Hence, the analysis of the prospects of the SCO financial mechanisms contributes greatly to the development of its potential to fulfil its tasks. For now, the only financial organization under SCO is the Interbank Consortium, but the SCO Bank is actively discussed. The article concentrates on the research of the hypothetic demand for the SCO Bank in Asia and its possible role in the development of the Asian countries with respect to the SCO mission of securing peace and security in the region. The article pinpoints the main benefits for the economy that fintech provides. In addition to that, the authors cover a range of specific problems of the Chinese financial sector, revealing the new fintech circle of the economic development. It demonstrates the synergetic effects of the fintech in the economy. The main findings of the article are that the effects of the fintech development are similar in all the countries, still the risks are specific to the concrete economy and the fintech circle of the economic development. Highlighted controversial issues, the solution of which depends on the degree of de-dollarization of international monetary relations and a reduction in geopolitical risks and reducing losses in foreign trade activities as a result of the diversification of currencies used in international transactions and payments. The measures taken by developed and developing countries to reduce the impact of the dollar as an important tool for the implementation of economic policy and financial pressure on foreign economic partners of the United States are determined. The necessity of expansion of the Russian policy of dedollarization in the conditions of preservation of probability of expansion of financial sanctions of the USA is proved. The market transition to alternative energy and shale oil is very slow and insignificant. The modernization of the energy market dictates the needs to change the national markets. In this regard, the discussion of the alternative energy and shale oil development in Russia is very important. The authors attempt to reveal the key factors, contributing to such a situation in Russia and to estimation of the economic effects of the implementation of the new energy sources on the country’s energy market. The main finding of the paper is that the majority of energy consumers in Russia will suffer in terms of finances from the alternative energy development and shale oil extraction. Differences in the impact of refinancing instruments of central banks on the economic performance of 13 countries are considered. Countries with different levels of economic development and different banking systems, as well as refinancing mechanisms were selected for the study. The article assesses the possibility of central banks' impact on GDP and GNI by changing the refinancing rate. In this way, an attempt was made to contribute to the discussion on the role of refinancing of central banks in the development of the country's economy and industry. In order to obtain the results, the authors used a new mathematical analysis apparatus, taking into account aspects of the quality assessment of the impact of monetary policy instruments on macroeconomic indicators not taken into account in classic econometric models The authors suggest that the main instrument of influence on economic indicators is behavioral responses, rather than the fact of changing the refinancing rate. Excessive information openness to the instruments used to implement monetary policy leads to predictable behavioural responses. Consequently, developing this sector is one of the best tracks for economy development of the country.
