In the work under the concept of “cross-border region”, the authors mean Russian regions (constituent entities of the Russian Federation) that have interregional ties with administrative and territorial entities of foreign countries, some of which may not be territorially interconnected, and border regions are having land and other borders with contiguous foreign countries. The obtained data confirm the significance of the athletes’ space-time characteristics for the effectiveness of sports activities aimed at increasing their preparedness for competitive activity in equestrian sports, because their development leads to an increase in the adaptive capabilities of athletes, helps to optimize the processes in the central nervous system, as well as the vegetative regulation of the functional systems in the body. An analysis of the linguistic and cultural aspect of the content of Russian language teaching in Mongolia is provided in the paper. In the course of the study, we found that 94% of the Ulgii and Khovd students did not use the Russian language in situations of real communication, and Russia’s perception is based on false images and negative stereotypes about Russia. This fact is a barrier to international and cross-border cooperation between Russia and Mongolia. To overcome such negative trends, the authors propose to update the content of linguistic studies, covering scientific and industrial achievements of Russia and its regional diversity. Based on the materials of a mass survey of schoolchildren from a total of four regions in South-Western Siberia (Republic of Altai, Altai Territory, Kemerovo and Novosibirsk Regions), a conclusion on their negative assessment of Russian politics and the delegation of some socio-political institutions is made. The correlation existing between the critical attitude to power and the schoolchildren’s age and place of residence is proved. In turn, students determine the difference between the degree of awareness of politics and the level of discussion among young people. At the same time, the contradiction between the criticism of Russian politics and the willingness to take any action to change the political situation that exists in the political consciousness of schoolchildren is revealed. Most students prefer to shift the solution of their problems to state bodies or public organizations. At the same time, there is a dependence of the predisposition to protest forms of political activity on the gender and income level of the respondent's family. In general, the conclusion was made that while maintaining the youth trends of mass political consciousness, certain elements of parish culture, and sparseness of spatial networks, the Russian political system will be able to neutralize public discontent.
