One of the important objectives of this paper is to verify the accuracy and reliability of the performance information/data of the APA report through which the performance of the Upazila land office is measured. This verification is needed in order to observe whether the land administration is showing its actual performance achievement in the performance report to ensure accountability. In doing this, both primary and secondary data were collected from 9(nine) Upazila land offices and analysed. Research findings suggest that APA is not working well in land administration. This is indicated by the gap between reported performance and actual performance. It is also found that unethical practice of manipulating performance information is going on in the APA reporting. As a result, the very concept of accountability of the public managers is not ensured, and the lofty target of providing better service to the citizens is hampered. Moreover, because of not showing the actual performance to the principal (political leaders) through performance report, wrong evaluation of the performance of the Land Administration is made, and the low productivity of the service delivery is hidden. So, the government cannot come to know the problems or causes of the non-compliance of the agreed targets and take any favourable decision or allocate resources in favour of that land office to increase productivity and meet the public demand of service delivery. Since MMR is high in rural areas of Bangladesh so to reduce MMR the uptake of ANC visit from trained provider is important. The objective of this study was to see the trends of 4+ ANC visit and identify the factors associated with the number of antenatal visits in rural areas.This study used the data generated from Bangladesh Demographic and Health Survey (BDHS) 2004-2014 to observe the trends and factors associated of 4+ ANC visit. The results of bivariate and multivariate analyses confirm that divisions, wealth, education and media exposure had strong influence on rural women’s 4 + ANC visit. Result of logistic regression model shows that poor and less educated women of rural areas were less likely to seek 4+ ANC visit than urban areas. This outcome of the paper suggests that rural women economic status and education has significant effect on 4+ ANC visit. Sayem","doi":"10.36609/BJPA.V30I1.100","DOIUrl":"https://doi.org/10.36609/BJPA.V30I1.100","url":null,"abstract":"Union Digital Centers have been inaugurated to accomplish the vision ‘Digital Bangladesh’ to empower rural people by providing digital services. The study attempts to assess the role of union digital centers in reducing social inequality. It also tries to identify the barriers in providing digital services to the local disadvantaged people. In this purpose, the study exerted a cross-sectional mixed-method approach. Data were collected from 399 service receivers of UDC through questionnaire survey, 16 KIIs and 5 FGDs. From principal component and correlation analysis, it is found that the grassroots people’s easy accessibility, citizen’s empowerment by minimizing information gap, quality service delivery at affordable price and time-cost-visit reduction play a significant role in reducing social inequality in rural areas. These factors are positively correlated with the effective service delivery of UDCs to reduce social inequality. Lack of awareness, conflict of job responsibility with UP secretaries and weak network connection are the major barriers in providing effective services of UDCs. Considering the significance of the service, the study aims to explore customer satisfaction of the e-ticketing system of the Bangladesh Railway. It also investigates the gender perspective in regards to the service quality dimensions. A cross-sectional study was conducted among 361 respondents, followed by a quantitative approach. A structured questionnaire was used to survey the passengers from different railway stations in Dhaka City. The findings showed that the service quality indicators such as well customized website (ß= .130, p value< 0.05), ease of using the website (ß = .339, p value<0.05), ticket purchasing and website crash (ß = .162, p value< 0.05), web browsing security (ß = .150, p value< 0.05), NID & credit card payment security (ß = .186, p value< 0.05) have significant impact on customer satisfaction. Both Multivariate analysis of variances and discriminant analysis revealed that male and female customers have a significant variation in perception regarding user-friendliness and fulfilment dimension. Bangladesh has already identified tourism as a thrust sector for the development of the country. The present study identifies the opportunities and contributions of tourism activities for achieving SDGs in Bangladesh. This study analyses the existing tourism policies and plans, government regulations, reports, and SDG related practices to attain the objectives. It is observed that SDG goals number 8, 12, and 14 are directly related to tourism. Furthermore, tourism can contribute to achieving some other SDG goals, like 3, 11, and 15. The study reveals that the contributions of tourism to GDP and employment are in an increasing trend. Sustainable Consumption and Production practices are encouraging the tourism businesses to include nature and biodiversity conservation in their management plans. Marine tourism development in the Bay-of-Bengal can play a positive role in reducing the negative impact of climate change and sustainable use of the oceans, seas, and marine resources. The study reveals that sustainable tourism development through cultural, religious, and archeological features can make Dhaka a stable and sustainable city. The study shows that sustainable tourism development in protected areas can ensure the preservation of forest areas, protect biodiversity conservation and provide sustainable use of natural resources. A practical illustration of that is the establishment of the Governance Innovation Unit under the prime minister’s office and the A2i at the ICT division, the first innovation laboratory of its kind in the world. At the same time truly remarkable are the innovations achieved with the help of technology and information in the public sector, especially for a young country such as Bangladesh. Usage of technology is hoped to reduce the rigidity of service delivery, increase effectiveness and efficiency, and also at the same decrease the travel, cost, and visit for the service recipients. Institutionalization of these innovations is vital for making the innovations replicable throughout the whole sector and also for making them sustainable. This paper aims to examine and understand the state of institutionalization of technological innovations in the public sector of Bangladesh, investigate the strategies that are helping to attain that goal, and understand the challenges to the process of institutionalization. The design of the paper is qualitative as it employs rigorous content and document analysis and also incorporates data from expert interviews.
