The solutions applied to these problems no longer produce results, thus perpetuating from one government to another. The methods used to identify solutions also do not help to locate the most appropriate and adequate decisions. In this context, there is a need to review the ways in which decision-making processes are carried out and the identification of the most qualitative decisions. Workers in both the private and public sectors have learned that there are alternatives to full-time office hours. Now many of them – forming a clear majority in some countries, including the UK – do not want to return to the pre-pandemic status quo. International practices show us different experiences and models for the application of schemes for flexibility of the way and time of work. Indisputably, their application contributes to ensuring the balance of professional and family life, being an effective mechanism in solving problems at the micro and macro level. Talking about the regulation and transposition of these models in national practice, especially in public administration, implies a complex approach to all aspects of public administration, taking into account the level at which these new models are applied. In this context, the data of the National Bureau of Statistics regarding the innovation activity were used, which served as a fundamental basis to assess the efficiency of the activity of the innovative enterprises. The analysis carried out highlighted the level of innovation of economic entities and implicitly of small and medium enterprises. Also, the actual research highlighted a series of problems faced by innovative companies, but also some reference points for different decision-makers at different decision levels, to solve these problems. Sa descriem beneficiile în urma digitalizarii rapide a sistemului educațional din țarile parteneriatului estic, în special a Republicii Moldova. Un factor important al procesului digitalizarii îl constituie nivelul de pregatire a cadrelor didactice, antrenate în sistemul educațional și al beneficiarilor acestuia (elevi, studenți). În procesul investigației au fost depistate lacune despre care autorul ne informeaza. Totodata, este menționat efectul digitalizarii: a adus profesorul mai aproape de elev, de gândirea lui și a provocat gasirea noilor metode de predare, rasturnând metodele cunoscute. În concluzie, autorul menționeaza ca digitalizarea învațamântului pentru multe țari europene nu este o noutate, iar pentru țarile parteneriatului estic a fost și este o necesitate absorbita rapid și în major din necesitate dar nu din dorința. At the same time, the Court points out that, according to its jurisprudence, the termination of the validity of a license, which allowed the creation of a business, constitutes an interference with the right to enjoy property, which is guaranteed by Article 1 of the First Protocol.
