In addition to the economic factor, one of the reasons for the labour market tension is the high birth rate and low death rate in the region, creating enormous reserves of potential labour and significantly increasing labour competition. The problem of employment of women, who represent the least socially protected segment of the population in the region, is particularly acute. The study aims to study the factors that influence the characteristics of women’s employment in the North Caucasus republics in the informal sector and increase the gender gap in the labour market in the region. The article examines the problems of shadow employment in the region and analyses its dynamics in the context of the North Caucasus Federal District subjects. The main focus is on the reasons for women’s employment in the informal sector, taking into account the region’s peculiarities. The author examines the reasons for women’s employment from the economic, social and motivational points of view. Among the specific factors affecting the development of women’s shadow employment in the NCFD, early marriages, the presence of many children, low self-esteem, and low education level are indicated. The tax control system ensures the representation of the state's financial interests while respecting taxpayers' rights. According to the results of the study, it was found that the level of development of labor resources in the Chelyabinsk region corresponds to its economic condition. For this purpose, national ratings are studied, and methods of comparative and statistical analysis are applied. Conclusions are drawn that achieving a high level in each block of targets (economic, social, environmental) to achieve a high quality of life of the population is an impossible task for most regions of our country. Russia's regions can be divided into groups, where either economic, social, or environmental conditions of development are decisive. Since the quality of life is more of a subjective concept, each person selects for himself the priorities that he puts in the basis of his life, and, accordingly, chooses a particular place of residence where he can meet his needs. For the most part, these are socio-economic priorities. Environmental characteristics of the region for the population begin to play a significant role when environmental problems are of a crisis nature, public consciousness is developed, and economic and social indicators of regional development are above average. Nowadays, young people with disabilities should be considered by society as a full-fledged and full-fledged participant in social and labour, socio-economic and political processes, as the labour and intellectual potential of the region. The purpose of the study presented in the publication was to form a new approach to the system of education, upbringing and development of young people with special needs, based on the model of the formation of social activity of young people with special health capabilities (SHC), which provides high-quality vocational education regardless of health characteristics. The work used methods of analysing the problems of social adaptation of university graduates with disabilities; systematisation of factual and empirical data on the problem of youth social activity management; modelling. A systematic analysis of the problems that hinder the acquisition of high-quality professional training for young people with disabilities made it possible to develop an innovative model for the formation of young people's social activity. The scientific novelty of the research lies in the fact that for the first time a complex of factors that determine the level of social activity of young people with disabilities was determined, and a conclusion was made about the need to create a comfortable environment in the educational space of a university. We propose a system of indicators, which decompose the factors of such stability. The formed theoretical and methodological basis of the study made it possible to propose a comprehensive methodology for diagnosing the sustainable development of the regional economy. The relevance of the study lies in the fact that in the modern world the number of regional conflicts is growing, despite all the warnings from international organizations and leaders of movements for the struggle for a culture of peace. Regional conflicts are often protracted and long-term, they affect the material and moral resources of the region's ethnic groups, thereby causing irreparable harm to the region and the whole world. The purpose of this article is to describe the psychological characteristics of the socialization of the younger generation in a post-conflict society. The objectives of the research are to analyze the ethnic conflict from the standpoint of psychology and to identify the psychological characteristics of the socialization of youth in a post-conflict society. The research methods were theoretical comparative analysis of psychological sources and included observation of the population in a situation of ethnic conflict and after it (1990-2020). The results of the study were theoretical conclusions about understanding the socialization of the younger generation as gaining experience in overcoming the consequences of ethnopolitical conflict and the psychological characteristics of this socialization. The specific features included: understanding and awareness by the young generation of the impossibility of a military adjustment of an ethnopolitical conflict and the only way to resolve it to implement a peaceful solution of the conflict; assimilation of knowledge about the genesis of both the conflict situation itself and the subjects of the conflict and the countries, peoples, surrounding this conflict, etc .; creation of conditions for the entogenesis of each nation, which is part of the national composition of the country, and understanding of its role in a multinational state; the presence of authoritative leaders (\"Father of the Nation\") and their advisers, or persons close to the leader; taking into account various ethnosocial and ethnopsychological characteristics of a people, nation or ethnos; determination of the \"strength\" of the ethnic in the self-consciousness of the people; the impossibility and inadmissibility of the \"transfer\" of the regional conflict by the young generation to another territory, another region and at another time; inadmissibility of covering future generations in a conflict situation. The results include practical recommendations for building further socio-psychological work to socialize the young generation in a post-conflict society. The paper investigates the main directions of development of the Russian Federation's digital economy considering the analysis of measures provided for by the national project \"Digital Economic of the Russian Federation\" adopted at the national level. The main legal and organisational mechanisms for the digitalization development of innovations have been determined by analysing the implementation mechanism of an experimental legal regime (ELR). The definitions of its peculiarities for establishing, including the subject composition, rights and obligations. The study results can be applied in the formation and implementation of social and economic policies as a whole and its structural elements separately.
