Mills and Herbst contend that Africa’s first two liberations, liberation from colonialists and liberation from the liberators, would remain incomplete unless Africa is able to ensure development that provides decent life to its people and jobs to the restless youth. The third liberation, according to the authors, should also free the continent from the deeply entrenched politics of patronage and corruption.","PeriodicalId":170362,"journal":{"name":"Africa Review of Books","volume":"17 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-04-08","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133692327","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is impressive in its empirical sweep and analytical rigour. Paul Williams ably demonstrates the complex contours of war and conflict. Like all other key empirical puzzles and intractable theoretical questions, the causes and consequences of war and conflict have no easy answers. The tendency to mine findings and deploy stylized models always inevitably yields superficial answers, something that Williams admirably steers clear of. Yet the author’s tendency to see everything in instrumental terms strikes this reviewer as a little over-stated.","PeriodicalId":170362,"journal":{"name":"Africa Review of Books","volume":"61 6 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-04-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125932757","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It has also been described as the area of social association in society as distinct fromthe state, involving networks of bodies through which society and groups within society speak for themselves in cultural, ideological and political ways. Civil society is within the superstructure, and is related to institutions, forms of consciousness and political and cultural practices. With regard to Africa, there has been a debate about the applicability of the civil society concept to the continent. The negation of its applicability is usually based on the idea that the mostobvious prerequisites for a Western-type civil society (such as a self-confident urban citizenry that has previously achieved some degree of autonomy from the state) are typically missing. That this narrow Eurocentric definition has beenassumed by many illustrates the poverty of mainstream African studies. That conventional Western scholars base theirstudy of Africa on the European experience and on how processes match up (or do not) with their societies, has long beenproblematic, particularly as these are often the gatekeepers of African studies in the West.","PeriodicalId":170362,"journal":{"name":"Africa Review of Books","volume":"111 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-04-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124104087","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Ces membres appartenaient à une élite particulière, ayant des liens avec la classe politique des décideurs, des députés et gouverneurs, en Algérie comme en France métropolitaine. L’administration judiciaire en question était, comme le souligne Amar Bentoumi, une administration rattachée au ministère de la Justice à Paris. Dans ce cadre et comme le rappelle l’auteur, il est difficile de croire que les avocats du barreau d’Alger aient pu jouir du minimum de marges de liberté nécessaires à l’exercice de leur profession.
