The need for such a study is connected, among other things, with the adoption of new criminal laws in Kyrgyzstan, Kazakhstan, which is a border region with the Altai Krai. The study of this issue is also associated with the need to fulfill the commitments made by the Russian Federation to amend the national legislation, including (inter alia) criminal liability for violation of the customs legislation of the Customs Union and leading to the identical definition of wrongfulness of acts.","PeriodicalId":136021,"journal":{"name":"Proceedings of the International Conference on Sustainable Development of Cross-Border Regions: Economic, Social and Security Challenges (ICSDCBR 2019)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131262379","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The author believes that one of the most effective ways to retain this active part in the region is to involve them into politics. The article presents an analysis of elections to the Altai Regional Legislative Assembly in the period of 2004-2016. The data analyzed clearly demonstrates a tendency of increasing a number of young candidates. It is noted that not all parties consistently attract many young people as candidates. The author concludes that this is facilitated by changes in electoral legislation and the growing popularity of opposition parties, where the proportion of young people is always higher than in the “party of power”.","PeriodicalId":136021,"journal":{"name":"Proceedings of the International Conference on Sustainable Development of Cross-Border Regions: Economic, Social and Security Challenges (ICSDCBR 2019)","volume":"39 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131687000","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Adoption of the Federal Law No. 374-FZ “On Amendments to the Federal Law on Countering Terrorism and Certain Legislative Acts of the Russian Federation Regarding the Establishment of Additional Measures to Counter Terrorism and Ensure Public Security” has changed the existing legislation related to the issues of terrorism and extremism. According to a number of scholars, the main trends are due to the expansion of state oversight functions in the sphere of religious freedom and the increasing missionary practice. Analyzing the amendments made to the Federal Law No. 125-FZ “On Freedom of Conscience and Religious Associations,” the author believes that the changes introduced into the legislation do not hinder the exercise of freedom of conscience and religion. The implementation of restrictive policies depends not only on the legal norm, but also on the qualifications of law enforcement agencies authorized to implement this policy.","PeriodicalId":136021,"journal":{"name":"Proceedings of the International Conference on Sustainable Development of Cross-Border Regions: Economic, Social and Security Challenges (ICSDCBR 2019)","volume":"54 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116459257","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Mezhov","doi":"10.2991/icsdcbr-19.2019.64","DOIUrl":"https://doi.org/10.2991/icsdcbr-19.2019.64","url":null,"abstract":"In recent decades, the country's leadership has adopted many programs and projects for economic growth, the implementation of which does not always give the desired result. In our opinion, the main reason for this is insufficient attention to the corporate organization of business and the contemporary choice of a national model of corporate governance. The article considers the role of a contemporary corporation in solving the tasks of growth of the Russian economy. The authors’ comparative research clearly shows that in the developed countries, corporations provide innovative and technological development, serving the core of the economy. A system-structural analysis demonstrates the organizational complexity of managing a corporation due to the multitude of participants, functions, tasks, and strategies. It is shown that at present, corporations do not use enough market investment mechanisms, practice excessive export abroad or inappropriate use of retained earnings, and restrain the growth of corporations, which are essentially the material carriers of the modernization programs of the Russian economy. Improving the corporate governance model will significantly overcome the existing shortcomings. The approach proposed by the authors calls on the executive and legislative authorities to change the paradigm of corporate governance in Russia, the main principles of which are contained in the article, which would allow launching the processes of reproduction and development at the corporate level.","PeriodicalId":136021,"journal":{"name":"Proceedings of the International Conference on Sustainable Development of Cross-Border Regions: Economic, Social and Security Challenges (ICSDCBR 2019)","volume":"70 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128478489","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Growing global factors continue to make health security an integral part of international policy through the collaboration of the World Health Organization (WHO) and other actors. The state of health security, changing values, and rising expectations determine the adoption of new systemic decisions by WHO and other global health actors, leading to the revision of traditional approaches in order to respond effectively to current challenges.","PeriodicalId":136021,"journal":{"name":"Proceedings of the International Conference on Sustainable Development of Cross-Border Regions: Economic, Social and Security Challenges (ICSDCBR 2019)","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129646928","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Each individual territory has a certain human capital, ensuring its livelihoods. However, the peculiarity of territorial administration in Russia is that the experience has not historically been developed, which would, on the one hand, effectively organize people into a community capable of achieving the goals set for them. On the other hand, an experience that would allow particular individuals to organize themselves in the same effective way to realize their interests. This article is devoted to the consideration of the mechanisms of interaction between government and society through the consolidation of the resource potential at the level of local self-government.","PeriodicalId":136021,"journal":{"name":"Proceedings of the International Conference on Sustainable Development of Cross-Border Regions: Economic, Social and Security Challenges (ICSDCBR 2019)","volume":"7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130046734","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
