Paradox is that the recent observed closer attention to regulation of agricultural production is not manifested in the corresponding increase in the productive efficiency of the PPF. The hypothesis of the study lies in the fact that the insufficient effectiveness of state support results not only from the non-conformance between the scale and measures of state support to needs and expectations of farmers, but also distinctive features of economic managements in the conditions of the northern territories. This article is devoted to the study of the measure of the influence of state support on the conditions and results of peasant private farms. As the main methods of research, we used: empirical methods, statistical methods, regression analysis method, interview method. In the course of the research, representatives of regional authorities, local self-government, heads of the PPF of the district were interviewed. The undertaken survey made it possible to identify the features of implementation of the state program to support agricultural production in the North, the factors preventing from the sustainable development of peasant farms. As a result of the study, we compiled the hierarchical system of equations for multiple linear regression of the dependence of the results of economic activities of farmers in the northern territories on financial measures of the state influence on the peasant farms activities. The second part of the article presents the results of the study of the relationship between the size of the minimum wage, established by regional and tripartite agreements, with the achieved socio-economic indicators of the constituent entities of the Russian Federation on the basis of content and statistical analysis. This article states the fact of leveling the importance of the federal minimum wage as a tool to influence the level of economic development of regions and reduce poverty. The performed regression analysis revealed a statistically significant effect of indicators of poverty and unemployment levels on the decline in real wages in the constituent entity of the Russian Federation. The analysis showed, that the main factors influencing the establishment of the minimum wage in the region are the median wages, the gross regional product of the subject and the subsistence minimum of the TN. In the context of modern pedagogical approaches, the considered scientific and methodological support includes scientific and methodological components. The scientific component is represented by a cyclic model of professional education of a teacher of life safety, developed based o the ideas of the cyclical nature of the educational process, the methodology of competence, contextual, technological, situational approaches and the principles of cultural studies, standardization, integration of fundamental and problematic, reflexivity, correlated with the structure of the model itself. The model structure includes the purpose, content, process, and diagnostic results. Each component is considered in detail in the work. The phase logic of deployment of professional education of a teacher of life safety draws attention to itself. The organizational and technological features of the initiative, profile-subject, profile-methodical and reflexive-diagnostic phases of the cyclic model are substantiated and characterized. Attention is drawn to the diversity and hierarchy of the cyclic model of professional education of teachers of life safety and the application of the \"matryoshka\" principle, since the cyclic model includes a number of cycles of different scales. The purpose of the study is to characterise the Russian experience of legal regulation of leasing services. The study's methodological basis is a comparative legal approach, which allows us to study the experience of legal regulation of leasing from the point of view of national legal traditions. The primary study results are to determine the essence of the financial lease (leasing), to clarify the features of the UNIDROIT Convention's use in Russia. In the current Russian legislation, the essence of the financial lease (leasing) reflects the contradiction between the form (lease) and the content (lending with elements of doing someone else's business). Current legal regulations refer to leasing as a type of lease. Law enforcement practice considers leasing as a form of lending, in which the lender invests money in the thing specified by the borrower (acquires it) and transfers it to the borrower on the terms of periodic payments (transfer of money hidden in the item). Legal certainty of the concepts of \"financial lease\", \"financial leasing\" ensures the development of models of legal regulation of leasing services, reduces the risks of parties to financial lease agreements and financial leasing. The article provides a brief analysis of the level of perception of environmental problems by Russian society, and the willingness to be active in influencing social institutions in order to develop and implement a system of measures in the field of ecology. The conclusion is made, on the one hand, about the importance of this aspect, and on the other hand, about the lack of activity of the population in the direction of influencing social institutions in order to develop and implement a system of measures in the field of ecology. At the same time, the role of the young generation as a social group that responds most quickly and positively to the transmission of social information through the use of modern technologies, and thus has the most serious potential in the greening of society, is particularly noted. The study's main results are to identify and scientifically substantiate the structural components of the digital educational environment (content, technology, administrative), criteria for evaluating its effectiveness (pedagogical, subject, innovative). The content component provides for the focus of content on the development of competencies. Technology component includes software that allows you to organise continuing professional development using distance learning technologies. The administrative component provides for the possibility of offline training. Criteria (pedagogical, professional, innovative) allow us to assess the digital educational environment's effectiveness in developing pedagogical culture, professional competencies, and abilities to innovations. The research limitations are in a random sample of respondents. Practical significance is the experience of organising professional development with the use of a digital educational environment. Gichiev","doi":"10.2991/ASSEHR.K.210322.118","DOIUrl":"https://doi.org/10.2991/ASSEHR.K.210322.118","url":null,"abstract":"The article substantiates the strengthening of differentiation of economic growth in the Southern Russia regions during the introduction of international sanctions, reveals the trend of delayed and negative growth dynamics, which should be considered when developing a short-term forecast of economic growth in the Southern Russia macroregion. The calculated data of the GRP β-convergence regression model for SFD-12 and NCFD confirmed the hypothesis of absolute GRP β-convergence only in the period before the introduction of international sanctions (1998-2014). Calculations of unconditional convergence indicate the absence of a single trajectory of balanced growth for all regions of the South of Russia: there is a process of divergence, stratification of the population in terms of living standards, and increased social tension. The σand β-convergence model's study confirms the club convergence effect's presence and shows the need to form differentiated regional development strategies to reduce the gap between rich and poor Southern Russia regions. Cluster analysis of the socio-economic development of Southern Russia (NCFD and SFD) regions shows an unstable cluster and intra-cluster grouping of regions by economic and demographic indicators before and after the introduction of international sanctions. The convergence analysis in the conditions of increasing external shocks confirms the presence of different catch-up development rates in the Southern and North Caucasus macroregions. It is established that geographical and resource factors determine this region's economic profile, which caused an imbalance in the MENA region's socio-economic development. Were analysed the main characteristics of the labor market in MENA countries: employment, unemployment and underemployment; the features of the economically active population; analyse the state of migration and place foreign workers in the labor market. It is concluded that the socio-economic relations in the system of reproduction of labor resources of the MENA region countries are significantly affected by the level of employment, the state of unemployment and migration processes.
