In order to explore the action mechanism of scientific and technological innovation on economic development, based on the relevant data of 29 provinces, municipalities and autonomous regions in China from 2007 to 2016, this paper adopts the spatial panel regression model and the threshold panel regression model to inspect the non-linear spatial relationship between science and technology and economy. The results show that there is a significant spatial dependence of scientific and technological innovation on economic development in China, and the spatial Durbin panel model is the best research model. Scientific and technological innovation, financial development, opening up and government investment have posed significant positive spatial spillover effects on the economy of neighboring provinces. Human capital and opening up have played a significant role in provincial economy, but it has posed a significant negative effect on the economy of neighboring provinces through the \"resource closure effect\". The impact of scientific and technological innovation on economic development has obvious threshold effect of opening up and financial development. Hereby, the paper puts forward some countermeasures that promote scientific and technological innovation to influence economic development. From the perspective of society, the productivity of scientific research in first-class universities is declining, mainly due to the decline of technology; the universities with rising productivity and decline can be attributed to horizontal catch-up drive and vertical regression. From the perspective of colleges and universities, the overall efficiency of the first-class universities is effective; the comprehensive and effective colleges and universities can be called the insufficient inputdriven and the insufficient output constraints. From the perspective of the state, the technical efficiency of first-class universities is low and mainly caused by management factors; the universities with effective technical efficiency are driven by low management and the ineffective universities are comprehensively restricted by technical regression and management. It is suggested that in terms of project cooperation and resource allocation, society and the state should give priority to universities with high productivity, high efficiency and effective management; low-efficiency universities should pay attention to technological improvement, strengthen output orientation and improve management capabilities. Taking the students of Zhejiang Gongshang University as the research object, the SPSS software was used to analyze the survey results. The study found that the basic consumption expenditure of college students accounted for the largest proportion of food expenditure; the social consumption was related to the level of regional economic development; the expenditure was higher than the income level of college students; the preference for consumption diversification and individuality coexisted; the development consumption has become increasingly a major feature during the consumption of college students. And there still consists the phenomenon of blindly following the trend and lacking rational thinking. The article also puts forward reasonable suggestions from the four aspects of students, families, schools and enterprises in order to help college students establish reasonable consumption concepts and correct bad consumer behaviors. Among such issues is the question of the nature of a bank and the banking system, which are most frequently defined simply as credit institutions. The present article argues the thesis that banks and the banking system in general, despite fulfilling the credit function, are not in essence credit institutions. The essence of banks and the banking system is conditioned by their adhering to the monetary system of the country. In the course of the monetary system genesis, the banking system underwent transformation. Without understanding this natural relation, it is impossible to identify the essence of banks and the banking system, or to solve practical tasks of economic development. The methods of scientific abstraction, natural sequence, deduction and others were used in the study. As a result, it was concluded that the essence of banks and the banking system is that in the modern monetary system conditions, they are the functioning legal medium of the volume of monetary units.
