Based on network effect theory and diffusion theory, we present an agent-based simulation model that extends the traditional economical network perspective by incorporating structural determinants of networks (centrality, topology/density) from sociology and geography and individual decision making on the part of prospective technology users under realistic informational assumptions. Based upon these models, decision behavior in terms of the selection of standards and the diffusion of technological innovations in networks can be described. The model has so far served as both a tool for developing and evaluating network strategies in practical application like EDI networks or corporate directory service planning as well as for providing theoretical insights into standardization problems and possible solutions.","PeriodicalId":169063,"journal":{"name":"Int. But accredited and unaccredited standards organizations, commonly referred to as “SDOs†and “SSOs†respectively, are more alike than usually thought, and over the past decade have been converging in their practices and recognition of each others’ work. One may ask what the difference is between these organizations, as accreditation by itself is not a valid distinguishing feature – many unaccredited organizations are fully qualified to become accredited and would do so if only they saw the need or benefit. Standards used for such important technical advances as the World Wide Web come from unaccredited organizations, and users of standards seem to care little if the work was done in an accredited environment or not. The authors focus on the development of high level services based on mobile telecommunication technologies. The focus of their analysis is how features of the technology enable or constrain innovations. They do so by looking at embryos of the Mobile Internet (primarily the Norwegian CPA platform, but also two pre-CPA platforms in Norway and Japan’s i-mode) through the concepts of end-to-end architecture, programmability of terminals and generativity. This analysis illustrates that the change from closed infrastructures like MobilInfo and SMSinfo to more open ones like CPA and i-mode increased the speed and range of innovations substantially. At the same time the differences between CPA and i-mode regarding programmability of terminals, and the billing service provided by the CPA network enabling the billing of individual transactions, also contributed to basically the same speed and range of innovations around CPA as i-mode in spite of the huge differences in investments into the networks made by the owners. The analysis also points out important differences between the Internet and the existing Mobile Internet regarding technological constrains on innovations. It points out important ways in which powerful actors’ strategies inhibit innovations and how they embed their strategies into the technology and creates technological barriers for innovation.","PeriodicalId":169063,"journal":{"name":"Int. Problems have come to the fore with regard to GSM, WCDMA, and CDMA standards, for example. Furthermore, JPEG and HTML standards, as well as VL-bus and SDRAM technologies, have faced patent-related difficulties. Nevertheless, it could be argued that complications have arisen in only a small fraction of standardization efforts, and that patents do not therefore constitute a real quandary. This article assesses the extent and the causes of the patent dilemma in the ICT sector through a brief analysis of how ICT companies’ patent strategies and technology-licensing practices relate to standard setting and by exemplifying and quantifying the problem on the basis of relevant articles, academic research papers, court cases and on-line discussions. Particular attention is paid to so-called submarine patents, which bear most significance with respect to the prevailing policy concern regarding the efficacy of the patent system.","PeriodicalId":169063,"journal":{"name":"Int. In the late 1980s, ETSI, the European Telecommunication Standards Institute, started the development of the so-called Tetra standard. Tetra is a standard for digital radio communication and is mostly applied in emergency communication for police, ambulance, and fire brigade. In the early 1990s, several European governments decided to replace their analogue radio equipment for emergency communication by advanced digital communication systems. The Dutch involvement in Tetra started around 1992, but it took until November 2001 before the official governmental decision to launch the national C2000 network was taken. This article argues that at that moment the 'point of no return' of the C2000 project had already passed in the mid 1990s. We explain this using the concept of 'constructed irreversibility'. We analyze a number of core decisions and choices of the Dutch government in the C2000 project that resulted in irreversibility. The analysis presented in this article is based on Diffusion of Innovation (DOI) Theory and the theory surrounding the Economics of Standards. Using a case study approach, the results indicate that several DOI and economic factors have impacted the adoption of STEP. These findings offer insights into some of the technological, organizational, and environmental influences on standards adoption. Building on insights gained from the economics of standards literature, the authors explore how the inherent effects of compatibility standards-such as reducing variety, avoiding lock-in, and building critical mass-can have positive implications for the environment. While there is growing interest in how performance measurement standards initiatives with an explicit environmental purpose can contribute to sustainability, the authors argue that current standardization literature and policy have overlooked this important side effect of compatibility standards. Having first illustrated how excessive diversity and incompatibilities in ICT generate e-waste, discourage re-use and make recycling economically unviable, this paper develops an economic-environmental framework for analyzing the sustainability effects of compatibility standards and applies it to the case of mobile phone chargers. The authors conclude that compatibility standards are a form of ecodesign at sector level and should be recognized as a relevant complementary strategy towards greening the IT industry.","PeriodicalId":169063,"journal":{"name":"Int. OMA incorporates actors both from the telecommunication and IT sector. The two sectors have different standardization traditions. OMA could have chosen a multitude of setups and work procedures, but ended up with a traditional organization with technical plenary and work groups, and a consensus oriented work style. Why did OMA chose to organize itself this way? The article argues that this is due to the legacy of the organization and its members, the interconnectedness and systemic nature of the infrastructure, and the overall structure and spirit of the telecommunication field. The article also argues that the whish for legitimacy steers the organization towards its current structure, and alternative organizational forms that are less open and inclusive could create IPR licensing problems, and reduce the perceived legitimacy of the OMA standards.","PeriodicalId":169063,"journal":{"name":"Int. This paper presents some refined models and applies them to the case of compressed audio formats. The authors analyze the rise of MP3 as the market standard and identify several key factors that contributed to its success. First, a process of formal standardization reduced the number of competing compressed audio formats. Secondly, enabling technologies, in particular the rise of the Internet, contributed significantly to the success of compressed audio formats. The timing of market entry was important in the sense that when the rise of the Internet took place, MP3 was one of the few fully developed compressed audio formats. MP3 offered technological superiority (high fidelity at low data rate) versus its initial competitors. The technology also benefitted from dedicated sponsors that promoted market adoption. Due to the weak regime of appropriability, audio files in the MP3 format managed to spread quickly over the Internet. Lastly, the availability of complementary assets for MP3 fuelled its market adoption and strengthened network externalities on both sides of the platform-mediated network.","PeriodicalId":169063,"journal":{"name":"Int.
