It focuses on the differences in the correlates of placement before and after the passage of Public Law 94-142. A model of the placement process is proposed, and the factors presumed to influence placement are discussed. Factors delaying or preventing placement are also considered. Agency policies and practices, such as recruitment strategies using marketing techniques; selection of families recognizing the limits of knowledge, time, and resources; and empowerment of adoptive families, were identified as associated with success in placing these children for adoption. Variables associated with agency climate -leadership style, reward system, and role of the supervisor-were also identified as important. Characteristics of agency structure, such as specialization, caseload size, assignment of staff, and bridging mechanisms were shown to be associated with success. Typically these adoptees have life histories that often have been traumatic. Such placements require that two distinct systems-the adoptee and the family-merge into one as the new family readjusts. With substantial risk inherent in these placements, post-placement services that assist the process of becoming a family are critically needed. This chapter presents a health focused, psychoeducational model that addresses the entire family. Based on a conceptualization of the phases that a family experiences in the post-placement period, the model includes several therapeutic interventions designed to facilitate understanding of the family's experiences. A study on factors related to families' participation in this post-placement service which highlights the importance of external supports is presented. More recently, changes in the law have removed some of the barriers to the adoption of children with handicaps and have served to promote their adoption. In addition, new legal questions have arisen regarding the standard for terminating the parental rights of the parents of a child with special needs and the legal remedies available when the adopted child does not meet the expectations of the adopted parents. Consideration for adoption was given to children of color and those with special needs as emphasis on deinstitu-tionalization and normalization by developmental disabilities service providers created more children who needed adoption. Advocacy efforts of the 1970s led to changes in state and federal law and policy. Interview and questionnaire data from 42 families who adopted 56 retarded children indicate positive outcomes for almost all of the adoptions. These outcomes are discussed in the context of existential and reality crises that the parents must face when a handicapped child enters the family. A model for predicting good and poor adjustment to these crises is proposed, and the variables useful in that prediction are described.
