This essay also tries to investigate the issues with promoting organic farming. Lack of knowledge about organic technology and consumer distrust of goods and advertising strategies are among the important problems. It is discovered that a variety of factors affected people's decisions to buy organic food. Health and environmental awareness were positively correlated with educational attainment. The majority of consumers expressed interest in learning more about the production of organic foods, and it is evident that organic agriculture might lessen the harmful effects of chemical agriculture. The majority of customers expressed a lack of trust in organic food products by being unwilling to pay more for quality assurance and organic certification. Furthermore, there is a significant opportunity to meet the local demand for organic food, notably on the vast agricultural acreage in Rajshahi. Rajshahi has the chance to increase organic food production thanks to the lower wage, which will afterwards lead to the creation of good jobs. The barriers to the growth of the organic markets were recognized as ignorance, ecological consciousness, consumer trust, accreditation, quality control mechanisms, current technology, information literacy, storage capabilities, and crop insurance. The agricultural market chain, which is made up of many intermediary organizations, is also vulnerable. The Union Parishads, in spite of having constitutional provision, could not come out as self governing units and left under the command of national government. The objectives of this study was to assess how participation makes LGSP effective in improving ICT literacy in rural areas of Bangladesh and to identify how LGSP plays pivotal role to build capacity of students and unemployed people of the study area. Both qualitative and quantitative methods and standardized statistical application SPSS were used in the study. The study was based on empirical data from eight (08) Unions of Kishoreganj Upazila of Nilphamari District. The study reveals that the projects under LGSP are usually taken after consultation with the rural people through Ward Meeting .However, the number of ICT related projects were very low ; only 2 to 3 projects were taken by each of the union council in a fiscal year. Most of the projects under LGSP were on construction of road and culverts, installing tube-well, developing rural drainage and renovation of sewerage system because the elected representatives are interested on such types of small projects. On the other hand, the role of LGSP in building capacity of the unemployed youths and students was found to be very noteworthy as they received different digital services and skill oriented training ranging from online job application, photocopying, printing, registration and other e- services ; creating a new job opportunities and self run businesses. Without implementation, policy frameworks for sustainable disaster management are a meaningless exercise that will impose float-up answers on top-down interpretations. Therefore, this effort will uncover the level of enforcement of legal obligations as well as the level of implementation of disaster management activities by the relevant disaster management institutions. National policy and strategies for integration of DRR in emergency preparedness, response and recovery programmes in the light of national level policies pertaining to the DRR for the reconstruction of affected communities are still remain challenge for the Government of Bangladesh to accelerate the paradigm shift from the relief culture to the DRR culture. Rural development has been identified as all efforts to improve the livelihoods of rural people such as change in rural productivity, employment opportunities, income and wealth distribution, social structure and social mobility, resource management, access to information, rural people's strength, health and education and so on. The success of rural development has been broadly measured by these changes and disaster management issues have been set aside.investment and sustainable development are under great threat due to frequent disasters. It is true that we need to work more diligently to reduce the risk of disasters. In line with the policy framework, this study also aims to assess the viewpoint on how political economy influence the government of Bangladesh on governance and institutional strengthening to help identify obstructions and opportunities for mainstreaming Disaster Management into development and how does governance work in the implementation of DM programmes in Bangladesh. {"title":"Targeted Poverty Alleviation: China’s Ingenuity to Defeat Poverty","authors":"Xiaoyun Liu","doi":"10.36609/bjpa.v30i2.344","DOIUrl":"https://doi.org/10.36609/bjpa.v30i2.344","url":null,"abstract":"2020 was not an easy ride since the COVID-19 pandemic wreaked havoc on economies and dragged around 120 million people into the pit of poverty and despair. Although the pandemic posed daunting challenges to its final fight against poverty, China fulfilled its promise of eradicating extreme poverty by the end of 2020 as scheduled. This article reviews China’s achievements in poverty alleviation, and examines how and why China can end extreme poverty by adopting targeted poverty alleviation. The context that is characterized by economic restructuring, regional disparity and income inequality calls for individualized attention to people in poverty. Thus, the strategy of targeted poverty alleviation was introduced to push forward poverty elimination in China by reaching the poor. To roll out the strategy nationwide, China identified all the poor households by door-to-door investigation, dispatched officials to the frontline of poverty eradication, and conducted wide-scale and multi-faceted evaluation of the poverty elimination results. In addition, multi-pronged anti-poverty measures are introduced, which include infrastructure, developing local industries, relocation, eco-compensation, education, social security and special initiatives for vulnerable groups. At the end of the article, future challenges and formidable obstacles are listed. Findings suggest that China should start focusing on the people who may slip back into poverty, on the urban poor and on regional inequality. This is a review and analysis has been done based on the available secondary sources of data collected from government publications, research articles, and international organization statistics. Information on characteristics of digital divide i.e. three successive stages of access (material, skill and use) were collected using a semi structured questionnaire along with qualitative method of in-depth interviews and key informant interviews. Survey data were presented by frequency table and Interviews were analyzed with a thematic analysis technique using Van Dijk model. This article explores how the divide comes and which one is the dominant factor reflecting digital divide based on gender. I argue that though female teachers are increasingly internet users, they continue to experience device divide and significant gaps in skills, usage, and online social network access as well. Dhaka offers an exceptional context with the world’s highest density of population. How the sociocultural condition of the city’s population would impact the future ridership of the metro rail was an interesting question. The data for the study were collected through a structured questionnaire by the participants of a training programme designed for the Dhaka Mass Transit Company Limited officials and implemented by the Bangladesh Public Administration Training Centre. The respondents were randomly chosen from six catchment areas of a part of the Mass Rapid Transit (MRT) Line-6. This paper presents the survey findings using descriptive and inferential statistics. The implications of the findings are discussed. The study findings substantially contribute to the scientific knowledge of urban transportation governance regarding rapid-transit facility development. For last few decades, microcredit- a collateral free credit support, has been disbursed for the betterment of women and their empowerment. This study investigates the contribution of microcredit in empowering rural women and how the credit beneficiaries are facilitated by nourishing it. The perceptions of female borrowers are also assessed here. Following the mixed method, 42 female credit borrowers of two root level units equally from Bangladesh Rural Development Board (BRDB) and Bangladesh Rural Advancement Committee (BRAC) are selected for the collection of firsthand data while different credible secondary sources are searched for extra information. The study contributes to formulate public and private policy from the updated findings of empowerment and self dependency of women by dint of existing system of microcredit program. The result explores that the female borrowers are capable of increasing their income and savings that entails declining domestic violence. Few of them achieved the ability to participate in different decision making activities of their personal and family affairs. In addition, microcredit helps to improve personal skills, social status, political consciousness and legal awareness of the credit beneficiaries that really strengthen their morale. Finally, the study finds that the women perceive more empowered after the inflow of microcredit in their everyday activities. Therefore, some pragmatic recommendations based on the findings are proposed for better women empowerment of rural area. To support statistical analyses, relevant data were gathered from 132 employees working in the commercial banking sector of Bangladesh. To assess the research model, the PLS-SEM approach was applied using SmartPLS 3.0. The study found a significant positive impact of green training and development, green performance appraisal, and green employee empowerment on organizational citizenship behaviour towards the environment. Besides, deviated from previous studies, we found green recruitment and selection, and green rewards were not significant predictors to employee green behaviour. The results of the study suggest that organizations should provide more attention to green employee empowerment, and green training and development to develop responsible eco-friendly behaviour among the participants.
