After the analysis of foreign smart cities, it is found that the construction of foreign smart cities has a long-term planning and operational balance. Based on the city, the development has its own emphasis, implementing the \"peopleoriented\" concept of development, with the characteristics such that all the people participate in cooperation. It believes that the construction and development of China's smart cities should focus on top-level design, establish a comprehensive and coordinated system and mechanism, scientifically improve the legal and regulatory system of network information security, and provide guarantee for the independent innovation and development of information technology industry. Research shows that the platform independent management cannot effectively restrict user behavior of illegal parking; join the social supervision mechanism, when the user's social costs outweigh the additional utility, the strategy evolution stability in the compliance parking bike sharing. {"title":"Research on Total Factor Productivity of Chengdu-Chongqing Urban Agglomeration Based on DEA-Malmquist Index","authors":"Haidong Yu, Juanjuan Zhao","doi":"10.2991/ICOEME-19.2019.12","DOIUrl":"https://doi.org/10.2991/ICOEME-19.2019.12","url":null,"abstract":"In recent years, the state has proposed development models based on urban agglomerations, such as the Beijing-Tianjin-Hebei urban agglomeration, the Yangtze River Delta urban agglomeration, the Guangdong-Hong KongMarco Greater Bay Area, and the Chengdu-Chongqing urban agglomeration. The paper is based on the DEA-Malmquist index method. By empirical analysis of the total factor productivity of the urban agglomerations, it is mainly concluded as follows: first, the total factor productivity of Chengdu-Chongqing urban agglomeration increased by 0.8% per year during 2006-2016. The Total Factor Productivity Index showed volatility and reached a wave bottom of 0.878 during 2008-2009 and a peak of 1.163 during 2010-2011. Through this series of fluctuations, it can be found that changes in total factor productivity are closely related to the changes in technological progress and scale efficiency. Second, there are 9 cities with improved total factor productivity accounting for 56.25% of the total sample. However, the technical improvement between the nine cities is not balanced. The city with the largest improvement in the total factor productivity index has reached 8.5%, and the largest decline has been -5.2%. Only three cities have achieved technological progress and improved technological efficiency. It accounts for 18.75% of the total number of samples, and there is still a distance from the general improvement of the technical level of Chengdu-Chongqing urban agglomeration. At the same time, this paper also finds that for cities in Chengdu-Chongqing urban agglomeration where the efficiency of total factor technology has not improved, technical efficiency and technological progress have negative effects. The double reverse effect makes the TFP index lower than 1. Then, the coupling promotion path of human capital and economic growth of the five urban agglomerations is designed under the framework of subsection dynamics. The results show that: first, the coupling degree of the five major urban agglomerations shows a slow upward trend and polarization, and the hot spots did not change significantly from 2007 to 2016 and had diffusion effect; second, the spatial difference of coupling degree is significant and the difference between urban agglomerations is the main source of the overall difference; third, from the perspective of regional distribution dynamics, there is obvious dynamic disharmony between human capital and economic growth in the five urban agglomerations. The degree of solidification of the latter is greater than that of the former, and the low-level trap of regional economic growth is more serious.
