Existing communications systems, especially in their subscriber part, mostly do not meet the requirements for on-line data transmission rate. That also pertains to satellite systems and lines. The paper presents an evaluation of average data transmission rate needed for new kinds of services, which evaluation is based on minimization of costs. The emphasis is made on the extremely important role of satellite communication in establishing world-wide global information systems. A brief description of some perspective satellite communications systems is given. The paper states main problems related to standartization, software, certification. The control of phase distribution in aerial with electrical scanning is possible with help of phase shifters. Ferrite phase shifters a microwave permit to operate high levels of capacity, but in them it is to use electromagnets. ME are characterised by the appearance of an electric polarisation on applying a magnetic field and a magnetisation on applying an electric field. The materials in which are observed ME effects refer to magnetoelectric materials or magnetoelectrics. Observable sizes of ME effects permit to use them for development of microwave devices- with electrical regulation. Phase shifters will be the most simply realised phase shifters on effect of shift of a line FMR under action of a control electrical field. Models of device was designed on the basis of resonant and non-resonant ME effects. The experimental data for through-passage microstrip microwave phase shifter is well agreed with calculate.
