To this end, the authorities removed restrictions on national and foreign investments to many sectors of the national economy and improved business climate in country. These measures have resulted in significant FDI inflows in services, computer software and hardware development, telecommunications, automotive, power and chemical industries, construction development, trading, port and railways infrastructure, oil refining and storage. The achievements were negatively affected by the shortage of skilled professionals and brain drain, lack of electricity, underdeveloped infrastructure, complicated legislation, government's unwillingness to resort to drastic measures, increased risk of labor conflicts, and other factors. {"title":"Is there a joint field of cooperation among the BRICS countries in measures against poverty and extreme poverty?","authors":"A. Tkachenko","doi":"10.2991/icefb-19.2019.16","DOIUrl":"https://doi.org/10.2991/icefb-19.2019.16","url":null,"abstract":"The article uses World Bank methodological approaches to show that the BRICS countries have very significant differences in their level of development, which impact on the share of the extremely poor. Using two key indicators: GNI per capita and human capital index, the author shows that 5 countries (Brazil, China, India, South Africa and Russia) can be classified as three different groups. Achieving the main goal of sustainable development the eradication of extreme poverty should not only be the main task of the four BRICS countries, but also be addressed in each of them, including Russia by different methods. The author then draws a conclusion that using the deprivation poverty indicator, as opposed to income poverty, complicates the cross-country analysis of this phenomenon in the BRICS. Finally, he notes the particular relevance of eliminating extreme poverty among young generations, the presence of which reduces the country`s ability to grow human capital. Facility development for venture projects financing is one of the strategic targets of the state policy in innovation development. The aim of the study is to provide reasonable arguments for the necessity of pursuing domestic state policy considering regional peculiarities of RF entities development in the sphere of innovation and investment. The study methodology is based on the non-parameter DEA analysis in effectiveness estimation of venture ecosystems functioning in RF entities. Output-oriented mono models allowed to perform quantitative assessments of effectiveness of public financial institutions and venture investors interaction in federal entities and to classify the entities by major types of innovation territories. Based on the empirical data, a number of hypotheses related to creation and development of national venture ecosystems in digital economy have been confirmed. Practical relevance of the study is proved by the fact that identifying RF entities with different levels of venture ecosystem development will allow to use different facilities in managing them, to master venture investment tools as a factor of steady economic growth. {"title":"Intra-industry Trade in the EAEU: Case of Machine Building","authors":"Yegor V. Major quantitative tool applied is Grubel-Lloyd index computed for 10 pairs of the EAEU states. It has been revealed that mutual trade in machine building between Belarus and Russia is predominantly of the intra-trade status. Out of the troika states relative potential of intra-trade growth has been identified in Kazakhstan-Armenia, Kyrgyzstan-Belarus and KyrgyzstanKazakhstan pairs. However, lack of consistent intra-industry exchange in machine building between the EAEU members as well as absence of related supranational regulation do challenge the development of industrial cooperation in the EAEU. The paper concludes that common industrial policy with its digital and inclusive agenda might foster the industrial cooperation in the EAEU and, thus, deepen integration in the EAEU.
