Gradziuk","doi":"10.7366/WIR032017/06","DOIUrl":"https://doi.org/10.7366/WIR032017/06","url":null,"abstract":"Due to their quantitative and qualitative potential, rural areas participate to a significant degree in the achievement of the indicative targets resulting from the climatic package. Thanks to the production of biomass and, increasingly often, energy itself during the 2005–2014 period, the share of RES (renewable energy sources) in the production of primary energy grew twofold from 5.8% to 12.1%. Biomass was the main source, but since 2010 the use of wind and sun in the production of energy has been growing rapidly. Given that the costs of alternative sources for energy production (mainly electricity) are considerably higher than in case of using raw fuels, the development of this market depends on the amount of subsidies. The system applied in Poland is widely criticized because it favours large hydroelectric power plants and co-combustion, which arouses considerable environmental, technical, market and strategic controversies. Maintaining the current support system could therefore have significant implications for the structure of the market, because it is not conducive to the development of energy, based on the initiative of citizens and their communities. Podgórski","doi":"10.7366/WIR022017/08","DOIUrl":"https://doi.org/10.7366/WIR022017/08","url":null,"abstract":"The Authors attemp to evaluate the Agricultural Property Agency’s (APA) operations to date regarding the implementation of its statutory tasks, disposal of agricultural real estate and the implementation of tasks related with the formation of the agricultural system. From the very beginning of APA’s operation, 3.3 million hectares of land have been permanently allocated, of which 2.7 million hectares through sales, which was the predominant form of the real estate transfer. The infrastructure of the former state-owned farms taken over by the Agency was also subject to privatization. At present, after the legislative amendments (the Act of 2016) long-term lease is the leading form of agricultural land disposal, which enables the land cultivation without engaging funds. Recently, the trend of reducing the area granted for lease has been stopped by leasing available land and limiting the sales of land, the area of which exceeds 2 ha. The following analysis was based on the data included in the APA reports, internal studies and available literature. The results presented prove the Agency’s huge involvement in the process of privatisation of agricultural property. Domagalska-Grędys","doi":"10.7366/WIR012017/06","DOIUrl":"https://doi.org/10.7366/WIR012017/06","url":null,"abstract":"The primary aim of the research was to determine the conditions of four innovative organizational cultures within the network of agricultural producer groups (ad hoc, incubator, daredevils, performance). The objectives of auxiliary research included determination of dominant values and patterns of behavior within innovative organizational cultures of agricultural producer groups. For the purpose of achievement of the above mentioned objectives the perspective of functionalist and interpretative paradigm was applied, including the principle of triangulation (methodological and theoretical). The context of innovation culture was formed by quantitative data (indicators of group dynamics, legal form, number of innovations, the state of group relations) as well as qualitative data (opinions of the participants of different cultures on the significance of the terms “innovation” and “innovative measures” constraints / drivers of innovation; identification of stimulating innovation in agricultural producer groups, production profile). The research was conducted by means of a questionnaire conducted among agricultural producer groups in Malopolska in 2016. The analyses confirmed the most frequent occurrence of innovation in two cultures: daredevils and effectiveness. Innovation constraints of mainly external nature and the main initiators of innovation in agricultural producer groups were identified. The cultures studied were focused on priority tasks and recognition of any “action” as opposed to a total lack of commitment. The research also revealed dichotomous behaviour of members of the culture of innovation, reflected in both conservative and modern actions.
