The curriculum system of OBE mode specialty is based on the market demand, industry standards and ability training to design the expected learning output. Students are placed at the center to construct the curriculum system of tourism management specialty in higher vocational colleges. Starting with the training objectives of tourism management professionals, this paper dissects the teaching requirements and indicators in the formulation of the training plan, analyses the corresponding courses, and builds a curriculum system for the training of tourism management professionals in higher vocational colleges. Now the government, institutes of higher education and society are asking the same question: how CFCRS can contribute for the implementation of “Double World-Classes” strategy and Educational Opening-up policy in the “New Era”. By trace the development path and current situation of CFCRS in terms of its approval system, scales, social recognition and policy environment, this article predicts the development trend and provide some practical suggestions for CFCRS. In the New Era, the key development strategy will focus on two aspects: rebalance and competitiveness. The specific steps include readjusting the development pace and optimizing the structure, as well as encouraging Chinese universities to find prestigious foreign universities as their partner or highlight the uniqueness of the cooperation. Keywords—Chinese-Foreign Cooperation in Running Schools; New Era; Current situation; Prospects In the 19th National Congress of the Communist Party of China, General Secretary Xi Jinping, for the first time, presented a new historical development course for China: Socialism with Chinese characteristics in the New Era. After his speech, the phrase “New Era” has been given fresh meaning and interpretation in the field of humanistic and social science. In the New Era, CFCRS has become an indispensable and influential part of higher education internationalization in China after nearly 30 years of development. It also drawn much attention from the governments and scholars home and aboard. This article will analyze the status quo and future challenges of CFCRS first, and then provide some constructive suggestions for sustainable development of CFCRS based in the New Era. I. THE BACKGROUND OF “NEW ERA” For now and the following decades, China is entering into the New Era. During this period, China will focus on domestic transformation and accelerate the opening-up to the outside world. With the further economic reforms and industrial restructuring, especially the implementation of “Made in China 2025” strategy, China is becoming stronger and more important in the world economic cooperation. Benefited from the regional cooperative platforms, such as ‘Belt and Road initiative’ and Shanghai Cooperation Organization, China has increased its capacity of participating in the global governance. In regard to education, Chinese people and government always regard it as the foundation of a nation and the driving force for sustainable development. Therefore, in the background of New Era, which direction shall the higher education internationalization of China go? What will be the ultimate goal of CFCRS and which path shall it follow? This paper analyzed the internal and external environments related to the development of high-quality characteristics of independent colleges based on SWOT analysis. It proposes five strategic paths for independent colleges’ high-quality and characteristic development including clarifying the college-running orientation, improving the model of college governance, offering services for the regional economic and social development, strengthening the cultivation of talents, as well as creating unique college culture, thus building a strategic model of the high-quality and characteristic development for independent colleges. Keywords—SWOT analysis; independent colleges; high-quality characteristics; strategic path Independent colleges are the product of the innovation of Chinese higher education systems and mechanisms. As an important part of private education, they make a great contribution to the reform and popularization of higher education as well as the economic and social development[1-2]. With the popularization of higher education, and the proposition of “realization of the connotative development of higher education” at the 19th CPC National Congress, independent colleges are facing the dual tasks of connotative development and characteristic college-running instead of mere expansion of scale. Therefore, how to realize the high-quality and characteristic development has become a major exploring direction for the future development of many independent colleges. I. THE EVOLUTION OF INDEPENDENT COLLEGES In September 1999, Wenzheng College of Soochow University and City College of Zhejiang University enrolled students for the first time, which was regarded as the sign of the birth of “private-run second-tier college” [3]. After 2000, a large number of second-tier colleges were successively established across China. In 2003, the number of second-tier colleges reached 360 [4]. In April 2003, the Ministry of Education issued On Standardizing and Strengthening the Management of Independent Colleges Run by Universities in New Mechanisms and Models, officially proposing the term of “independent college”. In February 2008, the Ministry of Education issued The Measures for Setup and Management of Independent College, which clarified the nature, rights and interests, establishment requirements of independent colleges and proposed a five-year transitional period of inspection and assessment. In 2014, the State Council issued Decision on Accelerating the Development of Modern Vocational Education, encouraging independent colleges to set their college-running orientation as applied technical colleges and universities when transformed into private colleges and universities. Application-oriented colleges should be an appropriate choice for most independent colleges. Though Confucianism originates in China, it is not inherited and spread as successful as in South Korea nowadays. This study applies the qualitative analysis to investigate the underlying reasons for different situations of Confucian cultural preservation between modern China and South Korea. The findings are (1) compared with China where several radical movements in modern times started from the Taiping Heavenly Kingdom Movement have dealt a serious blow to the status of Confucianism, Korean witnessed a rather moderate process of Confucianism development. (2) Korea lays great emphasis on moral education of Confucianism, while academic achievement seems to be prioritized in China’s teaching activities. (3) Korea takes full advantage of mass media to popularize Confucianism, the degree of which hasn’t been realized in China. These practices in Korea shed light on China to better improve the culture soft power embodied in Confucianism in modernization.
