{"title":"Assessing the progress and pitfalls of the Ministry of Environment, Forest, and Climate Change in achieving SDGs in Bangladesh","authors":"Md Mizanur Rahman","doi":"10.36609/BJPA.V29I2.228","DOIUrl":"https://doi.org/10.36609/BJPA.V29I2.228","url":null,"abstract":"The study strived to assess the performance of the Ministry of Environment, Forest, and Climate Change in achieving environmental sustainability in Bangladesh. The overarching pitfalls, shortcomings, and associated challenges were critically examined. The research used both primary and secondary data, which was collected following several research approaches. It was found that the Ministry is actively working to achieve 25 targets of SDGs. Nothing is mentioned about climate change in its mandates though it is nodal Ministry in climate adaptation and mitigation. Due to its ambiguous and viscous mandates, jurisdictional overlapping followed by the conflict of interests has been created in many other ministries and divisions. In SDGs mapping, this Ministry's role in achieving food security and responsible consumption have been downplayed. According to key informants' perception, it could not garner the community’s support in conservation initiatives. On the other hand, due to drawbacks in the legal framework, environmental justice could be ensured on an equal basis. No noticeable activities were observed that can achieve the targets 2020, agreed under the UN Convention on Biological Diversity (CBD), as part of the set of Aichi Biodiversity Targets. The Ministry could not establish any reliable database through which ecological, carbon, and green footprints can be measured. Correspondingly, Bangladesh Forest Research Institute cannot carry out need-based and world standard research activities. Institutional and legal reform is advocated to expedite the actions to achieve environmental sustainability. {"title":"Effects of Human Resource Management Practices on Labor Dispute of Readymade Garment Sector of Bangladesh","authors":"M. Labour dispute (LD) creates lose-lose situation and impairs the interest of both the workers and employers and thereby creates barriers in achieving sustainable development goals (SDGs) by hampering economic development of the country. For achieving SDGs within due times, it is necessary to maintain harmonious industrial relation (HIR) in RMG sector. In a HIR both the employers and workers change their mind set up and builds an environment of mutual understanding and trust. Workers with high motivation and commitment consider the interest of the employers as their own interest and always try to avoid dispute. HIR can be maintained through proper exercise of human resource management (HRM) practices. As LD is high in RMG sector, it is necessary to know to what extent HRM practices are exercised in this sector and whether these practices are responsible for labour dispute or not. To do so a questionnaire survey has been conducted on 384 workers of grade IV to grade VII of four major districts. Five focus group discussions and eight key informant interviews also have been conducted to triangulate the data. The findings indicate that HRM practices are poorly exercised in this sector. In 2007, the Cabinet Division took initiative to introduce Citizen’s Charter in different public offices. This study was conducted to assess the implementation status of Citizen’s Charter in Ministry and field level offices of Bangladesh with its challenges. To achieve the research objectives, this study followed both quantitative and qualitative research approaches. Sample survey with semi-structured questionnaires was used for collecting primary data while secondary data were collected from all relevant sources. The study showed that the implementation status of Citizen’s Charter at public offices in Bangladesh is still in its infancy. The service providers are not strictly following their Citizen’s Charter in their routine work. There are a number of drawbacks in implementation of Citizen’s Charter in the public offices. Lack of adequate public awareness is the leading cause of poor implementation of Citizen’s Charter. In addition, lack of proper knowledge among the citizens or service recipients, lack of positive attitude of service providers, communication gap between the service receivers and the service providers and lack of proper monitoring and feedback mechanism were other barriers. Agriculture draws considerable attention and is the backbone of the Bangladesh economy. Besides enhancing food and raw materials, agriculture also enhances employment opportunities to a vast number of the population. Agriculture is affected by many factors; among those two crucial factors are agricultural credit and chemical fertilizer. This paper examined the effect of agricultural loan & chemical fertilizer on the total rice production in Bangladesh during the time 1995 to 2016. The study has used data from the economic review 2017. Data are found stationary at the difference at 1% and 5% level of significance using Augment Dicky Fuller (ADF) test. Then the study adopted multiple regressions to see the influence on agricultural loan and chemical fertilizer on total rice production. The result showed that agricultural credit has a positive & statistically significant effect on total rice production, and chemical fertilizer has a positive effect on the total rice production of Bangladesh but not statistically significant. It describes the background leading to the setring-up of the mills and their operational experience in the field of production, marketing and finance. Problems faced in each of these fields have been highlighted while noting BJMC's attempts at resolving these. The paper ends with a survey of the current management dilemma as to how to ensure profitability of the two carpet factories. DMS make a widespread set of tourism supervision, advancement and fulfillment tools obtainable with tourism products and services, and tourist databases as its basis. However, the core objective of this research is to put forward a common DMS together with sub-systems of DMS to the tourism destinations in Bangladesh to make sure proper tourism administration, particularly in the over-tourists places, by using this common podium. Therefore, the study has been conducted using qualitative case study approach. Focus Group Discussion has been conducted among the technology experts, tourism specialists, concerned government bodies, tourist police and other stakeholders. In addition, interviews among associated destination management organizations with structured questionnaire have been taken to embody the idea. DMS are of great use to manage the tourist flow and to have appropriate statistics. It helps to connect with national server to put a ceiling on number of visitations in an area. This platform can be used for both marketing and de-marketing of destinations according to individual situations. Categorizing tourists, their preferences, characteristics and most importantly to lessen the seasonality of tourism business this system is indispensable.
