Systolic arrays are special forms of multiprocessor architectures that partly overcome the memory band-width problem by allowing multiple computations for each memory access. In systolic arrays proposed so far, the computational element includes a multiplier and an accumulator. The multiplier in the basic cell requires either a large chip area if high speed is desired or becomes slower if serial architecture is used. A high speed programmable computational architecture without the multiplier is proposed in this paper. The new computational architecture is composed of basic cells consisting of a barrel-shifter and an accumulator. A throughput data rate which is inversely proportional to the delay in a single cell is achieved in the new architecture. The architecture is static reconfigurable to make use of the fact that the precision needed for coefficients in any filter or from one filter to another varies considerably. In situations where these technical analysts are not available, such as with mobile satellite ground stations, Aritficial Intelligence software has been developed to provide for some of that expertise. Genesis is an intelligent active database designed to monitor real-time satellite health and status telemetry, translating the actual telemetry data into contextually relevant single point symbolic data, maintaining a history of the data, and checking the data for \"interesting\" events. Interesting events are when the telemetry data, symbolic data, and historical data do not fulfill Genesis' expectations. An adaptive algorithm is proposed for utilizing the outputs from a parallel filter bank observed over a number of time intervals to make decisions on the presence of one or more frequency-hop signals. Trade-offs among the number of filters, the number of time intervals, the time-bandwidth product of each energy detector, and the total observation time are explored by means of computer simulation. The probability of detection for a specified probability of false alarm is determined as a function of the frequency-hop signal power for various numbers of interfering signals. In the generalized formulation a matrix pencil M - ¿N is constructed. In general, the rank of the matrix pencil is d. However, for particular values of ¿, the rank is decreased by 1. The values of ¿ for which this happens contain the information needed to estimate the angles of arrival. This paper suggests an elegant and efficient solution for real time communication software that considers the urgency of a message and the security level associated with such messages. We propose the use of the preference control construct, \"pref\", for the explicit control of preferences among different entries within the select statement. The preference control construct makes our solution much more readable, understandable, easy to modify and more efficient. We argue the necessity for the preference control construct in Ada. We also give a possible solution without the use of explicit preference control; but the resulting software does not measure up to the high quality software engineering standards that are attained with the use of explicit preference control. An example of message routing software is included in this paper. The advantages of using explicit preference control are discussed from two complementary aspects. First, the run time analysis shows that the response time is much faster using explicit preference control. The response time is obviously a very important constraint on military communication software. Secondly, we state a general principle called the branching wide horizons principle, which captures the necessary expressive power needed for the efficient control of communication. A Viterbi algorithm type of adaptive receiver is derived directly from the optimal receiver for an additive Gaussian noise channel. It makes use of least-square lattice filters to perform equalization and noise cancellation and converges very quickly to the optimal receiver. An antagonist with a modicum of satellite command system knowledge and modest financial means, could disrupt operations, or, in the worst case, jeopardize the health and safety of orbiting satellites by commanding the satellites into undesirable configurations. Consequently, a critical need has emerged to protect the satellite command systems from malicious or inadvertent interference. Government too, recognizing the need to protect all US space systems, has recently promulgated a policy through the National Telecommunications and Information Systems Security Committee (NTISSC) that declares that future Government use of commercial satellites shall be limited to those using \"accepted techniques necessary to protect the command/control uplink.\" The Government policy together with the threat posed by technically astute adversaries has given a strong impetus to commercial satellite operators to protect command systems of their satellites. American Satellite Company (ASC), a leader in providing communications services to Government and businesses, has taken a lead in incorporating a command link protection system on its satellites. The system uses the National Bureau of Standards (NBS) Data Encryption Standard (DES) algorithm to deny access to the satellite command system to anyone but an authorized ASC ground control station. A modulation classification algorithm using statistical pattern recognition techniques has been developed and tested on numerically simulated signals. This algorithm uses statistical moments of both the demodulated signal and the signal spectrum as the modulation identifying parameters. The basis for the classification routine is a set of formulated probability distributions which were developed by generating and statistically analyzing a large set of numerically simulated signals. This receiver structure is easy to implement and does not require side information concerning the on-off state of the interference. For a constraint length seven (K = 7), rate one-half (R = 1/2) convolutional code with Viterbi decoding, this receiver performs within 1.4 dB of the required Eb/No at Pb = 10-5 when compared to an ideal unquantized soft decision receiver assisted by perfect side information.
