The objective of this research to administrate the power of user experience in developing a system for visually impaired and blind users. In addition to help blind users in defining the criteria of systems that is appropriate for them. This paper has accomplished to point out the importance of the technology that can assist without interference of human and show the loopholes in the current technology. There are different methodology has been used to implement the development and design of application. The traditional approach to develop software has been followed along with some new methodology that is incorporating new devices in the system. My research designed to find out how people feel or what they think while using system. Project management methodologies simply define principles, like agile that is one of the best SDLC models that is very flexible, iterative design and build process. The skills of creative problem solving and learning motivation scales was applied to a sample of (168) students from two preparatory schools in one area. Teaching in the first school (81 students) using the electronic interactive board, and in the second school (87 students) using traditional way, two groups equivalence in intelligence and previous achievement. Results showed: statistically significant differences between the students in the two groups in the creative problem solving, and in total score of learning motivation and its dimensions favor the students using the interactive whiteboard. This work presents a new XML representation of Sign Language based on the annotation system Gloss used usually in American Sign Language (ASL). The annotation system covers all aspects of Sign Language starting from hand shape and hand configuration to facial expression and head movement. We moved then from a teacher-directed learning to learner-centered learning. Thus, after having suffered from institutional constraints (imposed curriculum, fixed planning), the learner could today, thanks to technological evolution, rely on himself to control his learning. The Learning Environments came to enable learners to carry out their learning activities. Nevertheless, they remain limited to the personalization level. It is then obvious that the satisfaction of learners is not complete. The following question was arose: Can the learner build his/her own learning experience? This option has become plausible with the emergence of the Personal Learning Environments (PLE). However, with their advent, each learner has become master of his/her learning. So, we are faced with a complex and rich landscape characterized by the abundance and proliferation of web tools and resources. We have developed an assistance approach for PLE learners to face this complexity. We have developed also a prototype that implement our approach for experimental purpose. It also presents a newly developed framework, for using wearable technologies in mobile learning, which covers several challenges identified from the literature. One of the essential skills that involve activity sequencing is toilet training which is difficult, cumbersome and sometimes never achieved for autistic children. This paper presents the requirement elicitation of Toilet Training Sequencing (TTS) wearable watch to provide customized support for autism children in toilet training. The presented prototype will help autistic children to dispense the paper based activity sequencing and thus increase the adaptation of the child with any place. The requirement elicitation techniques were conducted in collaboration with non-profit specialized centers in serving children with autism in Riyadh, Saudi Arabia \"Mother of Faisal Autism Center (MFAC)\". The results of the semi-structured interview, field observation and focus group are provided. This paper reports the findings of a study that sought to examine the specific challenges teachers in Oman face with creating accessible and usable learning environment for visually impaired students taking English language courses at tertiary education level. Data was collected during a one semester period at the Centre for Preparatory Studies at Sultan Qaboos University using face-to-face interviews with language teachers. The researchers looked into the teachers' views on challenging aspects related to technological and pedagogical support given to visually impaired students for them to meet learning outcomes and standards of competency in English, and successfully integrate into the mainstream English language programs. These tools can detect approximately 50% of the success criteria. However, the rules used to detect errors are often not well documented, and even though a success criterion is said to be checked, this does not guarantee that the tool is able to detect all possible violations of this criterion. It is difficult to discern the advantages and limitations of the different tools. Media Lunde Tollefsen AS (MediaLT) has therefore started to build a resource to test the tools, not primarily to find the best in test product, but to get necessary knowledge about the tools we use in our development projects and WCAG-evaluations. The resource currently includes 11 different pages and more pages will be added to build a stable set of WCAG-errors from 31.12.17. Each page includes a list of known errors, Wave-evaluation and the possibility to send feedback. In order to improve the hearing impaired people access to information and communication in their daily lives, many researchers have paid a great deal of interest on facial expressions synthesis from 3D facial models for rendering interactive signing avatars, while others works have focused on the human face gestures synthesis from images of real living persons. We present in this paper an automatic approach for the generation of sign language animation from a two dimensional frontal image.
