), King George’s War (War of the Austrian Succession) and the Seven Years’ War (Conquest). The purpose of the article is to consider the British-French wars of the 17th – 18th centuries on the territory of Canada, which determined its future. The research methodology is based on the principle of historicism and problem-chronological and complex approaches. Comparative and analytical methods made it possible to compare the starting positions of Great Britain and France in North America and the course and results of their armed struggle for Canada in the context of the wars of both empires on different continents. The scientific novelty of the study consists in an attempt to show the complexity, consistency and patterns of the British-French struggle for Canada. Its circumstances and main milestones are traced, which influenced not only the results of the struggle, but also laid the foundation for the development of Canada for the following centuries. This, as well as insufficient attention to the problem in Ukrainian Canadian studies, strengthens the relevance of this article. Conclusions. As a result of the British-French wars, Great Britain became the victor and the most powerful colonial and maritime empire. Instead, France ceded positions and possessions, in particular in North America. The first three wars began in Europe, and later hostilities also began in North America, involving mainly the colonists and their Native American allies. But the last, Seven Years’ War began precisely in North America. The British used regular troops in it. The British fleet also played a significant role, as well as the larger population and production capacity of their colonies compared to the French. If in the first three wars the French were able to compensate for these factors due to more effective mobilization and the involvement of Indians as allies, then in the fourth and last war they were defeated. The current study considers the institutional and legal framework for providing U.S. defense support to Ukraine; explores the preconditions for strengthening U.S. military assistance at modern stage; analyzes the possible consequences of such support for the United States; gives an overall assessment of U.S. security assistance to Ukraine since 2014. The methodological basis of the study includes a set of general and special research methods. The systematic method allowed to consider the process of providing military assistance to Ukraine by the United States as a multilevel system. First, military support to Ukraine is considered in the format of mechanisms that promote comprehensive military assistance to Ukraine. Second, it is observed as an element of foreign policy strategies of the U.S. administrations since 2014. Third, the overall impact of U.S. assistance to Ukraine is studied in the format of a security environment at the regional and global levels of international relations. The comparative method helped to compare the volumes and effectiveness of security assistance under Obama, Trump, and Biden administrations. Statistical methods were used as the basis for the objective study and allowed to consider features and scope of assistance in the period from 2014 to 2022. The scientific novelty lies in one of the first attempts among Ukrainian authors to make an overall analysis of current situation in Ukraine, – active phase of Russian aggression against our state, – given the fact that domestic scientists are just beginning to study comprehensively foreign military and defense assistance that Ukraine receives from international partners, including the United States. In this regard, the authors pay special attention to reviewing American and British sources as well as current news and analytical reports. The difficulty of the existence of «Voice of America» in the specified period was explained by the fact that having fulfilled its task – opposition to German and Italian propaganda during the Second World War – «Voice of America» faced the threat of extinction. The purpose of the article is to consider the struggle of «Voice of America» for its existence, to show the problems «Voice of America» faced during the period of being under the State Department jurisdiction, as well as the role of the latter in preserving this radio broadcast. The article analyzes the American and Ukrainian developments regarding the research topic and emphasizes the significant positive changes currently observed in the Ukrainian scientific environment regarding the research topic. It is noted that the post-war events in the world and the immediate beginning of the «Cold War» contributed to solving the question of the feasibility of the existence of «Voice of America», as some political circles began to see in «Voice of America» a new tool for countering Soviet propaganda. Therefore, the question about the need to continue foreign information operations as an integral part of conducting foreign affairs arose on the agenda, especially considering the nature of international relations after the end of the war. It is indicated that despite the obvious advantage of «Voice of America» existence, a certain skepticism was observed among congressmen. It resulted in the reduction of funding for «Voice of America» activities which led to a reduction in staff, broadcasting hours, variety of programs, etc. Special attention is drawn to William Benton, Assistant Secretary of State of the United States, the man who single-handedly saved the «Voice of America» from complete disappearance. The methodological basis of the article was the principle of historicism, a systematic approach, problem-chronological and descriptive methods. The scientific novelty consists in a step-by-step examination of the problems faced by the «Voice of America» in the specified period, showing the role of W. Benton in preserving the existence of the radio station, as well as in refuting the thesis regarding the absolute informational independence of the «Voice of America» from the US government. It is noted that the «Voice of America» in 1945–1953 still tried to reflect American foreign policy from the official American point of view. The chronological boundaries of the study are the period from the German attack on the USSR on June 22, 1941, to the beginning of December 1941, when a number of important events occurred: the Soviet counteroffensive near Moscow, Japan attacked the U.S. Pacific Fleet base in Pearl Harbor, Germany, and Italy declared war on the United States. The aim of the article is a comprehensive analysis and systematization of the religious aspect of the USSR’s reputation in U.S. public opinion at the beginning of the German-Soviet war. Methodology: the article uses the method of analysis to study various points of view of American society on the possibility of an alliance with the USSR in the second half of 1941. The author also applies methods of systematization and generalization to illustrate the conclusions. Scientific novelty: for the first time in domestic historiography, the religious factor in U.S. public opinion about the possibility of an alliance with the USSR is analyzed. The author comes to the conclusion that the religious consciousness of American citizens had a significant impact on the adoption of important political decisions, and on the issue of alliance with the USSR at the beginning of the German-Soviet war, the religious part of American society proposed two possible models of solution: the absolute exclusion of any support for the USSR from the United States and, on the contrary, the establishment of temporary cooperation for early victory over the common enemy. {"title":"President Biden’s foreign policy doctrine and advancing US assistance to Ukrain","authors":"I. Dudko, Vladyslav Faraponov","doi":"10.17721/2521-1706.2023.15.1","DOIUrl":"https://doi.org/10.17721/2521-1706.2023.15.1","url":null,"abstract":"The purpose of this article is to analyze the United States’ support to Ukraine during the war with Russia, as well as in the months leading up to Russia’s full-scale invasion of Ukraine in February 2022. This issue remains relevant to conceptualizing US assistance to Ukraine to expel Russian forces from its territory. In particular, we claim that among other policy alternatives, the Biden administration deliberately chose to support Ukraine «for as long as it takes». Thus, we analyze the amount and comprehensiveness of support to Ukraine, which we consider to be in Washington’s core interests, as well as US efforts in terms of policy-making. The methodological design of the study is based on discourse analysis as a major method, which allowed us to examine the policy choice of the Biden administration to provide massive and comprehensive support to Ukraine in a critical time of need. When describing US assistance, we apply historical institutionalism and rational choice institutionalism as the major theoretical paradigms, as there are features of both used by the United States in its bilateral relations with Ukraine. We operate within a confirmatory research design, where the major method is hypothesis testing. The scientific novelty consists of an attempt to conceptualize the so-called Biden doctrine in the context of American assistance to Ukraine in order to sustain it in the war against Russia. We test our hypothesis on three major dimensions: the President’s authority, Congress and the U.S. leadership of NATO, and the Defense Contact Group. The authors conclude that the amount of US support to Ukraine and its comprehensiveness, particularly economic and military aid, indicate that the Biden administration viewed Ukraine as a test of its vision of foreign policy, namely that democracies should prevail over autocracies. {"title":"Between the turbulent waters of the political world and the placid waters of the apolitical sound: James Comey’s book review","authors":"V. Comey's memoirs were released in the U.S. in 2018 when Robert Muller's investigations about Russian interference in the U.S. election had gained momentum. The Ukrainian translation was published in 2022 (Kyiv, Ukraine, Laboratory publishing house) when the Ukrainian people boldly and selflessly defended, and still continue to defend their country from Russian unprovoked aggression. This book is autobiographical and does not focus only on the reflections of J. Comey during his tenure as a director of the FBI. The author begins the story from childhood and analyzes some events and circumstances which influenced his willingness to fight «hooligans». The first half of the book is devoted to his career in the federal prosecutor's office: assistant district attorney, district attorney, and eventually U.S. Deputy Attorney General. J. Comey describes numerous scandals involving White House officials and the Justice Department's struggle with the Bush administration over the legality of covert surveillance and interrogation programs. The second half of the book is dedicated to J. Comey's tenure as director of the FBI. Obviously, the main readers' attention is focused on the events related to the U.S. presidential election in 2016. J. Comey's decision to reopen the case against H. Clinton 11 days before the election and not to make public information about the investigation into Russian interference in the election is debatable and subject to speculation. J. Comey devoted most of this chapter to explaining his motivation for the first and second decisions. J. Comey’s work with the Trump administration, which is shrouded in rumors and scandals well enough described by the author. The major task of this study is to provide an analysis of the tripartite partnership between the states and to find out the place of Ukraine in the «special relations». The chronological boundaries of the article are determined by the presidential term of the 45th President of the United States, Donald Trump. Methodology of the article: historical-political and historical-comparative methods are used to determine changes in relations in the Washington-Kyiv-London triangle. The analysis method was applied to assess the place of Ukraine in the «special relations» of the United States and Great Britain. The article’s scientific novelty is rethinking Ukraine’s place in the «special relations» between the United States and Great Britain. Conclusions. It is especially noted that the United States of America and the United Kingdom began to develop relations with Ukraine during 2017–2022 intensively. It was caused by the geopolitical situation in Eastern Europe. The annexation of Crimea, the invasion of the Russian army in Ukraine and the Russian government’s support of separatists in the Luhansk and Donetsk regions made Ukraine a center of the US and the UK foreign policy. This investigation proves that the role of Ukraine in «special relations» has strengthened. In fact, the state has turned into a strategic ally of the United States and Great Britain in the region. The main reason for such changes was the desire of London and Washington to have a strong and stable ally in Eastern Europe in opposition to Moscow. The United States and Great Britain failed to respond in time to Russian military aggression in Ukraine and did not fulfill their obligations presented in the Budapest Memorandum. The scientific novelty is first attempt to analyze the history of cooperation between the United States and UNESCO in the context of the evolution of their relations, which include achievements and fails, active participation in the Organization and criticism of UNESCO policy by the United States. The methodological basis of the article is based on the different methodological principles, such as the principle of historicism, systematic. The author used a historical-comparative method to understand changes in relations between the U.S. and the Organization. Special attention was given to the statistical method, which gave information about the number of cultural and natural sites on the UNESCO World Heritage List. Conclusions.
